About this file
This is a Determination & Findings (D&F) document authorizing a single-source procurement from Lasergraphics for a ScanStation film scanner system.
The Air Education & Training Command, 42d Contracting Squadron, is procuring one Lasergraphics ScanStation film scanner on behalf of the Air Force Historical Research Agency (AFHRA). The scanner is essential for long-term preservation and digitization of AFHRA's irreplaceable collection of historical analog motion picture films. The procurement is justified under RFO 11.204(a)(2)(ii) (Brand Name) authority, as market research confirmed that Lasergraphics ScanStation is the only system with the unique combination of patented technologies required to meet AFHRA's minimum needs. The system is critical because it guarantees no physical contact with film perforations, enabling safe handling and digitization of brittle, shrunken, and historically significant films while ensuring image fidelity and real-time performance. The scanner must support all required film formats (8mm, 16mm, and 35mm) and provide 6.5K resolution for archival oversampling. A Sources Sought notice was posted to GSA and SAM on June 5 with a close date of June 12, 2026; four vendor responses were received, but no alternative products were proposed. The Contracting Officer, Jeremy Kersey, approved this determination on August 20, 2026.
