About this file

This is a Department of Defense (DoD) Buy American Certificate template implementing DFARS Provision 252.225-7035 (effective February 2024) for evaluating offers under the Buy American, Free Trade Agreements, and Balance of Payments Program requirements. The certificate is used in conjunction with associated clause 252.225-7036.

The offeror must certify the country of origin for all end products and components provided under the solicitation. Domestic end products are presumed acceptable unless otherwise identified. The offeror must specifically identify all non-domestic end products by category: qualifying country end products (except Australian), Free Trade Agreement country end products (excluding Bahraini, Moroccan, Panamanian, and Peruvian products), and other foreign end products. For foreign products that do not consist wholly or predominantly of iron or steel, offerors must indicate whether domestic content exceeds 55 percent, except for commercially available off-the-shelf (COTS) items. The offeror must also list any domestic end products containing critical components or critical items as defined in FAR section 25.105. Components of unknown origin are treated as foreign-sourced. The certificate requires signature authorization with company name, offeror name/title, solicitation number, date, and offer number. The form includes blank tables for line item identification and country-of-origin declarations across multiple product categories.
