About this file
Attachment 3 is an Evaluation Factors document for a federal solicitation (FA441925Q0031) for a Plasma CNC acquisition by the 97th Contracting Squadron at Altus Air Force Base. The document outlines two primary evaluation factors for quote selection: Price and Technical Acceptability. For technical evaluation, the two lowest-priced quotes will be assessed against salient characteristics, with quotes rated as either "Acceptable" or "Unacceptable" based on meeting minimum solicitation requirements.
The procurement is a 100% Small Business Set Aside under NAICS code 333992, with vendors required to be registered in the System for Award Management (SAM) database. The contracting officer will determine the most advantageous quote by selecting the technically acceptable quote with the lowest evaluated price, specifically focusing on the total price of Contract Line Item (CLIN) 0001. Vendors must ensure their quotes fully conform to all solicitation requirements, with failure to do so potentially rendering the quote non-awardable without further evaluation.

Attachment 3 Evaluation Factors
FA441925Q0031
52.212-2 EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL
SERVICES (NOV 2021)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes:
1. Price
2. Technical Acceptability
(End of provision)
ADDENDUM TO FAR 52.212-2:
Most advantageous to the Government is expected to result from selection of the technically acceptable quote with the lowest evaluated price. By submission of its quote, the vendor accepts all solicitation requirements, including all technical requirements and terms and conditions.
Failure to conform to solicitation requirements may result in a quote being determined not awardable without further evaluation. The evaluation criteria are detailed below:
Factor 1: Price The total evaluated price will be determined by the total of CLIN 0001. Before a contract may be awarded, the contracting officer must determine the price fair and reasonable per FAR 13.106-3. No telephonic responses will be processed.
Factor 2: Technical Acceptability The purpose of the technical factor is to assess whether the vendor’s quoted item meets all of the provided salient characteristics for the required item. The 2 lowest priced quotes will be evaluated for technical acceptability. If any of the quotes are deemed technically unacceptable, we will evaluate the next lowest priced quotes if there are any remaining until we have 2 technically acceptable, if there is only 1 acceptable quote, we will award to that vendor.
Rating Description:
“Acceptable” - Quote clearly meets the items specifications of the solicitation.
“Unacceptable” - Quote does not clearly meet the minimum requirements of the solicitation.
The quote will be determined technically acceptable if it meets the requirements set out in Attachment 4 - Salient Characteristics
| Factor 1: Price |
| Factor 2: Technical Acceptability |
