About this file

This Evaluation Criteria document outlines the scoring framework for Montana State University Bozeman's RFP MSU-RFP-27-06 for comprehensive snow removal and ice control services across designated campus locations. The solicitation employs a total point system of 1,000 points distributed across three primary evaluation categories: Scope of Work/Requirements by Location (500 points), Offeror's Qualifications and Company Experience (300 points), and Cost Proposal (200 points). Additionally, a bonus category of 50 points is available for Equal Pay for Montana Women compliance. Proposals are due September 15, 2026 at 2:00 p.m. MDT, with questions due by September 1, 2026. The evaluation process utilizes a defined scoring guide with response categories rated as Superior (90-100%), Good (75-89%), Fair (60-74%), or Failed (59% or less), with any offeror receiving a failing score on individual criteria subject to disqualification at the procurement officer's discretion.

The cost evaluation methodology allocates points proportionally based on cost relationship to the lowest responsive offer, with the formula: (Lowest Cost / Offeror's Cost) × 200 points available. All proposals must include comprehensive cost disclosure with any undisclosed costs deemed non-reimbursable. Prevailing wage compliance per Montana state requirements is mandatory, and contractors must register with SmartBuyMSU, the university's e-procurement platform powered by Jaggaer, if awarded. Payment terms are Net 30 days. The university reserves the right to investigate contractor financial stability, require references, and assess litigation history. Montana HB 356 nondiscrimination compliance regarding firearm entities is required, and contractors must disclose any use of artificial intelligence in proposal development. Required submissions include W-9 forms, company remittance information, contractor liaison details, and contract signatory information.
