The work includes removal and replacement of fire hydrants, installation of gate valves for water main isolation, replacement of backflow devices, and comprehensive upgrades to instrumentation and control systems including new PLCs, SCADA systems, level and pressure transmitters, electromagnetic flow meters, and chemical injection equipment. The base bid items encompass mobilization, erosion controls, utility locates, construction signage, 6-inch waterline construction, water service replacements, pavement and sidewalk restoration, fire hydrants, gate valves, backflow prevention valves, water sampling stations, well upgrades at three locations, reservoir improvements, fill station improvements, and asbestos cement pipe removal. Optional items include additional waterline construction, gate valves, and pavement restoration.

The specifications detail extensive technical requirements across electrical work (Section 26), instrumentation and process controls (Division 40), water utility distribution (Section 33), and site work including trenching, erosion control, concrete, and asphalt paving. Electrical work requires state inspection and includes new PLCs (Allen Bradley CompactLogix 5380 controllers), managed Ethernet switches, UPS systems rated for one-hour runtime, and comprehensive testing per NETA standards. Instrumentation includes radar level transmitters, pressure transmitters, float level switches, electromagnetic flow meters, and chemical injection pumps with specialized manufacturers specified such as Vega, Endress and Hauser, and Onicon. All work must comply with current ICC codes, NFPA standards, AWWA standards for water utilities, and Washington State requirements. The solicitation is a Total Small Business Set-Aside with a $45 million size standard, issued as RFQ 12441926R0002 by the Department of Agriculture Forest Service, with quotes due April 13, 2026 at 1700 Eastern Time and a site visit scheduled for March 18, 2026.
