About this file
This is a Questions and Answers document for the Fort Simcoe Job Corps Center Water System Renovation RFQ (Solicitation 12441926R0002) issued by the Department of Agriculture Forest Service. The document addresses clarifications on solicitation requirements, scope, specifications, and technical requirements for the waterline replacement project.
Key clarifications include: (1) Volume 2 pricing shall be submitted using Attachment 4 (PDF Schedule of Items), not an Excel file as initially stated; (2) offerors must hold prices for 180 calendar days with completion required within 365 days of award and 180 days of performance after Notice to Proceed; (3) no liquidated damages are defined for this project; (4) progress payment schedules are not applicable; (5) the contractor is responsible for providing a turnkey control system including all programming, SCADA software development, PLC programming, and staff training—the Forest Service will not issue a separate contract or provide these services; (6) the standalone Historian license requirement has been eliminated, with Factory Talk View including integrated historian and a perpetual license with one-year maintenance now specified instead; (7) new 4-inch flow meters must be provided at all three wells to ensure compatibility; and (8) reservoir heights and water elevations must be field-verified by the contractor. This small business set-aside solicitation has a quotes due date of April 13, 2026 at 1700 Eastern Time.

1. For Volume 2 Price, the solicitation makes the following statement:
“Complete all Excel Tabs (eg…Summary, Master Data, Water, Sewer, Lift Stations, Electrical, Campground Base Bid, Paving & Earthwork, Restrooms, RV Sanitary Dum Station, and Campground Optional Items)” This scope is not aligned with the Waterline replacement SOW. Please clarify.
A. This is generic template language. All price information shall be addressed in the schedule of items.
2. For Volume 2 Price, the solicitation makes the following statement:
“Price shall be submitted the Attachment 3 – Schedule of Items in Excel with formulas Unlocked” The solicitation includes Attachment 4 which is the Schedule of Items in PDF format. Please clarify this discrepancy and provide an excel file if required.
A. Please use Attachment 4 which is a PDF, this was a typo.
3. Please confirm that offerors must hold their price for 180 calendar days.
A. 180 calendar days is correct.
4. Please confirm the period of performance and 180 calendar days.
A. Completion within 365 days of award, 180 day period of performance after Notice to Proceed.
5. Are there any liquidated damages associated with this project?
A. There are no defined liquidated damages.
6. For Volume 2 Price, the solicitation requires the following:
“Backup Instructions should include enough information for the Government to determine price reasonableness.”
Please clarify what constitutes “Backup instructions.”
A. Disregard.
7. For Volume 2 Price, the solicitation requires the following:
“A proposed Progress Payment schedule, if applicable” Is the progress payment schedule applicable to this procurement?
A. For this requirement, a schedule is not applicable
8. The following sections in the specification talk about work that the Software System Integrator (SSI) or Engineer is to complete:
| • | Section 26 08 00 2.2 - Testing of the control system will be done by the Software System Integrator (SSI) under a separate contract |
| • | Section 40 61 00 2.1 - The developed SCADA software and ladder logic programming shall be provided by the Engineer/SSI. |
| • | Section 40 63 43 3.1 A1 – The Programming of the PLCs shall be by the Engineer. |
| • | Section 40 63 43 3.3 B – PLC Operations training will be provided by the Engineer. |
| • | Section 40 63 43 3.3 C – PLC Corrective Maintenance training will be provided by the Engineer. |
Generally, the ‘Engineer’ refers to the engineering individual or organization that put the together the design drawings and specifications.
Is the forest service going to be doing the programming of this control system or does the forest service want the system integrator hired by the contractor to perform the programming and training duties?
A. The Forest Service does not intend to issue a separate contract for the testing of the control system nor will the Forest Service be providing the programming or training duties. The intent is the contractor will provide turn key system and train designated center staff on the new system. The references above to Engineer/SSI regarding programming and training are referring to Software and Hardware Integrator teams.
Specification dated 03_2026 has been edited to remove “under separate contract” in Section 26 08 00 2.2 referenced above.
9. There are some details, for the requirement for a standalone Historian license, that adds a lot of cost without adding much utility. That alone is close to $20k, and with the newer Rockwell SCADA systems you get a fully functional Historian included.
A. The requirement for a standalone Historian has been eliminated and a note has been added to the specification (Section 40 61 00 2.2) to provide Factory Talk View with integrated historian and a clarification that a perpetual license with 1-year maintenance agreement/license from the software provider has been noted as well.
10. We also had the question about new vs. existing flow meters. Drawings C17 and E01.1 seem to make it pretty clear that there are to be new 4” flow meters at all three wells. It appears well 1 has a fairly new flow meter but we are not sure of its functionality. Should we provide all new or is there any desire to reuse existing devices?
A. I believe 2 of the meters were installed 7 years ago, due to uncertainty and wanting to ensure compatibility and minimize troubleshooting and potential for subsequent problems, new was specified.
11. Is there a detail that shows the height of the reservoir? If so, I have not found that. One of the integrators is asking as it effects the type of ultrasonic level transducer that will need to be quoted.
A. The reservoir heights/water elevations will need to be field verified by the Contractor.
