About this file

This document is an Evaluation Criteria attachment for a federal contract solicitation (Number: 15A00025R00000042) issued by the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF). The solicitation is a small business set-aside for pyrolyzer maintenance services, specifically covering service, preventative maintenance, and support for a Pyroprobe autosampler and Pyroprobe 6150 pyrolyzer (Serial Number: 6354053122).

The contract will be awarded using a Lowest Price Technically Acceptable (LPTA) methodology, where only the lowest-priced quote meeting minimum technical requirements will be selected. Evaluation will occur in two volumes: Technical Capabilities and Price. Technical acceptability will be rated as either Acceptable or Unacceptable, with assessment based on meeting Statement of Work requirements and completing specified provisions and clauses. Price evaluation will analyze material costs, labor categories/rates, and travel expenses. The government intends to award the contract without discussions, expecting offerors to submit their best initial terms, with questions due by 11:00am EDT on 05/15/2025.

ATTACHMENT 3 – EVALUATION CRITERIA

15A00025R00000042

EVALUATION FACTORS FOR AWARD

The Government will award a Contract resulting from this solicitation to the offeror whose proposal is the Lowest Price Technically Acceptable (LPTA).

Only the lowest priced Quote will be reviewed for technical acceptability. If technical capabilities meet the minimum requirements of the solicitation, award will be made to that offeror without further evaluation of the other Quotes received. If technical capabilities do not meet the minimum requirements of the solicitation, then the next lowest priced Quote will be evaluated for technical acceptability until a technically acceptable Quote is found.

Volume 1 - Non-Price Description:

Factor 1: Technical Capabilities

The Government will evaluate the Technical Acceptability of the proposal by verifying the offeror provided details of how they will meet the requirements listed in Section 3 of the Statement of Work.

Offeror completed and returned the following provisions and clauses located in the SF1449:

· ATF-37

· ATF-50

· 52.209-2

· 52.209-7

· 52.209-11

· 52.209-12

· 52.212-3

Volume 2 - Price Description:

Factor 2: Price

If more than one proposal is received, competition will determine price reasonableness, and a price evaluation will not be completed.

If one proposal is received, price evaluation will proceed. The purpose of the price evaluation is to provide an assessment of the reasonableness of the submitted price in relation to the solicitation requirements.

Price will be evaluated based upon the following:

· Material – Will be compared to commercially available pricing.

· Labor – Will evaluate labor categories, hours, and rates to verify they match the complexity of the requirement and meet market value for similar labor rates.

· Travel – Will be evaluated based on market pricing and GSA rates.

The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.

A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.

EVALUATION PROCEDURES

Acceptable/Unacceptable Rating

Offeror’s Technical Capability will be rated using an Acceptable/Unacceptable rating system.

Technical Capability

Table 1: Technical Capability - Personnel Requirements Ratings

Adjectival Rating
Description
Acceptable

Price Analysis

If more than one proposal is received, competition will determine price reasonableness.

Price Evaluation: The total price will be evaluated by the Contracting Officer.
