About this file
This document is a Buy American–Free Trade Agreements–Balance of Payments Program Certificate (Alternate I) dated February 2024. The provision requires offerors to certify the origin of end products and components for a federal solicitation, with specific requirements for domestic and foreign end products. Key certification requirements include identifying whether each end product is a domestic end product, listing any non-domestic end products, specifying the country of origin, and indicating whether foreign end products exceed 65% domestic content. The government will evaluate offers according to Defense Federal Acquisition Regulation Supplement part 225 policies, with qualifying country end products evaluated without restrictions of Buy American or Balance of Payments Program regulations. Offerors must complete tables listing line item numbers, countries of origin, and domestic content percentages, and provide company information and signature at the bottom of the document.
