Questions Addressed Solicitation: 140L6222R0017 LX Bar CBNG Reclamation

1. How will the excavation and backfill be measured and paid for?

a. It will be measured and paid by cubic yard.

2. The bid schedule has a breakdown of several items. Bid item 1 has permit and design work. Please clarify what this is intended to capture since there is no permit prep or design required for the project.

a. Permits included in the SOW would be as follows:

PERMITS A. The Contractor is responsible for performing all Work to apply for and acquire all permits and licenses necessary for the completion of this Work. The Contractor is responsible for all permits relating to the discharge of water associated with construction activity under the WYPDES, including but not limited to the following: storm water discharge, Storm Water Pollution Prevention Plan, and construction site dewatering. Since there is not discharge with any water being captured in the lowest reservoir, no permits are needed.

The SOW describes the following under Permits, page 4:

Deliverables Before Field Construction: Deliverables shall include a detailed itemized construction cost estimate if different than bid amount, two (2) hard (11”x17” black and white) and an electronic (Cad and PDF) copy of drawings for the Reclamation Plan completed by the Contractor, sealed and signed by a Wyoming licensed Professional Engineer if required by any permit. The completed Reclamation Plans shall contain the necessary information such as survey with a plan and profile sheets including existing and proposed cross-sections of the channels with slopes, topographic information; sediment yields computations and quantity computations as well as any additional information required by the permits. Contractor shall identify on the drawings and set (install) a minimum of three (3) temporary benchmarks outside the area of disturbance of each reservoir area. The Project Reclamation Plan shall include means and methods, schedules with milestones, permits with appropriate drawings and updated quantities and estimates if applicable. Plan sheets shall be 11”x17”, black and white, and at a 50:1 engineering scale, readable, and consistent throughout plan sheets. All documents, plans, and submittals shall be sealed and signed by a Wyoming P.E.
