About this file

This document is Forest Service Supplemental Specifications (FSSS) that modifies the FP-24 standard specifications for construction of National Forest System Roads.

The FSSS establishes definitions, terms, and procedures specific to Forest Service road construction contracts, incorporating both public works and timber sale contract frameworks. Key modifications include: deletion of Transportation Acquisition Regulations (TAR) references in favor of Agriculture Acquisition Regulations (AGAR); addition of Forest Service-specific acronyms and abbreviations (FSSS, MSHA, NESC, WCLIB, MFBM); and redefined contract terms such as "Contractor" (also called "Purchaser" in timber contracts), "Notice to Proceed" (replaced with "Contract Award" for timber contracts), and new definitions for "Pioneer Road," "Protected Streamcourse," "Road Order," and "Utilization Standards." The specifications modify excavation and embankment requirements to include rock cuts, earth cuts, and drainage features with specific compaction standards. Clearing and grubbing procedures require merchantable timber to be cut to maximum stump heights and bucked at specified lengths, with all merchantable timber becoming Government property. Measurement and payment terms specify decimal accuracy levels for various pay items ranging from 0.01 to 1 unit precision, with contract quantity adjustments permitted only when errors exceed 15 percent. Section 552 (Structural Concrete) removes the requirement to deliver verification cylinders to the Contracting Officer, and Section 703 (Aggregate) specifies maximum Los Angeles abrasion of 30 percent for chip seal aggregate per AASHTO T 96.

Drawings —Design sheets or fabrication, erection, or construction details submitted to the CO by the Contractor.

Neat Line — A line defining the proposed or specified limits of an excavation or structure.

Notice to Proceed — (Public Works Contracts) Written notice to the Contractor to begin the contract work. (Timber Contracts) does not apply, replace NTP with Contract Award.
