SCOPE OF WORK SUMMARY
This is a Scope of Work document for a federal contract opportunity issued by the USDA Forest Service for electrical infrastructure upgrades at two White Mountain National Forest locations in New Hampshire. The contractor is responsible for providing all equipment, supplies, personnel, supervision, materials, quality control, and incidentals required for project completion in compliance with federal, state, and local regulations. The Period of Performance is 90 days and includes pre-construction and construction activities such as submitting cut sheets, ordering and delivery of materials, and performance of work. Work is estimated to begin October 1, 2025, or as allowed by contracting. The government will furnish no materials. The contractor must coordinate staging areas with the Contracting Officer's Representative (COR), Matthew Cohen (603-404-3967, matthew.cohen@usda.gov), and is responsible for security, site protection, and preventing damage to existing infrastructure. I. General The White Mountain National Forest is requesting bids for work to upgrade the electrical distribution system at the Saco Ranger District administration site, located in Conway, New Hampshire, and to remove and replace damaged transformer at the WMNF Headquarters located in Campton, New Hampshire.
Work includes but is not limited to, at the Saco location:
1. Upgrade (1) 400 ampere circuit breaker/current transformer cabinet.
2. Upgrade (1) 400 ampere electrical panel with breakers.
3. Upgrade (1) 24-circuit load center with breakers.
4. Grounding shall conform to National Fire Protection Association (NFPA) National Electric Code
(NEC) 2023.
5. Include all wire and materials to complete project in accordance with NFPA NEC 2023.
6. Removal of all components that were upgraded and all waste generated.
At Campton location:
1. Remove damaged transformer in “Unheated Warehouse”
2. Assess condition of, and replace any damaged wiring, conduit, circuit breakers, or grounding material.
3. Install (1) 400 ampere step-down transformer.
4. Commission all equipment to ensure proper functioning.
Contractor shall provide all equipment, supplies, personnel, supervision, materials, quality control, and incidentals for the work described above. Installation must comply with federal, state, and local regulations.

Period of Performance:
• 90 Days. The Period of Performance includes pre-construction and construction activities such as: submitting cut sheets, ordering and delivery of materials; and performance of the work.
Government Furnished Materials:
• None.
Staging Area:
• The Contractor shall coordinate with the COR on a staging area location(s). The Contractor shall operate all equipment and store, transport, and handle materials in a manner that will not damage the existing roads, structures, parking lots, and landscaping.
Security and Protection:
• Security is the Contractor’s responsibility. Limit access to the construction area to persons involved in the work. Provide secure storage for materials that are stored on site. Secure completed work as required to prevent loss.
