About this file
This is a Justification for Exception to Fair Opportunity (CUI) document issued by the Defense Logistics Agency (DLA) Installation Management, located in Philadelphia, PA, and processed through the DLA Contracting Service Office Philadelphia.
The acquisition authorizes sole-source procurement of brand-name Knoll, Inc. modular office furniture and related services from Corporate Facilities of New Jersey, LLC (CFI Workspace) for renovation of the old DCSO office space in Building 26, First Floor at Naval Support Activity Philadelphia. The scope includes acquisition of a minimum of thirteen (13) cubicles, four (4) executive offices, and two (2) conference rooms, along with demolition of existing office systems, purchase, delivery, and installation of new furniture and systems. The estimated dollar value is redacted in the document. Work must be completed within ninety (90) days of award under a Firm-Fixed-Price (FFP) Purchase Order, with space planning occurring at award and delivery and installation proceeding only upon written authorization from DLA at a later scheduled time.
The justification cites 10 U.S.C. 3204(a)(1) and FAR 6.103-1(b) and (d) as statutory authority for sole-source acquisition, asserting that Knoll is the only manufacturer capable of meeting requirements and CFI Workspace is the only authorized dealer geographically capable of executing delivery and installation within required timeframes. Market research compared Knoll products to competitors through GSA MAS vendor searches, historical DLA purchases, and informal dealer pricing requests. The Contracting Officer determined that pricing will be fair and reasonable using FAR 15.404-1 price analysis techniques, including comparison to historical prices and competitive published price lists. CFI Workspace (Cage Code 5SWG3, located in Pennsauken, NJ) is the sole source expressing interest in the acquisition. The justification was approved by the Competition Advocate and signed by the Contracting Officer on August 19, 2026.

3. A DESCRIPTION OF THE SUPPLIES OR SERVICES REQUIRED TO MEET
THE AGENCY’S NEEDS(, INCLUDING AN ESTIMATED VALUE):
The Defense Logistics Agency (DLA) Installation Management is an agency of the Department of War (DoW). DLA Installation Management is in the process of renovating multiple DLA work spaces at NSA Philadelphia. The instant acquisition is necessary to convert an aged and unusable work space as a component of the effort to complete the renovation of the old DCSO office space in Building 26 First Floor to support DLA Engineering Management. The instant acquisition specifies Knoll, Inc modular, case goods, and conference room office furniture and systems to ensure uniformity with previously updated spaces. The instant acquisition will be executed as a Firm-Fixed-Price Purchase Order that includes demolition of existing office systems, purchase and installation of new furniture/systems, and installation of purchased items.
Market research was conducted by contacting multiple industry participants who are known to do business with the Government and specifically DLA Installation Management & Engineering Program Management Offices. The estimated dollar value of this acquisition is in the scope of work and shall occur no later than ninety (90) days following award. The Contractor shall vacate the site once removal work is completed and the Contractor shall coordinate delivery and installation with DLA. Delivery and installation shall only proceed upon written notification/authorization from DLA at a later scheduled time.
4. AN IDENTIFICATION OF THE STATUTORY AUTHORITY PERMITTING
OTHER THAN FULL AND OPEN COMPETITION:
The statutory authority permitting other than full and open competition is 10 U.S.C. 3204(a)(1) as implemented by Federal Acquisition Regulation (FAR) 6.103-1(b), “Only one Responsible Source and no other supplies or services will satisfy agency requirements,” and FAR 6.103-1(d), “An acquisition or portion of an acquisition that uses a brand name description or other purchase description to specify a particular brand name, product or feature of a product peculiar to one manufacture.” Knoll modular furniture is a brand name product of Knoll Inc., which is the only known manufacturer of the required solution, and no other product can fulfill this requirement.
In addition, CFI Workspace is an authorized dealer and installer of Knoll, Inc. modular furniture;
is the closest geographically located dealer; and, the highest rated reseller of Knoll modular office furniture. DLA Installation Management seeks to acquire a product that will maintain uniformity of recently renovated office spaces, as well as a need to inexpensively replace damaged or worn-out parts with similar items. If uniformity of brand name and item is not maintained in office spaces, the Government may incur excessive costs to maintain and replace products from multiple manufacture.
5. A DEMONSTRATION THAT THE PROPOSED CONTRACTOR’S UNIQUE
QUALIFICATIONS OR THE NATURE OF ACQUISITION REQUIRES USE OF CITED
AUTHORITY:
CUI | Source Selection Information – See FAR 2.101 & 3.104
Recent modular furniture purchases at DLA Philadelphia have exclusively acquired Knoll manufactured products. The DLA Installation Management Program Management Office has specified maintaining uniformity of newer/modern cubicle space furniture (modular furniture) and executive offices (case goods) of recently renovated buildings on base.
Uniformity of the products will allow DLA Installation Management to manage long term costs associated with maintenance and allow for inexpensive replace of damaged or worn-out parts with similar items. If uniformity in the manufactured brand name product and item is not maintained among DLA Philadelphia’s renovated spaces, long term the Government may have to spend more time and money to replace broken components and for maintenance. Utilizing the same items building-to-building allows DLA to store, replenish, and utilize replacement parts.
“Corporate Facilities of New Jersey, LLC” (CFI Workspace) is the only authorized dealer of Knoll products in the Philadelphia area. Therefore, it is hereby determined that CFI Workspace is the only vendor that is capable of meeting the government’s requirements.
6. A DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE
SOLICITED FROM AS MANY POTENTIAL SOURCES AS IS PRACTICABLE,
INCLUDING WHETHER A NOTICE WAS OR WILL BE PUBLICIZED AS
REQUIRED BY PART 5 AND, IF NOT, WHICH EXCEPTION UNDER PART 5
APPLIES:
The DLA Installation Management PMO conducted a review of DoD and General Services Administration (GSA) MAS furniture acquisition ordering to assess whether another vendor can provide the same or a similar solution. An evaluation of GSA vendors with MAS FSS’s indicates there are no Knoll authorized dealers, except the OEM, geographically located within a one-hundred-fifty (150) mile radius of NSA Phila or capable of executed delivery and installation within the time frame required by the end user.
As CFI Workspace is the only technical capable vendor able to execute delivery and installation within the timeframe required, and there are no other sources, this acquisition will be solicited on a sole source, brand name basis to CFI Workspace. In accordance with FAR 6.301(b)(2), a combined synopsis/solicitation will be sent directly to CFI Workspace and will be made publicly available, along with a redacted copy of this justification on SAM.gov.
7. DETERMINATION BY THE CONTRACTING OFFICER THAT THE
ANTICIPATED COST TO THE GOVERNMENT WILL BE FAIR AND REASONABLE:
As the Contracting Officer, I hereby determine that pricing will be fair and reasonable based on pricing analysis in accordance with FAR 15.404-1. It is anticipated that, in order to obtain a fair and reasonable price, the Government may use various price analysis techniques including, but not limited to the following: (1) In accordance with price analysis techniques detailed at FAR 15.404-1(b)(2), a comparison of proposed prices to historical prices paid, whether by the Government or other than the Government, for the same or similar items; (2) in accordance with FAR 15.404-1(b)(4), comparison of proposed prices to competitive published price lists,
