About this file
Summary
This is Addendum #1 to Request for Proposals (RFP-2026-NHVH-01-TSTAF) issued by the New Hampshire Veterans Home (NHVH) in Tilton for temporary nursing staffing services. The solicitation seeks qualified temporary Registered Nurses (RNs), Licensed Practical Nurses (LPNs), and Licensed Nursing Assistants (LNAs) to supplement permanent nursing staff on an as-needed basis across three shift schedules: 0645-1515, 1500-2330, and 2300-0700. The addendum provides clarifications to 86 questions submitted by prospective vendors and confirms critical submission details. The proposal submission deadline is April 27, 2026 at 4:00 PM EST. The resulting contract is anticipated to be effective July 1, 2026, upon Governor and Executive Council approval, with a three-year term and an optional two-year extension at the agency's discretion. Current estimated staffing needs include 3 LPNs and 1 LNA, with LPN staff on the 1500-2330 shift being the most critical need. Assignments typically range from 8 to 12 weeks, with standard 40-hour weekly schedules, though part-time and per diem options are available for LNA positions.
The addendum addresses pricing methodology, confirming that flat hourly rates are required for each position type with no differential or holiday pay permitted beyond stated rates. Current bill rates range from $90-$94 for RNs, $80-$84 for LPNs, and $35-$39 for LNAs. Historical spending data indicates SFY24 expenditures of $571,797, SFY25 expenditures of $821,299, and SFY26 (through April 1, 2026) expenditures of $734,895. The contract anticipates 2-3 vendor awards from this non-exclusive solicitation. Incumbent vendors are 22nd Century Technologies Inc. and Amergis Staffing, with combined prior spending of $2,127,952.57. The addendum clarifies that vendors must be registered to do business in New Hampshire with valid vendor numbers, maintain professional liability insurance of $1,000,000 per claim and $2,000,000 per incident, and carry workers compensation insurance. Proposals may be submitted either physically or electronically, with a 10-page maximum for technical proposal, references, affiliations, executive summary, and compliance statement, though financial strength documentation is excluded from the page limitation. The addendum confirms that proposals with contractual exceptions are permissible but require state approval for incorporation into the final contract.

3. Does NVNH accept our subcontractors’ experience in lieu of our own experience?
Identification of how many years the company has been offering these services along with number of years of experience the subcontractors have would be acceptable.

The pricing sheet should not mention dental services, this is for temporary nursing staff only.

RN – 13 week terms @ 5 shifts per week LPN- approx 15 shifts per week LNA- at most 10 shifts per week
6. Is there a minimum guaranteed shift volume, or should vendors assume fully variable demand with no floor?
There is no guaranteed shift volume, the need is dependent on NHVH staffing levels and resident levels and unknown at this time.
7. How far in advance are scheduled shifts typically communicated to the vendor?
As soon as a need is identified, it is communicated with an anticipated turn around time for credentialling of 2 weeks.
8. The Transmittal Letter includes rate lines for additional positions beyond RN, LPN, and LNA. Is the agency actively seeking quotes for other disciplines, and if so, which ones?
There is potential for future usage of other disciplines, if available. Nothing planned at this time.

The background checks and OIG exclusion screening should be completed within 90 days of credentialing with NHVH.

The NHVH only accepts the National Criminal Records Check results.
