SECTION 264315 – SURGE PROTECTIVE DEVICES
PART 1 - GENERAL
1.1 SUMMARY
A. This Section includes Surge Protective Devices (SPD) for low-voltage power, control, and communication equipment.
1. Transient Voltage Surge Suppression (TVSS) nomenclature has been superseded in industry and standards organizations by term Surge Protective Device (SPD). Therefore, throughout this specification, terminology will be displayed as SPD (TVSS).
B. Provide SPD (TVSS) at each building service entrance switchgear, switchboard and at other panelboard locations as indicated on Drawings.
C. Related Sections include the following:
1. Section 260126 “Field Testing and Inspection of Electrical Systems.”
2. Section 260505 “Common Work Results for Electrical, Communications and Electronic
Safety” for facility voltages.
3. Division 26 Section on grounding and bonding for electrical systems.
4. Division 26 Section on low-voltage electrical power conductors and cables.

1.2 DEFINITIONS AND ACRONYMS

J. Modes of Protection: Electrical paths where SPD offers defense against transient overvoltages
(i.e., each line to neutral (L-N), line to ground (L-G), line to line (L-L), and neutral to ground
(N-G)).
K. Type 2 SPD: Permanently connected SPDs intended for installation on load side of service equipment overcurrent device, including SPDs located at the branch panel (ANSI/UL 1449).
1.3 SUBMITTALS
A. Product Data: List of SPD (TVSS) Models/Part Numbers submitted, including dimensions and manufacturers' technical data on features, performance, electrical characteristics, ratings, finishes, and mounting arrangements.
B. Design Data: Report documenting line-by-line compliance with requirements of this Section.
C. NRTL file numbers that demonstrate listings/certification to ANSI/UL 1449.
D. Certified test data documenting IEEE C62.41.2 performance, and ability of device to meet all requirements of this specification.
E. Laboratory test data, including actual test graphs, showing that maximum let through voltage does not exceed values shown in Table 2.2 on “SPD (TVSS) Ratings” in this Section.
Submittals shall include test results as required in the Table.
F. Warranties: Special warranties specified in this Section.
1.4 QUALITY ASSURANCE
A. Manufacturer Qualifications: At least 10 years of engineering experience in design and manufacture of permanently connected SPD (TVSS) devices.
B. Manufacturer shall operate facility that is Quality System Certified manufacturing facility as
ISO 9001 Compliant.
C. Installer Qualifications: Experienced installer of surge protective devices.
D. SPD (TVSS) devices shall be listed/certified in accordance with ANSI/UL 1449 and shall have the UL Mark.
E. Source Limitations:
1. All SPD (TVSS) devices at service entrance shall be provided by same manufacturer.
2. All SPD (TVSS) devices at distribution panels shall be provided by same manufacturer.
3. All SPD (TVSS) devices at branch-panels shall be provided by same SPD (TVSS) manufacturer.

1.6 WARRANTIES
A. Manufacturer shall provide unlimited free replacement of the entire SPD (TVSS) (not just modules, components or sub-assemblies) for all SPD (TVSS) which cease to properly function
(becomes inoperable, including LED outage) as a direct result of any electrical anomaly during the warranty period.
1. Warranty Period: 5 years.

2.1 MANUFACTURERS
A. Available Manufacturers: Subject to compliance with requirements, manufacturers offering products that may be incorporated into the Work include, but are not limited to, the following:

2.2 GENERAL REQUIREMENTS
A. For 3-phase, 4-wire, wye connected systems, both seven mode or ten mode devices are acceptable when conforming to all requirements of this specification section. Ten mode with L-
L protection is optional. If L-L directly connected suppression elements are provided, manufacturer shall provide L-L kA value in Table 2.2, “SPD (TVSS) Ratings.”
B. SPD (TVSS) devices shall be designed for AC power systems with minimum of AC follow current after operation. These devices are listed/certified as stand-alone Type 2 SPDs that may be installed internal or external to electrical panel they are intended to protect. In addition, whether installed or external to panel, connect SPDs to a dedicated multi-pole circuit breaker.
SPDs shall be of non-modular design.
C. Service ratings: Maximum continuous operating voltage shall be capable of sustaining 115 percent of RMS Site Utilization Voltage continuously without degrading.
D. SPD (TVSS) ratings: SPD (TVSS) devices shall not exceed ratings listed in Table 264315 - 2.2 according to location category in which SPD (TVSS) is to be installed

E. Modes:
1. SPD (TVSS) system shall provide protection circuitry for all modes found in electrical distribution system at point of SPD (TVSS) application. (e.g., 400/230V, 3-phase Wye, SURGE PROTECTIVE DEVICES SECTION 264315 - 5
4-wire plus ground system has ten distinct modes requiring protection). These modes are each line to neutral, each line to ground, each line to line and neutral to ground. Protect minimum of seven of these modes using independent and dedicated suppression elements
(i.e., L1-N, L2-N, L3-N, L1-G, L2-G, L3-G, N-G). The ten mode protection SPD shall employ independent and dedicated suppression elements to protect additional modes of
L1-L2, L2-L3, L1-L3. For three phase Delta systems, there are six modes requiring protection. These modes are each line-to-line and each line-to-ground. Provide minimum of three dedicated, independent, distinct protection modes (L1-G, L2-G, L3-G).
F. Fusing:
1. SPD (TVSS) shall provide, as minimum, over-temperature protection in form of component-level thermal fusing to ensure safe failure and prevent thermal runaway.
Surge protective devices shall contain short circuit current safety protection within each device, for over-current requirements of the OBO Electrical Code.
2. Fusing mechanisms employed shall effectively coordinate their performance in conjunction with Limited Current, Intermediate Current and Sort Circuit Current testing under ANSI/UL 1449.
3. SPD (TVSS) shall be listed/certified at or above available fault current level at point of
SPD (TVSS) application in accordance with ANSI/UL 1449. SPD (TVSS) shall be marked with short circuit current rating. SPD (TVSS) short circuit rating shall be, as minimum, same rating as power distribution equipment to which it is connected.
G. Features:
1. Surge protective devices shall provide on-board visual status of their operational readiness by LED indicator lights. Indicator lights shall be visible from front of panelboard, switchboard, or switchgear without opening of enclosure or door.
2. Provide label, on either exterior of unit or on interior of unit enclosure door, that lists required safety agency listing information including but not limited to the following ratings:
a. Short Circuit Current Rating.
b. VPR Ratings.
c. MCOV Ratings.
d. In Ratings.
e. Type 2 SPD.
H. Maintenance Restrictions:
1. Do not provide SPD (TVSS) suppression units which require scheduled preventive-maintenance or replaceable modules. Units requiring functional testing, special test equipment, or special training to monitor surge protective device (SPD) status are not permitted. SPD (TVSS) devices shall require no routine maintenance.
I. Enclosures:
1. Unless otherwise noted, SPD (TVSS) enclosure type shall match or exceed NEMA enclosure rating of equipment to which it is connected. Minimum NEMA 1 for indoor installations and NEMA 3R for exterior locations.

PART 3 - EXECUTION
3.1 INSTALLATION
A. Install surge suppressor to be installed at each building service entrance gear, at other locations
(service entrance) where service encounters as it enters facility, and as otherwise indicated on
Drawings. Install SPD (TVSS) devices at all distribution, branch and panelboard locations as indicated on Drawings. Conductor lead length shall not exceed 500 mm.
B. Surge protection devices shall be Type 2. Connect surge protection devices on load side of over-current protective device to which they are connected, in accordance with ANSI/UL 1449.
To comply with UL 96 Lightning Protection Master Label, Type 2 SPD for service entrance equipment are required to be rated minimum 20 kA nominal discharge current, irrespective of amperage categories listed in Table for “SPD (TVSS) Ratings” above.
C. Multi-Section Panelboards: In instances where there are multi-section panels located in a facility, panelboards shall conform to the following:
1. Two section panels shall receive one SPD (TVSS) device located in Section 1 of two section panel.
2. Three section panels shall receive two SPD (TVSS) devices, one in Section 1 and one in
Section 3. This is only acceptable if panels are immediately adjacent from each other and are sub-fed from previous section.
3. Any panels 1, 2, or 3 sections that have direct feeders tapped before panels, or do not meet criteria above, shall have their own SPD (TVSS) device.
D. SPD (TVSS) marked L1, L2, L3, N, and GND, as applicable, shall be connected respectively to phases, neutral, and ground.
E. For mandatory disconnect purposes, connect SPD (TVSS) device via dedicated branch multi-pole, circuit breaker rated in accordance with requirements of the OBO Electrical Code for protection of conductors, unless noted otherwise. Use of bus-bar connected SPDs is prohibited.
Accomplish device over-current protection in accordance with internal fusing requirements indicated above.
F. Location of SPD (TVSS), whether internal or external to panelboard shall be chosen to minimize lead lengths between SPD (TVSS) and circuit breaker including neutral and ground to which it is connected. Route SPD (TVSS) device leads which are mounted external to panel within metal conduit when necessary (rigid nipple if possible), and keep as short and straight as possible and as close as possible to neutral bar, ground bar and circuit breaker lugs. Wire size for leads shall be as specified by manufacturer, minimum size 6mm2 (#10 AWG), maximum size 35mm2 (#2 AWG). Wire length shall not exceed 500 mm unless approved in writing by
Contracting Officer/COR based on input from OBO/PDCS/DE electrical engineer.
G. Mount surge protective devices as follows:
1. Mount permanently-connected devices parallel to service, distribution, and sub panels.
2. Mount series-connected devices as required for individual equipment protection, and as indicated on Drawings.

3. Panelboards: SPD (TVSS) shall not be mounted above or below panelboards. Mounting shall be either integral to panelboard assemblies, or mounted to side with minimal conductor length.
H. Visibility: Indication lighting (LED) shall be visible from front of panelboard, switchboard, or switchgear without opening of enclosure or door.
I. Install surge protective devices neatly. Bind phase, neutral, and ground conductors tightly over entire run, from suppressor to service panel, and use shortest length of connecting cable possible. Twisting (braiding) of conductor cables is required to reduce wire impedance.
J. Connect surge protector to grounding system.
K. Electrical installer shall verify proper application of SPD (TVSS) (e.g., voltage, phases).
Electrical installers shall assure that all Neutral conductors are bonded to system ground at service entrance or serving isolation transformer prior to installation of associated SPD (TVSS).
Electrical installer shall ensure that neutral-to-ground bonds do not exist at locations that are not service entrances or newly derived power sources.
L. All labor required for, and incidental to, installation of SPD (TVSS) system components performed by electrical installer.
M. To ensure proper operation of SPD (TVSS), connect devices to system with breaker in “OFF” position. Do not energize until approval of neutral and ground bonding is received from
Contracting Officer/COR based on input from OBO/PDCS/DE electrical engineer. Devices are frequently damaged during construction, and replacement of damaged devices that were energized without approval is at Contractor’s expense.
3.2 FIELD QUALITY CONTROL
A. Refer to Section 260126 “Field Testing and Inspection of Electrical Systems.”
3.3 DEMONSTRATION
B. Contractor shall train Government maintenance personnel in use and maintenance of SPD
(TVSS). Training may be performed by electrical subcontractor; it is not required that manufacturer’s representative perform training.
