About this file
This document appears to be an HVAC Control Commissioning Plan that is part of the attachment requirements for the Federal Contract Opportunity MAHG211009 - Replace AHUs & VAVs in NPS Dorms Ph1 at Keesler AFB, MS.
The Commissioning Plan outlines the scope of work for verifying the proper installation and operation of the HVAC control system, including testing variable frequency drives, VAV boxes, drain pans, shutdown switches, chilled water coils, sensors, and smoke detectors. It requires the Commissioning Agent to review the scope of work, submit a detailed commissioning plan, review the test and balance report, and provide a commissioning report documenting the testing results. This plan is to be submitted as part of the 65% design plan set for base review.
The related federal contract opportunity is a HUBZone set-aside solicitation with an estimated value between $5,000,000 and $10,000,000. It requires the contractor to enter a price in Section B and acknowledge any solicitation amendments. The contract opportunity also includes a mandatory site visit on August 1, 2024.

HVAC CONTROL COMMISSIONING PLAN
1. Review the scope of work provided by Keesler AFB and the construction documents in all disciplines.
2. Prior to construction, provide detailed controls testing requirements for all HVAC components.
Sumbit commissioning plan for base review when completed, see MSS Mechanical.
3. Review HVAC test and balance report and provide a summary of deficiencies noted in commissioning report.
4. Test all HVAC components to determine proper installation and operation. Provide testing results in a commissioning report.
5. Provide point-to-point inspection of and testing of the entire HVAC controls system. Provide results in the commissioning report.
6. Submit this HVAC commissioning narrative as part of the 65% design plan set. This provides intent for base review and ensures the commissioning agent, design engineer, and Keesler AFB are all on the same page.
DETAILED CONTROLS TESTING SUMMARY
1. Controls testing is to be performed with all contractors present so needed corrections can be made and testing continued.
2. Variable frequency drive testing (VFD) /outside air flow testing - Manually set variable air volume (VAV) boxes to minimum flow. Observe operation of the return air damper to maintain outside air flow constant. Check the outside air flow reading against actual air flow and calibrate the flow meter as required. Set VAV boxes to 50%, 70% and maximum flow and repeat the testing. Verify that the outside air flow remains essentially constant and record results.
3. VAV box testing- For each VAV box, manually adjust the thermostat and check VAV box responds as expected. Ensure heater energizes at minimum flow to prevent over-cooling the space.
Check associated thermostat temperature reading against a calibrated temperature sensor.
4. Secondary drain pan float switch testing- Manually trip the secondary drain pan float switch and observe unit shut down and alarm on control system.
5. HVAC emergency shutdown switch - Ensure initiating the switch causes the outside air unit to shutdown, outside air damper to close and all exhaust fans to shutdown within 30 seconds.
Observe pilot lights function as expected.
6. Chilled water coil testing - place a load on the system by manually energizing the VAV box heaters. Observe VFD modulates and chilled water control valve modulates to maintain coil leaving air set point. Very set point and observe valve actuating in the field. Take manual supply air temperature readings and compare to control system readings.

7. Sensor testing - Take manual parameter readings at all control sensors and compare to control system readings. Testing is to include temperature, pressure, differential pressure, humidity and flow readings. Calibrate the VAV box flow readings during testing, adjusting and balancing (TAB).
8. Smoke detector testing - Initiate alarm on unit smoke detectors through testing with artificial smoke and verify that the units shut down and the alarm initiates on the fire alarm panel.
