SECTION 211313 – FIRE SUPPRESSION SYSTEMS

PART 1 - GENERAL

1.1 RELATED DOCUMENTS

A. Drawings and general provisions of the Contract, including General and Supplementary

Conditions and Division 01 Specification Sections, apply to this Section.

1.2 SUMMARY

A. Section Includes:

1. Pipes, fittings, and specialties.

2. Fire-protection valves.

3. Sprinklers.

4. Alarm devices.

5. Manual control stations.

6. Control panels.

7. Pressure gages.

8. Clean agent fire suppression system.

1.3 DEFINITIONS

A. Standard-Pressure Sprinkler Piping: Wet-pipe sprinkler system piping designed to operate at working pressure of 175 psig maximum.

1.4 SYSTEM DESCRIPTIONS

A. Wet-Pipe Sprinkler System: Automatic sprinklers are attached to piping containing water and that is connected to water supply through alarm valve. Water discharges immediately from sprinklers when they are opened. Sprinklers open when heat melts fusible link or destroys frangible device. Hose connections are included if indicated.

1.5 PERFORMANCE REQUIREMENTS

A. Standard-Pressure Piping System Component: Listed for 175-psig minimum working pressure.

B. Delegated Design: Design sprinkler system(s) using performance requirements and design criteria indicated.

C. Sprinkler system design shall be approved by authorities having jurisdiction.

1. Margin of Safety for Available Water Flow and Pressure: 10 percent.

2. Sprinkler Occupancy Hazard Classifications: Refer to drawings.

D. Seismic Performance: Sprinkler piping shall withstand the effects of earthquake motions determined according to NFPA 13D and ASCE/SEI 7-16.

1.6 SUBMITTALS

A. Product Data: For each type of product to be installed.

B. Working Drawings (i.e. Shop Drawings): For wet-pipe sprinkler systems and clean agent suppression system. Include plans, elevations, sections, details, and attachments to other work.

C. Hydraulic Calculations

D. Seismic Calculations

E. Coordination Drawings: Sprinkler systems, drawn to scale, on which the following items are shown and coordinated with each other, using input from installers of the items involved:

1. Domestic water piping.

2. Drainage, waste, vent, and storm piping.

3. Items penetrating finished ceiling include the following:

a. Lighting fixtures.

b. Air outlets and inlets.

F. Approved Sprinkler Piping Drawings: Working plans, prepared according to NFPA 13, that have been approved by authorities having jurisdiction, including hydraulic calculations if applicable.

G. Welding certificates.

H. Field Test Reports and Certificates: Indicate and interpret test results for compliance with performance requirements and as described in NFPA 13. Include "Contractor's Material and Test Certificate for Aboveground Piping."

I. Field quality-control reports.

J. Operation and Maintenance Data: For sprinkler specialties to include in emergency, operation, and maintenance manuals.

1.7 QUALITY ASSURANCE

A. Designer Qualifications:

1. Designer's responsibilities include designing sprinkler systems and clean agent suppression system and providing professional engineering services needed to assume engineering responsibility.

a. Engineering Responsibility: Preparation of working plans, calculations, and field test reports by:

1) A qualified professional fire protection engineer.

2) A NICET Level III technician.

3) Or as approved by the AHJ.

B. Installer Qualifications:

1. Installer's responsibilities include fabricating, installing, and testing fire protection systems, and coordinating inspections and quality control.

a. Sprinkler Systems Installer’s Responsibility: Preparation of working plans, calculations, and field test reports by:

1) State or municipal licensed/certified contractor for NFPA 13D sprinkler systems.

2) NICET Level II technician.

3) Or as approved by the AHJ.

b. Clean Agent Suppression System Installer’s Responsibility: Preparation of working plans, calculations, and field test reports by:

1) State or municipal licensed/certified contractor for clean agent fire suppression systems.

2) Person qualified by the clean agent system’s manufacturer.

3) Or as approved by the AHJ.

C. Welding Qualifications: Qualify procedures and operators according to ASME Boiler and

Pressure Vessel Code.

D. Electrical Components, Devices, and Accessories: Listed and labeled as defined in NFPA 70, by a qualified testing agency, and marked for intended location and application.

E. NFPA Standards: Sprinkler system equipment, specialties, accessories, installation, and testing shall comply with the following:

1. NFPA 13D

2. NFPA 2001

1.8 COORDINATION

A. Coordinate layout and installation of sprinklers with other construction that penetrates ceilings, including light fixtures, HVAC equipment, and partition assemblies.

1.9 EXTRA MATERIALS

A. Furnish extra materials that match products installed and that are packaged with protective covering for storage and identified with labels describing contents.

1. Sprinkler Cabinets: Finished, wall-mounted, steel cabinet with hinged cover, and with space for minimum of six spare sprinklers plus sprinkler wrench. Include number of

sprinklers required by NFPA 13 and sprinkler wrench. Include separate cabinet with sprinklers and wrench for each type of sprinkler used on Project.

PART 2 - PRODUCTS

2.1 PIPING MATERIALS

A. Comply with requirements in "Piping Schedule" Article for applications of pipe, tube, and fitting materials, and for joining methods for specific services, service locations, and pipe sizes.

2.2 STEEL PIPE AND FITTINGS

A. Standard Weight, Galvanized- and Black-Steel Pipe: ASTM A 53/A 53M, Type E, Grade B.

Pipe ends may be factory or field formed to match joining method.

B. Schedule 10, Black-Steel Pipe: ASTM A 135 or ASTM A 795/A 795M, Schedule 10 in NPS 5 and smaller; and NFPA 13-specified wall thickness in NPS 6 to NPS 10, plain end.

C. Galvanized and Uncoated, Steel Couplings: ASTM A 865, threaded.

D. Galvanized and Uncoated, Gray-Iron Threaded Fittings: ASME B16.4, Class 125, standard pattern.

E. Malleable- or Ductile-Iron Unions: UL 860.

F. Cast-Iron Flanges: ASME 16.1, Class 125.

G. Steel Flanges and Flanged Fittings: ASME B16.5, Class 150.

H. Steel Welding Fittings: ASTM A 234/A 234M and ASME B16.9.

I. Grooved-Joint, Steel-Pipe Appurtenances:

1. Pressure Rating: 175 psig minimum.

2. Galvanized and Uncoated, Grooved-End Fittings for Steel Piping: ASTM A 47/A 47M, malleable-iron casting or ASTM A 536, ductile-iron casting; with dimensions matching steel pipe.

3. Grooved-End-Pipe Couplings for Steel Piping: AWWA C606 and UL 213, rigid pattern, unless otherwise indicated, for steel-pipe dimensions. Include ferrous housing sections, EPDM-rubber gasket, and bolts and nuts.

B. Description: Clean-agent fire-extinguishing system shall be an engineered system for total flooding of the hazard area including the room cavity above the ceiling, and below the ceiling.

System includes separate zones above and below the ceiling.

C. Delegated Design: Design clean-agent fire-extinguishing system and obtain approval from authorities having jurisdiction. Design system for Class A, B, and C fires as appropriate for areas being protected, and include safety factor. Use clean agent indicated and in concentration suitable for normally occupied areas.

D. Cross-Zoned Detection: Devices located in two separate zones. Sound alarm on activating single-detection device, and discharge extinguishing agent on actuating single-detection device in other zone.

1. Actuating First Detector: Visual indication on annunciator panel. Energize audible and visual alarms (slow pulse), shut down air-conditioning and ventilating systems serving protected area, close doors in protected area, and send signal to fire-alarm system.

2. Actuating Second Detector: Visual indication on annunciator panel. Energize audible and visual alarms (fast pulse), shut down power to protected equipment, start time delay for extinguishing-agent discharge for 30 seconds, and discharge extinguishing agent.

3. Extinguishing-agent discharge will operate audible alarms and strobe lights inside and outside the protected area.

F. Manual stations shall immediately discharge extinguishing agent when activated.

G. Operating abort switches will delay extinguishing-agent discharge while being activated, and switches must be reset to prevent agent discharge. Release of hand pressure on the switch will cause agent discharge if the time delay has expired.

H. Low-Agent Pressure Switch: Initiate trouble alarm if sensing less than set pressure.

I. Power Transfer Switch: Transfer from normal to stand-by power source.

J. Seismic Performance: Fire-suppression piping and containers shall withstand the effects of earthquake motions determined according to ASCE/SEI 7-16.

1. The term "withstand" means "the unit will remain in place without separation of any parts from the device when subjected to the seismic forces specified and the unit will be fully operational after the seismic event."

2.14 CLEAN AGENT FIRE SUPPRESSION FLUID

A. Agent shall be manufactured at an ISO 9001 and ISO 14001 registered facility.

B. Clean Agent Fluid shall have an Ozone Depletion Potential (ODP) of zero. ODP as defined by the US EPA.

C. Clean Agent Fluid shall have a Global Warming Potential (GWP) of < 1 (100 year ITH). GWP as defined by the Intergovernmental Panel on Climate Change Fifth Assessment Report (IPCC AR5) or in US EPA documentation and approvals.

D. Clean Agent Fluid shall not be one of these greenhouse gases or ozone depleters;

Perfluorocarbons (PFCs), Hydrofluorocarbons (HFCs), and Hydrochlorofluorcarbons (HCFCs).

E. Agents will not be restricted for use in fire protection due to its Ozone Depletion Potential

(ODP) or Global Warming Potential (GWP) and is not targeted for phase-down by the Montreal

Protocol, nor subject to the European F-Gas Regulations targeting the phase-down of production and import of HFCs into Europe; and will not be affected by U.S. EPA SNAP regulations which would render it either unacceptable or acceptable subject to narrow use limits.

F. Clean Agent must have a minimum safety factor 60% between the design concentration percentage and the No Observed Adverse Effect Level (NOAEL) for Class A and C hazards.

Manufacturer.

G. The minimum extinguishing concentration (MEC) determined by test as witnessed per recognized testing laboratory standards (i.e UL 2166, FM 5600) shall be no greater than 3.3%.

H. Equipment shall be UL listed and FM approved and extinguishing agent shall be component recognized by UL or FM for use in the system.

I. System cylinders shall be labeled indicating the system manufacturer and agent brand. System service and refill shall be by an authorized manufacturer’s representative and shall be the agent of the original installation brand.

PART 3 - EXECUTION

3.1 PIPING INSTALLATION

A. Locations and Arrangements: Drawing plans, schematics, and diagrams indicate general location and arrangement of piping. Install piping as indicated, as far as practical.

1. Deviations from approved working plans for piping require written approval from authorities having jurisdiction. File written approval with Architect before deviating from approved working plans.

B. Piping Standard: Comply with requirements for installation of sprinkler piping in NFPA 13.

C. Install seismic restraints on piping. Comply with requirements for seismic-restraint device materials and installation in NFPA 13.

D. Use listed fittings to make changes in direction, branch takeoffs from mains, and reductions in pipe sizes.

E. Install unions adjacent to each valve in pipes NPS 2 and smaller.

F. Install flanges, flange adapters, or couplings for grooved-end piping on valves, apparatus, and equipment having NPS 2-1/2 and larger end connections.

G. Install "Inspector's Test Connections" in sprinkler system piping, complete with shutoff valve, and sized and located according to NFPA 13.

H. Install sprinkler piping with drains for complete system drainage.

I. Install alarm devices in piping systems.

J. Install hangers and supports for sprinkler system piping according to NFPA 13. Comply with requirements for hanger materials in NFPA 13.

K. Fill sprinkler system piping with water.

L. Install sleeves for piping penetrations of walls, ceilings, and floors.

M. Install sleeve seals for piping penetrations of concrete walls and slabs.

3.2 JOINT CONSTRUCTION

A. Install couplings, flanges, flanged fittings, unions, nipples, and transition and special fittings that have finish and pressure ratings same as or higher than system's pressure rating for aboveground applications unless otherwise indicated.

B. Install unions adjacent to each valve in pipes NPS 2 and smaller.

C. Install flanges, flange adapters, or couplings for grooved-end piping on valves, apparatus, and equipment having NPS 2-1/2 and larger end connections.

D. Ream ends of pipes and tubes and remove burrs. Bevel plain ends of steel pipe.

E. Remove scale, slag, dirt, and debris from inside and outside of pipes, tubes, and fittings before assembly.

F. Flanged Joints: Select appropriate gasket material in size, type, and thickness suitable for water service. Join flanges with gasket and bolts according to ASME B31.9.

G. Threaded Joints: Thread pipe with tapered pipe threads according to ASME B1.20.1. Cut threads full and clean using sharp dies. Ream threaded pipe ends to remove burrs and restore full ID. Join pipe fittings and valves as follows:

1. Apply appropriate tape or thread compound to external pipe threads.

2. Damaged Threads: Do not use pipe or pipe fittings with threads that are corroded or damaged.

H. Welded Joints: Construct joints according to AWS D10.12M/D10.12, using qualified processes and welding operators according to "Quality Assurance" Article.

1. Shop weld pipe joints where welded piping is indicated. Do not use welded joints for galvanized-steel pipe.

I. Steel-Piping, Cut-Grooved Joints: Cut square-edge groove in end of pipe according to

AWWA C606. Assemble coupling with housing, gasket, lubricant, and bolts. Join steel pipe and grooved-end fittings according to AWWA C606 for steel-pipe joints.

J. Steel-Piping, Roll-Grooved Joints: Roll rounded-edge groove in end of pipe according to

AWWA C606. Assemble coupling with housing, gasket, lubricant, and bolts. Join steel pipe and grooved-end fittings according to AWWA C606 for steel-pipe grooved joints.

K. Dissimilar-Material Piping Joints: Make joints using adapters compatible with materials of both piping systems.

L. Plastic-Piping, Solvent-Cement Joints: Clean and dry joining surfaces. Join pipe and fittings according to the following:

1. Comply with ASTM F 402 for safe-handling practice of cleaners, primers, and solvent cements. Apply primer.

3.3 VALVE AND SPECIALTIES INSTALLATION

A. Install listed fire-protection valves, trim and drain valves, specialty valves and trim, controls, and specialties according to NFPA 13 and authorities having jurisdiction.

B. Install listed fire-protection shutoff valves supervised open, located to control sources of water supply except from fire-department connections. Install permanent identification signs indicating portion of system controlled by each valve.

C. Install check valve in each water-supply connection.

D. Specialty Valves:

1. General Requirements: Install in vertical position for proper direction of flow, in main supply to system.

2. Alarm Valves: Include bypass check valve and retarding chamber drain-line connection.

3. Deluge Valves: Install in vertical position, in proper direction of flow, and in main supply to deluge system. Install trim sets for drain, priming level, alarm connections, ball drip valves, pressure gages, priming chamber attachment, and fill-line attachment.

3.4 SPRINKLER INSTALLATION

A. Install sprinklers in suspended ceilings in center of narrow dimension of acoustical ceiling panels.

3.5 IDENTIFICATION

A. Install labeling and pipe markers on equipment and piping according to requirements in

NFPA 13.

3.6 FIELD QUALITY CONTROL

A. Perform tests and inspections.

B. Tests and Inspections:

1. Leak Test: After installation, charge systems and test for leaks. Repair leaks and retest until no leaks exist.

2. Test and adjust controls and safeties. Replace damaged and malfunctioning controls and equipment.

3. Flush, test, and inspect sprinkler systems according to NFPA 13, "Systems Acceptance"

Chapter.

4. Energize circuits to electrical equipment and devices.

5. Coordinate with fire-alarm tests. Operate as required.

Contractor shall provide no less than 14 days notice to owner when scheduling outages.

Interruptions shall only occur after the provision of all temporary work and the availability of adequate labor and materials will assure that the duration of the interruption will not exceed the time agreed upon.

1.9 PRODUCT WARRANTIES:

A. Provide manufacturer's standard printed commitment in reference to a specific product and normal application, stating that certain acts of restitution will be performed for the Purchaser or Owner by the manufacturer, when and if the product fails within certain operational conditions and time limits. Where the warranty requirements of a specific specification section exceeds the manufacturer's standard warranty, the more stringent requirements will apply and modified manufacturer's warranty shall be provided. In no case shall the manufacturer's warranty be less than one (1) year.

1.10 PRODUCT SUBSTITUTIONS:

A. General: Materials specified by manufacturer's name shall be used unless prior approval of an alternate is given by addenda. Requests for substitutions must be received in the office of the Architect/Engineer at least 14 days prior to opening of bids. Refer to the general conditions for the substitution request form and required documentation.

1.11 QUALITY ASSURANCE

A. Products Criteria:

1. Standard Products: Material and equipment shall be the standard products of a manufacturer regularly engaged in the manufacture of the products for at least 3 years. However, digital electronics devices, software and systems such as controls, instruments, computer work station, shall be the current generation of technology and basic design that has a proven satisfactory service record of at least three years. See other specification sections for any exceptions.

2. All items furnished shall be free from defects that would adversely affect the performance, maintainability and appearance of individual components and overall assembly.

3. Conform to codes and standards as required by the specifications. Conform to local codes, if required by local authorities such as the natural gas supplier, if the local codes are more stringent than those specified. Refer any conflicts to the

Architect/Engineer.

4. Multiple Units: When two or more units of materials or equipment of the same type or class are required, these units shall be products of one manufacturer.

5. Assembled Units: Manufacturers of equipment assemblies, which use components made by others, assume complete responsibility for the final assembled product.

6. Nameplates: Nameplate bearing manufacturer's name or identifiable trademark shall be securely affixed in a conspicuous place on equipment, or name or trademark cast integrally with equipment, stamped or otherwise permanently marked on each item of equipment.

7. Asbestos products or equipment or materials containing asbestos shall not be used.

B. Welding: Before any welding is performed, contractor shall submit a certificate certifying that welders comply with the following requirements:

1. Qualify welding processes and operators for piping according to ASME "Boiler and

Pressure Vessel Code", Section IX, "Welding and Brazing Qualifications".

2. Comply with provisions of ASME B31 series "Code for Pressure Piping".

3. Certify that each welder has passed American Welding Society (AWS) qualification tests for the welding processes involved, and that certification is current.

C. Manufacturer's Recommendations: Where installation procedures or any part thereof are required to be in accordance with the recommendations of the manufacturer of the material being installed, copies of these recommendations shall be furnished to the Architect/Engineer prior to installation along with the respective product data submittals.

D. Execution (Installation, Construction) Quality:

1. Apply and install all items in accordance with manufacturer's written instructions.

Refer conflicts between the manufacturer's instructions and the contract drawings and specifications to the Architect/Engineer for resolution. Provide manufacturer’s installation instructions along with the respective product data submittals to the

Architect/Engineer at least two weeks prior to commencing installation of any item.

2. All items that require access, such as for operating, cleaning, servicing, maintenance, and calibration, shall be easily and safely accessible by persons standing at floor level, or standing on permanent platforms, without the use of portable ladders.

Examples of these items include, but are not limited to: all types of valves, filters and strainers, transmitters, control devices. Prior to commencing installation work, refer conflicts between this requirement and contract drawings to the Architect/Engineer for resolution.

1.12 SUBMITTALS

A. Submit in accordance with Division 1 specifications.

B. Contractor shall make all necessary field measurements and investigations to assure that the equipment and assemblies will meet contract requirements.

C. If equipment is submitted which differs in arrangement from that shown, provide drawings that show the rearrangement of all associated systems. Approval will be given only if all features of the equipment and associated systems, including accessibility, are equivalent to that required by the contract.

D. Upon request by Owner, provide lists of previous installations for selected items of equipment. Include contact persons who will serve as references, with telephone numbers and e-mail addresses.

E. Manufacturer's Literature and Data: Submit under the pertinent section rather than under this section.

1. Submit electric motor data and variable speed drive data with the driven equipment.

2. Equipment and materials identification.

3. Hangers, inserts, supports and bracing. Provide load calculations for variable spring and constant support hangers.

4. Wall, floor, and ceiling plates.

F. Maintenance Data and Operating Instructions:

1. Maintenance and operating manuals in accordance with Division 1 specifications for systems and equipment.

2. Provide a listing of recommended replacement parts for keeping in stock supply, including sources of supply, for equipment. Include in the listing belts for equipment:

Belt manufacturer, model number, size and style, and distinguished whether of multiple belt sets.

1.13 DELIVERY, STORAGE AND HANDLING

A. Protection of Equipment:

1. Equipment and material placed on the job site shall remain in the custody of the

Contractor until phased acceptance, whether or not the Owner has reimbursed the

Contractor for the equipment and material. The Contractor is solely responsible for the protection of such equipment and material against any damage.

2. Place damaged equipment in first class, new operating condition; or, replace same as determined and directed by the Architect/Engineer. Such repair or replacement shall be at no additional cost to the Owner.

3. Protect interiors of new equipment and piping systems against entry of foreign matter. Clean both inside and outside before painting or placing equipment in operation.

4. Existing equipment and piping being worked on by the Contractor shall be under the custody and responsibility of the Contractor and shall be protected as required for new work.

B. Cleanliness of Piping and Equipment Systems:

1. Exercise care in storage and handling of equipment and piping material to be incorporated in the work. Remove debris arising from cutting, threading and welding of piping.

2. Piping systems shall be flushed, blown or pigged as necessary to deliver clean systems.

3. Clean interior of all tanks prior to delivery for beneficial use by the Owner.
