About this file

This document is Attachment 3 for the Great Falls College MSU Pour & Beverage Vending Rights contract opportunity, detailing the comprehensive evaluation process for proposals. The evaluation will be conducted by an evaluation committee using a 500-point scoring system across three primary categories: Scope of Project (60%, 300 points), Offeror Qualifications (10%, 50 points), and Cost Proposal (30%, 150 points). Additional bonus points of up to 50 are available for addressing the "Equal Pay for Montana Women" question.

The scoring methodology includes a detailed evaluation guide with four performance tiers: Superior Response (90-100%), Good Response (75-89%), Fair Response (60-74%), and Failed Response (59% or less). Cost proposals will be evaluated using a comparative calculation where the lowest responsive offer receives maximum points, with other offerors receiving a proportional score. The cost evaluation includes two components: Product Pricing-Market Basket and Donations, with points awarded based on relative cost and incentive offerings. References for offerors will be assessed on a pass/fail basis, and company experience will be scored within the Offeror Qualifications category.
