About this file
This is a Questions & Answers document for Solicitation 47QACA26Q0422 addressing clarifications to the Performance Work Statement (PWS) regarding anesthesia equipment maintenance services.
Question 1 clarifies the preventative maintenance (PM) schedule for anesthesia units, specifically addressing a discrepancy between OEM standards and the original PWS requirements. The questioner noted that while Sections 7.1.1 and 7.6.1.1 originally specified two PMs per year, the Draeger Atlan units require only one PM annually per OEM standards, and different anesthesia devices may have varying OEM PM procedures. In response, the government directed amendments to Sections 7.5.1 and 7.6.1.1 to state that contractors shall provide one or two PMs and calibration verification checks (CVC) annually or semi-annually (every six months) per OEM Standards for each anesthesia unit. The amendments clarify that vessels must be in port for maintenance to occur, with services deferred to the next port entry if unavailable. The language also specifies that if OEM standards require more than two PMs, the contractor must cover those additional services. All PM services must include one electrical safety current leakage test and be documented on service tickets. Question 2 addressed whether additional clarifying questions would be permitted after the amendment posting, with the government confirming that the question period shall remain unchanged.

Questions & Answers
Question 1
1. Per the OEM Standards, the PM schedule for the Draeger Atlan is 1 time per year. Can this be modified in the PWS?
Within Sections 7.1.1 and 7.6.1.1. It mentions two PMs per year.
- While this applies to Fabius, the Atlan’s will receive Prev. Maintenance only 1 time a year per the OEM standards.
- While the modality is Anesthesia, not all devices have the same OEM PM procedure.
Answer 1
Per section 2.1. “The contractor shall provide equipment maintenance services to include all periodic planned maintenance and unscheduled repairs, in accordance with OEM specifications…”
Therefore, the following amendments should be made to sections 7.5.1 and 7.6.1.1:
Section 7.5.1 should be amended to state “The Contractor shall provide one (1) or two (2) preventative maintenance (PM) and calibration verification check (CVC) annually or semi-annually (every six months) per the OEM Standards for each anesthesia unit. The vessel is required to be in port for this maintenance to occur. If vessel cannot make port, then preventative maintenance will be performed upon next port entry. If OEM standard requires more than two PMs this will be covered by the Contractor. Services during the time frame will include one electrical safety current leakage test to determine the amount of electrical current leakage to the case of the unit and these tasks shall be performed together. All services performed are documented and indicated on the service ticket upon completion of services as follows: ”
Section 7.6.1.1 should be amended to state “The Contractor shall provide one (1) or two (2) preventative maintenance (PM) and calibration verification check (CVC) annually or semi-annually (every six months) per the OEM Standards for each anesthesia unit for the life of the contract starting at the time of award and at the beginning of each option period. The vessel is required to be in port for this maintenance to occur. More than two PMs might be required depending on the OEM standards and will be covered under this contract.”
Question 2
Will clarifying questions be allowed once the amendment is posted with answers to proposed questions?
Answer 2
