About this file
This is a Statement of Work (SOW) for the Grizzly Bear Campground Reconstruction project under the United States Department of Agriculture Forest Service at Black Hills National Forest in South Dakota.
The project involves comprehensive reconstruction of Grizzly Bear Campground, a seasonal facility (mid-May to mid-September) located approximately 1.5 miles southwest of Keystone, South Dakota. This Congressionally directed Great American Outdoors Act project requires design, construction, and resurfacing of campground roads while preserving historically significant CCC-built structures from 1936, including a stone picnic pavilion, stone toilet building, stone drainage structures, and stone steps. The contractor must redesign the campground to meet ABA and ADA accessibility requirements, improve road alignment and subbase, replace and reroute the water system (well, pumphouse, service and distribution lines, and point-of-use hydrants), relocate and replace the information board, equip host and volunteer sites with sewage vaults and utilities, redesign campsites for modern recreational vehicles with improved layout and functionality, and construct new stick-built toilet and pumphouse facilities. The water system is classified as a Transient Non-Community Public water system and is in poor condition requiring complete modernization and code compliance.
Contractor requirements include demonstrated expertise in campground construction, general contracting, and road construction with strong communication skills and capacity to meet specified timelines. Key personnel must include an onsite superintendent at all times, and the water system installer must meet South Dakota licensing requirements. Any electrician must hold a South Dakota Electrical License with state inspection and approval required for all electrical work. The contractor is responsible for all travel costs, accident prevention planning, and site security, including protective barriers and site gate lockout procedures. Deliverables include accident prevention plans (due 10 days prior to work start), construction schedules and monthly progress reports, daily construction reports, permits and licenses, testing and inspection reports, operation and maintenance manuals (due within 30 days of review), and project record documents at closeout, all submitted via email to the Contracting Officer's Representative.

Project Grizzly Bear Campground Reconstruction
General Information
1.0 Scope of Work
Grizzly Bear Campground is in the NE1/4 of Section 18, T2S, R6E, BHM, Pennington County, South Dakota.
It is located on US Highway 16A, approximately 1.5 miles southwest of Keystone, South Dakota.
The Civilian Conservation Corps (CCC) built the campground in 1936 and many elements of this campground have historical value and will remain and must be protected during construction activities.
Historical elements include the stone picnic pavilion, stone toilet building, stone drainage structures, stone steps, and drainage ditch. The design and layout of features within the campground do not meet ABA and ADA requirements for accessibility – particularly running slope, cross slope, clear spaces, and firm- and-stable surfaces. The proposed redesign will update the campground including: Road alignment will be adjusted to accommodate expected traffic, subbase will be enhanced. The water system well will remain;
the pumphouse, service and distribution lines, and point-of-use hydrants will be replaced and rerouted to better serve campers. The information board will be replaced and relocated. Host and Volunteer Sites will each to be equipped with sewage vault, water, and electric services. Campsites will be redesigned for accessibility and improved layout, parking and functionality. A new stick-built double toilet and stick-built pump house are part of the project.
2.0 Background
This is a Congressionally directed Great American Outdoors Act project that will make improvements to the road - to include design, construction and resurfacing. Grizzly Bear Campground will be reconstructed to current capacity, improve the water system, and improve host sites with repaired sewage vaults. Camp sites will be designed for modern recreational vehicles using modern design and furnished with modern amenities.
The Grizzly Bear Campground is a seasonal campground operated from approximately mid-May to mid-September annually.
The water system at Grizzly Bear Campground consists of a well with a submersible pump, steel below ground water storage tank, and distribution system with 5 points of use. This system is classified as a Transient Non-Community Public water system. The water system is in poor condition. The well needs pump controls, treatment system, and pump house are not functioning properly, are not compliant with codes and require replacement. The distribution system has numerous leaks, is in poor condition and requires replacement. The existing hydrants are not accessible and require upgrades. The stick-built pumphouse building is in poor condition and has inadequate lighting and inadequate ventilation.
