About this file
This is a Contractor Responsibility Verification template based on Federal Acquisition Regulation (FAR) 9.103 and 9.104 standards. The document establishes the requirements and verification process that prospective contractors must satisfy to be determined responsible for federal contract awards.
The template requires contractors to demonstrate responsibility across six key factors: (a) adequate financial resources or ability to obtain them, supported by profit/loss statements, balance sheets, lines of credit, or written confirmation from financial institutions; (b) ability to meet required delivery or performance schedules considering all existing business commitments; (c) satisfactory performance record with a minimum of two past performance examples within the last three years or a capability statement for new entrants, with exemptions for contractors with prior government CPARS and SPRS ratings; (d) satisfactory business integrity and ethics verified through current SAM.gov Responsibility/Qualification section information; (e) adequate organizational structure including experience, accounting controls, operational controls, and technical skills; and (f) necessary production, construction, and technical equipment and facilities or the ability to obtain them. The document includes certification requirements whereby a company representative must attest to the accuracy and completeness of all submitted information across all responsibility factors.
