About this file
This Statement of Work details a demolition project for 13 deteriorating bunkers located at the U.S. Dairy Forage Research Center in Prairie du Sac, Wisconsin. The project involves completely demolishing, removing, and disposing of 7 base bid structures and 6 optional structures, which were formerly used as magazine storage at the Badger Army Ammunition Plant. Each bunker is approximately 2,221 square feet, and the work includes removing building materials, equipment, and furnishings while leaving concrete foundations in place.
The contract requires the contractor to commence work within 30 days of the Notice to Proceed and complete the project within 200 days, with work performed Monday through Friday from 6:00 AM to 4:00 PM. The project involves handling potential asbestos and lead-containing materials in accordance with local, state, and federal regulations. Contractors must comply with security policies at the research center, obtain appropriate badges, and are subject to personal effect inspections. The bunkers pose safety risks, as some are near the Wisconsin Department of Natural Resources land and could be accidentally accessed by recreational visitors.

2.0 Background
13 above ground bunkers, formerly used as magazine storage for Badger Army Ammunition Plant) on USDA property, were never reroofed or otherwise previously renovated and have been exposed to the element for many years.
Deteriorating over time, the structures have either collapsed or are in danger of imminent further collapse and asbestos exposure. While the farm employees know not to go into or be around these bunkers, six bunkers are within a few hundred feet of the border with Wisconsin’s Dept. of Natural Resources’ land, which is commonly used for outdoor recreation; and DNR visitors could, mistakenly, wonder into these facilities (e.g., trying to take shelter, using it as a hunting blind, etc.) and be injured or exposed to hazards.
