The Contractor shall identify, mark with a flag, report and record all leak locations on the required report. The survey shall be in accordance with the latest United States Department of Transportation Guidance Manual for Operators of Small Natural Gas Systems and comply with Federal, State and local regulations for leak detection surveys and reporting services.

1.2. BASIC SERVICES. Contractor shall perform a 100% leak detection survey for all the underground natural gas distribution system using mobile electronic gas leak detection equipment. Work covers all mains, laterals, valves & valve boxes, meters, risers, gas line manholes and regulators using mobile electronic gas leak detection equipment. This requirement shall require some walking even if contractor supplies survey vehicles. Personnel from the Water Fuels System Maintenance (WFSM) Utilities Shop shall accompany the Contractor during the survey to aid with locating all underground and above ground systems.

1.2.1. Commercial/Industrial Areas. The main base area of Altus AFB consists of 146,760 LF of gas distribution mains and service lines/laterals. The Commercial/Industrial area contains 148 facilities connected to the natural gas system. Gas lines will not be marked prior to the Contractor survey, so an escort from the Utility Shop shall accompany the technician when performing a survey.

1.2.2. Schedules/Notifications. Leak detection survey shall take place between the months of April and July annually. The Contractor shall provide the Contract Officer Representative (COR) office and Contract Officer (CO) with a written tentative schedule by 1 February and each year thereafter. This will allow for coordination with the CES Utilities Shop to be accomplished prior to the firm scheduled date from the contractor.

1.2.3. The Contractor shall provide a firm date and a written schedule to the COR and CO within two weeks of the scheduled start date of the service (see Appendix D). Notice may be made by email. The schedule shall divide the Commercial/ Industrial sides into survey sections/plots that allow for daily completions. Larger maps shall be available, upon request, to the Contractor after contract award. Shape files may also be requested.

1.2.4. The Contractor is responsible to notify the COR if they cannot keep the initially scheduled survey date and they shall propose a new scheduled date in the same written notification.

1.2.5. Failure of the Contractor to show for a scheduled service shall result in a write-up to the CO for action.

1.3. SURVEY PROCEDURES. Contractor personnel shall follow the procedures as set forth in Title 49 Code of Federal Regulations (CFR) Part 192 and the United States Department of Transportation Guidance Manual for Operators of Small Natural Gas Systems (current edition).

1.3.1. Maps. After contract award, and prior to survey start, the COR will provide larger copies of the natural gas distribution system map. A sample of this map is shown in Appendix C.

1.3.2. The Contractor shall conduct a gas leak detection survey specifically to locate, classify and report all leaks present in the distribution system and related service lines and apparatus.

Tests shall be made with mobile and/or handheld detection and recording devices that are designed and approved for natural gas leakage control surveys. All precautions necessary to prevent damage to equipment, systems and property shall be taken. There shall be no smoking, open flame, or other ignition source while conducting the survey; except that leak detection equipment such as Combustible Gas Indicator (CGI) and Flame Ionization (FI) instruments may be used by fully trained/certified technicians/operators. Certification MUST be provided at contract award.

1.3.3. A Government escort from CES Utility Shop is required to accompany the contractor personnel during the 100% leak detection survey to ensure all areas of natural gas distribution are found and tested. While on the flight line, the Contractor shall always have a Government escort with them.

1.3.4. The Contractor shall physically mark the location of all leaks at the time the leak is identified. Yellow flags or yellow spray paint shall be used to mark locations, unless another form of marking is approved prior to the inspection. Pictures may be taken of the areas to help find the locations.

1.3.5. Geo-coordinates may be annotated on the survey sheet drawing.

1.3.6. The Contractor shall measure and show the leak area with measurements from at least three (3) fixed objects the exact location of the leak on the survey sheet drawing. Geo-coordinates may be annotated on the survey sheet drawing. The Contractor shall also provide dimensions to the spread of the leakage.

1.3.7. The gas concentration percentage around the area of spread shall also be shown and indicated for all identified areas.

1.3.8. The Contractor shall classify all leaks detected as to percentage of concentration, spread and potential hazard based on the CGI or other approved detection equipment.

1.3.9. The Contractor shall grade detected leaks IAW the Department of Transportation Guidance Manual for Operators of Small Natural Gas Systems - Reference Table 3A through 3C

– Leak Classification and Action Criteria.

o Grade 1 Leak (Table 3A): indicates an 80% or greater gas concentration at any location or regarded as an immediate hazard. Any leak that is within 25 LF or under a building shall receive a Grade 1. Any leaks seeping into underground structures, such as manholes or basements, shall also receive a Grade 1 indicator.

o Grade 2 Leak (Table 3B): indicates a 20% to 80% gas concentration. Any leak which, in the judgment of the inspector at the scene, is of sufficient magnitude to justify scheduled repair.

o Grade 3 Leak (Table 3C): indicates a less than 20% gas concentration.

1.4. VERBAL REPORTING DURING SURVEY.

1.4.1. Report all Grade 1 leaks upon detection IMMEDIATELY to the CES Utilities Shop Foreman or NCOIC at (580) 481-5565 or (580) 481-6606.

The Contractor shall provide the COR with an emailed copy of the report. The Contractor may also provide the report in writing to the COR address located on the cover page of this PWS.

1.6.1. The report shall indicate the total number of gas line feet surveyed and a listing of all leaks found. Leaks shall be listed in order of repair priority with the highest priority given to the grade and percentage of gas concentration. Each leak shall be assigned a number and identifiable with the same number on the report and gas line distribution maps. The list shall also identify the location, grade and gas concentration (%) for each leak.

1.6.2. If not previously accomplished, the Contractor shall provide the Control Field Survey Sheets and Gas Line Distribution Drawings containing all pertinent information to the COR prior to departure from Altus AFB.

1.6.3. Conduct leak investigations using AF Form 1687, Leak/Failure Data Record or other approved form. (Form 1687 – Appendix B).

1.7. GOVERNMENT REQUESTED “ADDITIONAL” SURVEY.
