Scope of Work

EHRM Infrastructure Upgrades – Pine Ridge, SD

Construction

The Pine Ridge CBOC is seeking a general contractor to furnish all labor, tools, material, equipment, and supervision for a near-complete refresh of the data cable infrastructure. The scope of this project includes but not limited to the following infrastructure improvements: Electrical (electrical panel upgrades, power to building upgrades), bonding, UPS, upgrade to existing HVAC, expansion, and renovation of existing space (demo, new construction, finishes), renovation (piping, exterior wall, interior wall for water proofing), communications infrastructure (new data outlets, patch panels, upgrade to CAT6A cable) in building, physical security upgrades. The technical complexity is low for this project; however, the contractor must comply with Tribal Employment Rights Office (TERO) requirements at a very remote area, with restricted day construction hours. TERO contact information can be found in the drawing set, email support via bffyredfish@yahoo.com . Support from local IT will be "extremely limited" (more specifically: non-existent) hence the requirement for a registered RCDD on sight during construction to minimize operational and down time risks. Another trending risk includes many EHRM construction contractors are not properly funding or supporting a clean environment for operations, hence a living cleaning check list will be implemented and subject to contractor etiquette.

High risk lead times shall be elevated to contracting/COR as early as possible (preferably prior to NTP) with recurring communications. Since local OIT will not have any individuals to watch the telecommunications room (TR) during construction, the contractor must have several applicants complete a contractor background investigation in support of EHRM no OIT telecommunications Room (TR) Escort. If the TR door is open with active switches the room/closet must be monitored by an approved individual, hence this is a critical requirement given the location and no OIT support at this location. The contractor shall be responsible to move/relocate any furniture, equipment, boxes, files, user belongings, etc. That would be in an area of work and obstruction/interfere with the performance of the contractor’s work.

Contractor shall include labor, tools, material, heat, power, equipment, supervision in the scenario concrete work needs to be completed in winter conditions.

The sensitivity of information relating to this project is emphasized. All the information and documentation divulged in the course of this construction effort shall be treated as “For Official Use Only”. This information is not to be distributed without a confirmed need to know as confirmed by the

VA.

Contractor trades include general construction, concrete, plumbing, HVAC, qualified communications installer (with CAT6A testing equipment), RCDD, electrical, and earthwork.

Period of performance is 110 calendar days from issuance of the Notice to Proceed. Below are some recommended approaches:

1. After receiving an executed award, highly recommend initiating background check of required employees.

2. Secure RCDD registered individual, coordinating with TERO for compliance.

6. Submittals = T+21

7. Mobilize on site = T+22

8. Concrete work = T+23

9. Punchlist complete = T+90

10. As-builts and O&M’s = T+110

In addition to submittals required by the specifications, the contractor shall submit the following submittals for review after receiving an executed award:

1) Contractor shall get contracting officer representative (COR) approval of submittals via email prior to procurement and installation for all items.

2) Contractor shall provide product data cutsheets for archiving purposes when requesting approval.

3) Contractor shall maintain as-built drawings for all data locations and labels as construction progresses. The Contractor shall provide the central drawing set to the COR at the end of the project. The marked-up drawing set will accurately depict the as-built status of the system including termination locations, cable routing, and all administration labeling for the cabling system. In addition, a narrative will be provided that describes any areas of difficulty encountered during the installation that could potentially cause problems to the telecommunications system.

4) Contractor shall maintain as-built drawings for new power locations. Include one line diagram depicting which circuits feed new outlets and panel schedules for panels feeding new outlet locations.

5) Contractor shall provide certification report. All testing documents shall reflect the appropriate labeling scheme.

6) Warranties of installation and cabling system. The Contractor shall provide a system warranty covering the installed cabling system against defects in workmanship, components, and performance, and covering follow-on support after project completion.

See documentation titled – Cutsheets, which has been posted with the solicitation, for preferred equipment in support of the basis of design. The intent is for the contractor to meet or exceed this quality.

The contractor shall implement the ICRA/PCRA requirements listed in the drawing set. See documentation titled - ICRA-PCRA Risk Assessment, which has been posted with the solicitation. A standalone copy has been attached where the contractor must post during construction.
