About this file
This is a scoring sheet for RFP-2026-NHVH-01-TEMP, a temporary staffing services solicitation issued by the State of New Hampshire through the New Hampshire Veterans Home (NHVH) in Tilton. The RFP seeks qualified temporary nursing personnel, including Registered Nurses (RNs), Licensed Practical Nurses (LPNs), and Licensed Nursing Assistants (LNAs), to supplement permanent staff on an as-needed basis across three shift schedules: 0645-1515, 1500-2330, and 2300-0700. All temporary staff must maintain valid New Hampshire professional licensure or compact licenses, criminal background clearance, OIG exclusion list screening, HIPAA compliance certification, and fitness-for-duty attestations, with documentation required a minimum of 10 days prior to service commencement. Vendor inquiry period concluded April 13, 2026, final agency responses were issued by April 20, 2026, and proposals were due April 27, 2026 at 4:00 PM. The resulting contract is effective for up to three years from Governor and Executive Council approval or July 1, 2026, whichever is later, with an optional two-year extension available at the agency's discretion.
The scoring sheet evaluated 15 vendors across four criteria: technical capability (20 points), experience and qualifications (25 points), previous on-site contracted services experience (25 points), and pricing (30 points), with a total of 100 points possible. Vendors were scored based on qualifications, compliance, and years of experience with on-site services rather than pricing alone, reflecting the unique staffing needs for providing qualified services to veterans at NHVH. Pricing was required as flat hourly rates for each position type with no differential or holiday pay permitted. Contractors must maintain professional liability insurance of not less than $1,000,000 per claim and $3,000,000 per incident, as well as commercial general liability insurance of not less than $1,000,000 per occurrence and $2,000,000 aggregate. The contract is non-exclusive, and either party may terminate the agreement without cause by providing 60 days' written notice. Several vendors were disqualified due to missing RFP requirements.
