About this file

This is a Price Proposal and Schedule of Bid Items document prepared by the Oregon Military Department for the Camp Rilea Forest Restoration Program RFP No. W912JV26C3007. The solicitation seeks qualified contractors to provide forest restoration implementation services near Warrenton, Oregon, including forest stand improvement, vegetation management, fuels reduction, site preparation, reforestation, planting, browse protection, and related restoration activities. The work is organized into four Priority Areas with specific restoration activities across each area. Priority Area 1 contains eleven bid items totaling 75.11 acres for post-thinning Scotch broom retreat and forest stand development activities. Priority Area 2 includes twelve bid items covering forest thinning operations and forest stand development across 32.46 acres. Priority Area 3 comprises ten bid items for post-thinning Scotch broom retreat and forest stand development on 29.15 acres. Priority Area 4 contains one bid item for Scotch broom retreat on 27.37 acres. The contract authorizes performance of individual bid items only through written Notices to Proceed issued by the Agency Contract Administrator.

Proposers must provide both unit prices and extended prices for all bid items, with unit prices including all labor, supervision, equipment, materials, planting stock, transportation, mobilization, permits, disposal, overhead, profit, insurance, and incidental costs necessary to complete the work. For unit-priced items, extended price equals the Agency Estimated Quantity multiplied by the proposer's unit price; for lump sum items, the extended price equals the stated lump sum price. The Total Evaluated Price, calculated as the sum of all extended prices, will be used solely for proposal evaluation, while actual contract payments will be based on authorized quantities completed and accepted by the Agency. Payment for unit-priced work is contingent upon actual quantities completed, inspected, and accepted, multiplied by the applicable contract unit price. Unit prices must remain firm for the contract duration unless modified by written contract amendment. Proposers must certify that all unit prices include all necessary costs and that they have reviewed all RFP documents and contract exhibits before submission.

ATTACHMENT 3 – PRICE PROPOSAL AND SCHEDULE OF BID ITEMS

Camp Rilea Forest Restoration Program RFP No. W912JV26C3007

1. PURPOSE

This Attachment establishes the Price Proposal to be completed and submitted by each Proposer.

The Bid Items identify the Restoration Activities eligible for performance under this Contract.

This Attachment does not establish project sequencing or authorize performance of Work. Project sequencing is identified in Attachment 2 – Agency Estimated Implementation Schedule. Performance of individual Bid Items shall be authorized only through written Notice(s) to Proceed or other written direction issued by the Contract Administrator.

The Contractor shall not perform any Bid Item unless specifically authorized by the Agency.

2. INSTRUCTIONS

The Proposer shall provide a price and Extended Price for every Bid Item.

For purposes of this Attachment, “Lump Sum” means a single fixed price for completion of the applicable Bid Item, including all labor, supervision, equipment, materials, planting stock, transportation, mobilization, and incidentals necessary to complete the authorized Work.

Agency Estimated Quantities are provided solely for proposal evaluation and establishment of the initial Contract value. Actual quantities may increase or decrease during Contract performance.

Unit Prices shall include all labor, supervision, equipment, materials, transportation, mobilization, permits, disposal, overhead, profit, insurance, incidentals, and all other costs necessary to perform the Work in accordance with the Contract Documents.

Payment for unit-priced Work shall be based upon actual quantities completed, inspected, and accepted by the Agency, multiplied by the applicable Contract Unit Price. Payment for Lump Sum Bid Items shall be based upon completion and acceptance of the authorized Bid Item in accordance with the Contract Documents.

Performance of individual Bid Items shall be authorized only through written Notices to Proceed issued by the Agency. The Contractor shall not perform any Bid Item unless specifically authorized by a Notice to Proceed.

Failure to provide pricing for any Bid Item may render the Proposal non-responsive.

For unit-priced Bid Items, Extended Price shall equal the Agency Estimated Quantity multiplied by the Proposer's Unit Price. For Lump Sum Bid Items, Extended Price shall equal the Lump Sum price. In the event of a mathematical discrepancy, the Unit Price or Lump Sum price, as applicable, shall govern, and the Agency may correct the Extended Price for evaluation purposes.

The Bid Items below are organized by Priority Area and Restoration Activity to facilitate proposal preparation and future Contract administration.

Note: Certain Restoration Activities identified in the Forest Restoration Implementation Plan have been completed or are currently being performed under an existing contract and are therefore excluded from this solicitation. These include:
