Attachment 1 – Statement of Work 15A00025R00000042 Statement of Work Service, Preventative Maintenance, and Support Plan for Laboratory Services Pyrolyzer
1. Background - The Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) is a law enforcement agency within the Department of Justice (DOJ). ATF’s mission is to reduce violent crime and to protect the public. ATF enforces Federal laws and regulations relating to alcohol, tobacco, firearms, explosives, and arson. The Office of Laboratory Services (LS) provides analytical and advisory services on matters of a scientific nature in support of ATF’s mission. There are two forensic science laboratories within Laboratory Service (LS) which include the Forensic Science Laboratory-Atlanta (FSL-A) and the Forensic Science Laboratory-Washington (FSL-W).
2. Scope - This request is for a new preventative maintenance (PM) contract for a CDS brand pyrolyzer unit whose service and maintenance has been continuously covered under a credit card purchase annually. The proposed purchase order fulfills an ongoing need for FSL-A, to maintain top performance of this pyrolyzer to be used in casework and research. This pyrolyzer is required to conduct specific laboratory examinations vital to ATF criminal investigations, which enhances the scientific process. Instrument downtime must be kept to a minimum to continue the effective and efficient processing of evidence related to ATF criminal investigations. Casework is the main mission of the laboratories and would be interrupted with any substantial instrument downtime. This request is to provide preventative maintenance and repairs for the pyrolysis instrument listed below, located at FSL-A for one (1) base year and if exercised four (4) option years. Due to instrument replacement over the life of the contract, ATF requires the ability to add/remove any instrument from the same manufacturer to the contract.
3. Description of pyrolysis to include the period of performance:

Base Year: 05/31/2025 - 06/01/2026 Option year 1: 05/31/2026 - 06/01/2027 Option year 2: 05/31/2027 - 06/01/2028 Option year 3: 05/31/2028 - 06/01/2029 Option year 4: 05/31/2029 - 06/01/2030
The contract shall include one (1) scheduled preventative maintenance service per year, continuous coverage and proactive upgrades to the above item during the period of performance. Any corrective maintenance required on the instrument will be covered by the vendor to include necessary shipping of parts and labor.
All service technicians must show certification by the OEM and all replacement parts must be factory certified by the OEM. Parts and labor for routine preventative maintenance and/or planned maintenance are to be covered. All labor and travel for preventative and corrective maintenance for the service technician must be included.
