About this file
This is an Invoice Requirements section from a General Services Administration (GSA) contract Performance Work Statement.
Contractors must submit all invoices through the ASSIST portal (assist.gsa.gov) using electronic submission only; no paper invoices or direct submissions to the GSA Finance Center are permitted. Payment information must exactly match data in the GSA ASSIST Contract Registration and the System for Award Management (SAM), including company name, mailing address, remittance address, Employer Identification Number, and Universal Entity Identifier (UEI). Invoice information must include invoice number (without special characters), ACT and GSA contract numbers, point of contact information, period of performance, detailed charges broken out by deliverable or line item with service descriptions, prompt payment discount if applicable, total invoice amount (which cannot exceed the contract ceiling), and cumulative contract burn rate. Contractors must manually enter Contract Line Item Number (CLIN) charges into ASSIST, ensuring summary charges match the listed charges for all CLINs. Prior to submission in ASSIST, contractors shall submit a draft invoice backup in Excel format to GSA for review; this draft is not considered a formal invoice. The final invoice should be submitted within six months of project completion, with monthly status updates provided thereafter. Regardless of contract type, invoices must report contract number, contractor invoice number, contractor name, point of contact information, current period of performance, and amount of invoice subcontracted. The contractor certifies by submitting an invoice that it is correct and proper for payment. Support is available through the ASSIST Service Desk at 877-472-4877 or assist.servicedesk@gsa.gov.
