4.1 METHOD OF MEASUREMENT
A. No separate measurement or payment will be made for individual removal and disposal of structures and obstructions unless identified below. This Work is subsidiary to Site Grading.
B. Units: The work described in this section will be measured and paid for by the unit completed (Each). The unit completed shall be per each site listed below as a Lump Sum.
4.2 BASIS OF PAYMENT
A. Payment: Prices and payment will be full compensation for the work described in this section. Payment will be made under:

1.1 SUMMARY
A. Section Includes: Stripping and storage of topsoil, excavating, filling, grading, scarification, and other related work to reclaim the site.
B. Remove topsoil from all areas that will be disturbed during construction and place this topsoil in stockpiles.
a. Embankments,
b. Areas used for borrow material,
c. Full extents of cut and fill areas,
d. Spoil and topsoil stockpile locations or waste areas,
e. Temporary staging areas,
f. Temporary access roads
g. Any other locations as shown on the Drawings and/or as directed by the Contracting Officer.
2. Remove topsoil from each area to be disturbed at the start of the Work in each of those areas.
C. Replace topsoil in all disturbed areas or as directed by the Contracting Officer. Topsoil will be placed on top of the constructed and approved finished ground surface as defined in the Drawings, exhibits, and as identified in the specifications.
1. Areas in which topsoil must be replaced include but are not limited to:
a. The full extent of cut/fill construction limits, staging areas, waste excavation berms, and any other disturbed areas where topsoil was removed during construction.
1.2 DEFINITIONS
A. Unclassified Excavation: Shall consist of the material excavation and placement regardless of its nature.
B. Rock Excavation: Removal of material shall be considered rock excavation when it consists of igneous, metamorphic, and sedimentary rock which cannot be excavated without blasting or the use of a tractor having a power rating in excess of 145 kW (1...

D. Muck Excavation: Shall consist of the removal and disposal of deposits of saturated or unsaturated mixtures of soils and organic matter not suitable for foundation material regardless of moisture content.
E. Fill Material: Shall be mineral soil free from peat, frozen material, brush, trees, roots over 50 mm (2 inches) in diameter and rocks over 150 mm (6 inches) in greatest diameter obtained from site during excavation.
F. Topsoil: Surface soil approximately 150 mm (6 inches) in depth that supports growth of vegetation and contains organic matter. Topsoil shall be free from subsoil, debris, and stones larger than 25 mm (1inch) in diameter.
1.3 QUALITY ASSURANCE
A. Failure Criteria: Not limited to the following:
1. Formation of pools of moisture where positive drainage is indicated on the drawings.
2. Settlement of fill.
3. Flow of moisture toward, or entrapment against structures.
4. Refer to section 3.4 below.
1.4 PROJECT/SITE CONDITIONS
A. Environmental Conditions: Do not attempt to grade frozen or saturated material. Add water to dry material as needed to prevent dust.
1.5 MATERIALS

1. Use excavated materials from existing embankment to obtain as homogenous mixture of native materials as possible during placement of compacted fill.

3.1 PERFORMANCE STANDARDS
A. SOIL STRIPPING AND STOCKPILING
1. The depth of topsoil to be excavated is indicated on the attached reservoirs reclamation drawings. Removal depth is 6”, typical.
2. Topsoil will be excavated and stockpiled separate from subsoil. Topsoil will be temporarily stockpiled near the project site and then redistributed after the embankment area has been re contoured. Surface disturbance will be minimized by using th...
3. The construction process for most sites will be as follows:
a. Topsoil will be removed from the disturbance area.
b. After topsoil is removed, embankment fill will be graded to match original grades and contours as best as possible on the surrounding area per the contours shown in the attached reservoir reclamation drawings and exhibits.
c. Topsoil will be re-distributed over the disturbed area.
d. The disturbed area will be scarified, re-seeded, and mulched as necessary.
B. RECONSTRUCTION OF WATER COURSES AND DRAINAGE FEATURES

3.3 INSTALLATION

3.4 FIELD QUALITY CONTROL
A. The Owner reserves the right to conduct testing at any time.
B. Unless otherwise specified on the plans, provide positive drainage. The contractor will grade and compact such that no ponding greater than 4” deep nor larger than 1 sq. ft. occurs.

4.1 METHOD OF MEASUREMENT
A. Measurement of Topsoil removal and redistribution shall be made by the acre as depicted in the Drawings, Exhibits, and as listed herein.
B. Measurement of Grading shall be made by the acre as depicted in the Drawings.
C. No measurement or payment for scarification and compaction of in-place soil shall be made under this Contract.
D. No separate measurement or payment will be made for water required for dust control and/or compaction of earthwork unless specifically listed in a separate specification.
E. No separate measurement or payment will be made for removal and disposal of structures and obstructions.
F. Grading is considered subsidiary to Topsoil Removal and Redistribution (6-inches), and Grading.
No additional payment will be made for grading.
4.2 BASIS OF PAYMENT
A. Payment for Work described in this Section shall be based on the Contract unit price for each component of the Work in place, complete, and accepted as shown below:
B. Payment for each item shall be considered as full compensation for furnishing all labor, materials, tools, equipment, and other incidentals necessary to complete each component of the Work described in this Section.
C. All components of the Work described in this section not called out as pay items shall be considered subsidiary items of Work. No separate measurement and payment shall be made for subsidiary items.
