About this file
This is a Questions and Answers document for the GAOA Council Bluff Beach Access Bridges solicitation dated 9 September 2026. The document addresses seven inquiries regarding project specifications and requirements for bridge construction and installation.
Key modifications to the original solicitation include: the Period of Performance has been extended from the original 01/29/2027 completion date to 05/17/2027 to accommodate extended bridge manufacturing timelines. The painting requirement for steel members at bridge ends has been removed from drawing sheet C-01, with all truss members now specified as weathering steel. The railing must be constructed from HSS tubes (not steel angles) and must meet a minimum height of 42 inches above the top of the deck. Surface preparation requirements specify SSPC-SP 6 Commercial Blast Cleaning per FP-24 555.07 for the weathering steel. The solicitation confirms that no separate bridge specifications exist beyond the provided plans, and benchmarks will be located and flagged by the government prior to contractor work commencement.
