About this file

This is a Statement of Requirements for the procurement of a complete, turnkey high-resolution archival film scanning system by the Air Force Historical Research Agency (AFHRA) at Maxwell Air Force Base, Alabama. The system must feature a continuous-motion, sprocket-less film transport system with optical perforation management, capable of scanning 8mm, Super 8mm, 16mm, and 35mm film formats (including 2, 3, and 4-perforation variants). The scanner must achieve a minimum native resolution of 6.5K with High Dynamic Range image capture at 16-bit color depth per channel, while simultaneously capturing optical or magnetic soundtracks. All critical image processing—including resizing, color correction, and scaling—must be performed by dedicated internal hardware rather than host computer software, with optical perforation reading to ensure frame-to-frame pixel-level stability even with damaged or missing perforations.

The system must be delivered as a complete turnkey solution including the main scanning unit, pre-configured host computer, operating software and licenses, and all physical accessories. The contractor is responsible for coordinating delivery to Building 1405, Room 161 at Maxwell AFB, performing full on-site installation with system diagnostics, and providing a minimum of two consecutive days of comprehensive on-site training for up to four government personnel covering operation, software use, and routine maintenance. The system must generate uncompressed DPX sequences, Apple ProRes files (4444, 422 HQ), and WAV/BWF audio files. All items must be brand new; refurbished equipment is prohibited. An Original Equipment Manufacturer standard commercial warranty of minimum one year is required at no additional cost to the government. The technical point of contact is Grady Simpson at 334-953-3155 or grady.simpson.3@us.af.mil.

Statement of Requirements (SOR) High-Resolution Archival Film Scanning System Air Force Historical Research Agency

1.0 Purpose.

The purpose of this acquisition is to procure a complete, turnkey motion picture film scanning system for the Air Force Historical Research Agency (AFHRA). As the designated repository for historical Department of the Air Force analog film, our mission is to digitize these irreplaceable assets to the highest archival standards. This system is essential for the long-term preservation of our collection and to provide high-quality digital access for researchers, historians, and future generations.

2.0 Description of Items.

The following item is required for performance under this contract.

2.1 Item 1: Archival Motion Picture Film Scanning System. The system must meet or exceed the following minimum performance and technical requirements:

2.1.1. Film Transport and Handling:

The scanner must feature a continuous-motion, sprocket-less film transport system.

Film movement requires an optical management system that reads the film perforations to control speed and position, ensuring no mechanical sprockets or claws engage with the film during scanning.

The system must automatically detect and recover from a broken or failed film splice, resuming the scan from the point of failure, all without unloading the film or requiring a restart of the scan.

2.1.2. Image and Audio Capture:

The system requires a sensor capable of capturing images at a minimum native resolution of 6.5K to allow for archival oversampling.

The system must capture High Dynamic Range (HDR) images in a single pass to record the maximum range of shadow and highlight detail, achieving a minimum of 16-bit color depth per channel.

The system must simultaneously capture either optical or magnetic soundtracks while simultaneously capturing the image from the film.

2.1.3. Image Processing and Stability:

All critical image processing, including resizing, color correction, and scaling, must be performed by dedicated internal hardware within the scanner unit, not by the host computer's software.

The system must use an optical method to read the position of multiple film perforations simultaneously to ensure frame-to-frame image stability at the pixel level, even if perforations are damaged, shrunk, or missing.

2.1.4. System Versatility and Software:

The system must be capable of scanning standard 8mm, Super 8mm, 16mm, and 35mm (including 2, 3, and 4-perferation) film formats.

The system must be delivered with a complete software suite providing full control over all system functions. The software must support unattended scanning and must be capable of generating uncompressed DPX sequences, Apple ProRes files (4444, 422 HQ), and WAV/BWF audio files.

2.1.5. Required Components: The system must be delivered as a turnkey solution, including the main scanning unit, a pre-configured host computer, all operating software and licenses, and all physical accessories (gates, rollers, etc.) required for the film formats listed above.

3.0 Delivery requirements:

Delivery of the system is required to include placement to a specified location inside the Air Force Historical Research Agency as per 3.1 and 3.2.

3.1 Delivery information and coordination

The delivery location is on the first floor. A loading dock is available. The vendor is required to coordinate delivery with AFHRA the site POC (334–953–3155) to ensure access to Maxwell AFB and to the AFHRA building.

3.2 Delivery Location:

Air Force Historical Research Agency Building 1405, Room Number 161 600 Chennault Circle Maxwell AFB, AL 36112

4.0 Installation requirements:

The contractor shall perform a full on-site installation of the film scanning system. This includes physical setup, connection of all components, software installation, and a full system diagnostic test to verify the system is fully operational.

5.0 Training requirements:

The contractor shall provide a minimum of two (2) consecutive days of comprehensive on-site training for up to four (4) government personnel, covering system operation, software use, and routine maintenance.

6.0 Standard warranty:

The contractor shall provide any Original Equipment Manufacturer (OEM) standard commercial warranty (minimum one year) applicable to the products being purchased at no additional cost to the Government. This shall include all warranty documentation and points of contact for service.

7.0 General information:

Items must be brand new. Refurbished items are not authorized. The technical point of contact for this requirement is Grady Simpson, 334-953-3155 (DSN 493-3155) or grady.simpson.3@us.af.mil.
