PERFORMANCE WORK STATEMENT
FOR
REMOVAL AND DISPOSAL OF ACCUMULATED WATER FROM FIRE
TRAINING AREA (FTA) RETENTION POND
AT
WRIGHT-PATTERSON AIR FORCE BASE, OHIO
16 October 2023
1.0 BACKGROUND
Wright-Patterson Air Force Base (WPAFB) is in southwestern Ohio, between the cities of
Dayton and Fairborn. It is situated approximately 60 miles north of Cincinnati, Ohio and 50 miles west of Columbus, Ohio and occupies portions of Greene and Montgomery counties. The base is comprised of two areas, known as Areas A and B. The Fire Training Area (FTA) is in
Area A at 4091 Riverview Road; a general map of the area is in attachment A.
2.0 PROGRAM OBJECTIVES/DESCRIPTION OF WORK
In carrying out work assignment(s) issued under this PWS, the Contractor shall furnish the personnel, services, equipment, tools, materials, vehicles, facilities supervision, and other requirements necessary for, or incidental to, the performance of work set forth herein and be responsible for safeguarding proprietary and other sensitive information. The Contractor shall be immediately capable of addressing and interpreting all aspects of current applicable federal, state, and local rules and regulations, and industry standards.
Environmental media and firefighting structures within the FTA, including the FTA retention pond, are impacted with Per- and Polyfluoroalkyl substances (PFAS) from historic firefighting training practices; specifically concentrations of Perfluorooctane Sulfonate (PFOS) and/or
Perfluorooctanoic Acid (PFOA), two organic chemicals within the PFAS group, that exceed the
U.S. Environmental Protection Agency’s (USEPA’s) lifetime Health Advisory or HA of 70 parts per trillion (ppt) in drinking water. FTA training activities and precipitation result in accumulated PFOS/PFOA-impacted water in the pond over the course of several months. Per
Ohio EPA (OEPA) guidance, water contained within the pond cannot be released to Waters of the United States under the jurisdiction of the 1972 Clean Water Act (Title 33, United States
Code (U.S.C.). The Contractor will be tasked with removing water from the pond when requested by the onsite Technical POC and disposing the pond water at a permitted off-site facility that is approved by the WPAFB Hazardous Waste Program Manager. The Contractor shall provide all personnel, equipment, tools, materials, supervision, and other items necessary to perform tasks under this PWS. Under the terms of this agreement, all work performed shall be accomplished in accordance with all current applicable federal, state, and local rules and regulations and industry standards.
3.0 OBJECTIVES
The objective of this work is to remove accumulated pond water impacted by PFOS/PFOA when requested by the Technical POC to prevent any overflow of water beyond the pond’s containment capacity. The Contractor shall dispose of the pond water off-site to prevent unauthorized discharges to the Waters of the United States. The Contractor shall dispose the water in accordance with all applicable water quality regulations and accepted industry standards. Contractor will provide lab analysis to confirm PFOS/PFOA levels in the water meets acceptable levels for offsite disposal per disposal facility requirements and WPAFB Hazardous
Waste Program Manager Requirements. Lab analysis shall be performed using Liquid
Chromatography Tandem Mass Spectrometry (LC/MS/MS) with Isotope Dilution. Lab analysis shall be conducted before initial disposal for profile creation, if the process changes rendering the initial profile inadequate for the waste steam, or if the receiving facility profile expires requiring a new profile with updated lab analysis. The Contractor shall provide total discharge volumes from a flow totalizer or other suitable means to determine total discharge volume for each discharge. Contractor shall provide quotes for:
Pump and Dispose Off-Site – Contractor shall provide labor, materials, equipment, lab analysis and supplies necessary to pump water from the FTA pond for subsequent off-site disposal. This includes waste characterization of water prior to off-site disposal. Disposal facility shall be coordinated with WPAFB Hazardous Waste Program Manager. The contractor shall develop the profile for the offsite disposal. The profile shall be coordinated and approved by the WPAFB Hazardous Waste Program Manager no later than 10 calendar days after contract award. The contractor shall coordinate for approval changes to the profile with the WPAFB Hazardous Waste Program Manager.
The pond’s total compacity is approximately 35,000 gallons. To prevent any overflow of water beyond the pond’s containment capacity, it is estimated that the contractor will need to pump and dispose of up to approximately 17,000 gallons per month during heavy rainfall months while performing this contract. The volume is variable depending upon rain events and fire training activities which could result in as little as no water needing to be removed in some months. Fire training activities will cease from approximately October-April resulting in reduced water inputs into the pond.
The pump is winterized by an 88 CES/CEOES maintenance contactor in late fall and brought back into service in early spring. The Contractor identified in this PWS shall have the pond drained to an acceptable level prior to pump winterization/reinstall as approved by the WPAFB
Technical POC. The Contractor shall clean the liner, characterize the waste material and dispose of solids/sludge off-site. Liner cleaning and disposal actions will need to occur prior to winterization and again prior to reinstall in early spring. The amount of solids/sludge is variable and depends on a variety of weather-related and environmental factors. All disposal actions shall be coordinated with and approved by the WPAFB Hazardous Waste Program Manager in conjunction with the WPAFB Technical POC.
4.0 GENERAL CONTRACTOR REQUIREMENTS
