About this file
This is an attachment containing procedures for the United States Capitol Police Off-Site Inspection Center that governs delivery operations to Capitol Complex facilities.
All packages destined for the U.S. House of Representatives, U.S. Senate, Architect of the Capitol, and Library of Congress must display Purchase Order/Contract Number and delivery recipient information including name, building, room number, and telephone number on shipping labels. All delivery vehicles must report to the Off-Site Inspection Center located at 4700 Shepherd Parkway SW for mandatory inspection and x-ray screening before accessing any Capitol Complex loading docks. The facility operates 4:30 AM to 3:00 PM, Monday through Friday, and is closed on all 10 Federal Holidays unless specifically noted. All delivery personnel must provide picture identification and be processed through the National Crime Information Center (NCIC). Deliveries for Capitol Complex events or functions require prior approval from the House or Senate Sergeant At Arms office.
Mail and parcels delivered via Federal Express, United Parcel Service, U.S. Mail, or courier services must be routed to Novitex at 9140 East Hampton Drive, Capitol Heights, Maryland, where they undergo a three-day holding period before Pitney Bowes completes delivery to the Capitol Complex. The exception applies only to deliveries directly from Federal Agencies made by Federal Government employees with current Federal Government identification, which may proceed directly to the Off-Site Inspection Center. Vendors requiring loading dock access must submit a company letterhead letter signed by owner, president, or manager to the United States Capitol Police Off-Site Inspection Center, listing driver and employee names in alphabetical order along with Social Security Numbers, dates of birth, buildings to be accessed, and company contact information. Questions should be directed to 202-224-0202 during business hours or via email to the designated Capitol Police contacts.
