About this file

This Statement of Work (SOW) for Repair (Attachment 3 - 70Z03826QH0000026) outlines repair services required by the U.S. Coast Guard (USCG) Aviation Logistics Center (ALC) for HC-130J aircraft components. The contractor must repair applicable parts to Ready for Issue (RFI) condition in accordance with applicable technical directives, with all repairs performed at fully burdened, firm-fixed pricing rates. The Long Range Surveillance Product Line Division (LRS) supports HC-130J aircraft logistics and inventory management for USCG air stations, requiring sustenance of numerous aircraft components. All repair actions must comply with in-service technical directives or alternate standards approved by the USCG LRS Contracting Officer, and components must be returned in airworthy condition suitable for HC-130J installation.

The contractor must hold one of the following certifications to perform repair services: FAA Repair Facility certification, OEM Certified Repair Facility, OEM Certified Distributor, or DoD/USCG Certified Repair Facility. The contractor must maintain a Quality Assurance System with test component calibration and documentation to conform to Technical Orders or OEM specifications. Repair work shall follow the Original Equipment Manufacturer's Commercial Maintenance Manuals (latest version) and applicable technical directives. Contractors must provide receipt notification within 10 days of component arrival, submit inspection condition reports within 30 days for unusually damaged components, and mail completed Component Repair Records (CRR) to the USCG ACMS office within five working days of completion. All repairs must include FAR 52.246-15 Certificate of Conformance. Replacement parts must be new and traceable to OEM, with defective parts rendered unusable and documented for 24-month inspection. Service Bulletins or modifications require firm-fixed pricing proposals within 30 days. Environmental requirements mandate thorough cleaning per FAA Advisory Circular 43-205 to remove hazardous substances including hexavalent chromium, cadmium, and lead prior to return to ALC.
