Toilet Pumping - Eldorado National Forest Solicitation 127EAS25Q0045

STATEMENT OF WORK

Description of Work The intent of this contract is to pump toilet facilities within each individual site, remove and dispose of all effluent and trash at appropriate facilities, and to clean all spilled materials (from pumping and related activities) inside and/or surrounding each toilet building.

Bald Mountain Staging Area, Bear Creek Day Use, Big Hill Lookout, Brush Creek, Caples Creek, East Slab Creek, Echo Summit Trailhead, Fleming Meadows, Hell Hole Campground, Hell Hole Vista, Lone Rock Campground, Long Canyon Camping Area, Loon Lake Undeveloped Boat Launch, Middle Meadows, Robb’s Hut, Tells Creek Campground, Van Vleck Bunkhouse, Placerville District Office, and West Slab Creek each have one toilet building with one compartment.

Jones Fork Campground, Loon Lake Chalet, Mace Mill Staging Area, Northwind Campground, Strawberry Campground, Upper Silver Creek, and West Point Boat Ramp each have one toilet building with two compartments.

Airport Flat and Camino Cove Campgrounds each have three toilet buildings with one compartment.

Azalea Cove Campground, Dru Barner Campground, and Hell Hole Boat Ramp have two buildings with one compartment.

Ice House Boat Ramp has two toilet buildings with two compartments.

South Fork Campground has three buildings with two compartments.

Big Meadows Campground has 8 buildings with 1 compartment.

Project Location The project is located on the Eldorado National Forest – Georgetown, Pacific, Amador, and Placerville Ranger Districts – at the following vault toilet sites:

A. Airport Flat Campground is located approximately 15 miles north of Crystal Ranger Station along Ice House Road. This area is in Section 11, Township 13 N., Range 14 E., M.D.M B. Azalea Cove Campground is located approximately 3 miles northwest of the Crystal Ranger Station - north of Sunset Campground on the paved bike trail (vehicles permitted for cleaning). The legal description is Section 22, Township 12 N., Range 14 E., M.D.M.

C. Bald Mountain Staging Area is located approximately 11 miles from Georgetown, CA. From Georgetown, take Wentworth Springs Road eastward for approximately 10.5 miles. Turn right onto Sand Mountain Blvd (12N72) and follow signs for staging area (single vault pump. The legal description is NW¼ of the SE¼ of Section 01Township 12 North, Range 11 East M.D.M.

D. Bear Creek Picnic Area is located off 193 between Georgetown and Placerville. Take Traverse Creek Road approximately 4.0 miles. Take a slight right and continue on Bear Creek Road another 0.7 miles. Site will be on the right. The legal description is NE¼ of the SW¼ of Section 32 Township 12 North, Range 11 East.

E. Big Hill Lookout is located approximately 3 miles west of the Crystal Ranger Station on Big Hill access road (paved FSR 11N58). The legal location is Section 33, Township 12 North, Range 14 E., M.D.M.

F. Big Meadows Campground is located approximately 48.6 miles from Georgetown, CA. Take Wentworth Springs Road approximately 22.5 miles east and turn left onto Eleven Pines Road. Follow Eleven Pines Road until it terminates (approximately 20.8 miles). Turn right onto Hell Hole Road and follow it another 4.9 miles. Campground will be on left. The legal description is SE¼ of the SE¼ of Section 08Township 14 North, Range 14 East M.D.M.

G. Brush Creek Reservoir Boat Ramp is located along Forest Road 11N12E at the intersection with 11N12D Road approximately 2 miles north on the 11N12 Road from the intersection with Forest Road 12N34, which is approximately 12 miles north from the intersection with the Carson Road in Pollock Pines, CA. The legal location is SE1/4 Section 10, Township 11 N, Range 12 E. M.D.M.

H. Camino Cove Campground is located approximately 11 miles northwest of Crystal Ranger Station along Union Valley Road. The legal location is Section 17, Township 12 N., Range 14 E., M.D.M.

I. Caples Creek Trailhead is located approximately 7 miles southeast of Kyburz along Silverwork Road. The legal description is Section 22, Township 10 N., Range 16 E., M.D.M.

J. Dru Barner Campground is located approximately 7.2 miles from Georgetown, CA. Take Wentworth Springs Road approximately 6.0 miles east and turn left onto Bottle Hill Bypass (13N16). The legal description is SW¼ of the SW¼ of Section 28 Township 13 North, Range 11 M.D.M K. East Slab Creek Reservoir is located approximately 8.8 miles from Pollock Pines on Forebay Road after crossing the bridge over the South Fork of the American River. The legal location is Section 22, Township 11 N, Range 12 E. M.D.M.

L. Echo Summit Trailhead is located on Echo Summit Road, 2.8-mile past Sierra-at-Tahoe ski resort 49 miles east on Highway 50 from Placerville.

M. Fleming Meadows Trailhead is located approximately 4 miles south of Pollock Pines on Morman Emigrant Trail. The legal description is Township 10 N., Range, 13 E., Section 21, M.D.M.

N. Hell Hole Boat Ramp is located approximately 51.3 miles from Georgetown, CA. Take Wentworth Springs Road approximately 22.5 miles east and turn left onto Eleven Pines Road. Follow Eleven Pines Road until it terminates (approximately 20.8 miles). Turn right onto Hell Hole Road and follow it another 8.0 miles until the boat ramp. The legal description is NW¼ of the SE¼ of Section 16Township 14 North, Range 14 East M.D.M.

O. Hell Hole Campground is located approximately 49.6 miles from Georgetown, CA. Take Wentworth Springs Road approximately 22.5 miles east and turn left onto Eleven Pines Road. Follow Eleven Pines Road until it terminates (approximately 20.8 miles). Turn right onto Hell Hole Road and follow it another 7.3 miles. Turn left at campground sign. The legal description is NE¼ of the NW¼ of Section 16 Township 14 North, Range 14 East M.D.M.

P. Hell Hole Vista is located approximately 49.4 miles from Georgetown, CA. Take Wentworth Springs Road approximately 22.5 miles east and turn left onto Eleven Pines Road. Follow Eleven Pines Road until it terminates (approximately 20.8 miles). Turn right onto Hell Hole Road and follow it another 7.1 miles. The legal description is SE¼ of the SW¼ of Section 09 Township 14 North, Range 14 East M.D.M.

Q. Ice House Boat Ramp is located near Ice House Reservoir. Access is via Highway 50, 23 miles east of Placerville, California, then 11 miles north on the paved Ice House Road and one mile east on the paved Ice House-Wrights Lake Tie Road. The legal description is Section 1, Township 12 N., Range 14 E M.D.M.

R. Jones Fork Campground is located approximately 2 miles north of Crystal Ranger Station along Ice House Road. The legal description of this location is Section 26, Township 12 N., Range 14 E., M.D.M.

S. Lone Rock Campground is located approximately 3 miles northwest of the Crystal Ranger Station - north of Sunset Campground on the paved bike trail (vehicles permitted for cleaning). The legal description is Section 22, Township 12 N., Range 14 E., M.D.M.

T. Long Canyon Camping Area is located approximately 41.5 miles northeast of Georgetown, CA. From Georgetown, take Wentworth Springs Road 22.5 miles east and turn left onto Eleven Pines Road. Continue on Eleven Pines Road (14N08) for approximately 19 miles. Turn sharp right onto 14N16 after crossing third bridge on Eleven Pines The legal description is SE¼ of the NW¼ of Section 34Township 14 North, Range 13 East M.D.M.

U. Loon Lake Chalet is located approximately 20 miles north of Crystal Ranger Station along Ice House Road. The legal description is Section 7, Township 13 N., Range 15 E., M.D.M.

V. Loon Lake Undeveloped Boat Ramp is located approximately 20.5 miles north of Crystal Ranger Station along the Ice House Road. The legal description is Township 13N. Range 15E., Section 7, M.D.M W. Mace Mill is located approximately 8.2 miles from Georgetown, CA. Head northeast on Wentworth Springs Road, turn right onto Balderson Road and then left onto Mace Mill Road. The vault toilets will be on the left approximately 0.6 miles down Mace Mill Road The legal description is NE¼ of the NE¼ of Section 09Township 12 North, Range 11 East M.D.M.

X. Middle Meadows Group Campground is located approximately 45.6 miles from Georgetown, CA. Take Wentworth Springs Road approximately 22.5 miles east and turn left onto Eleven Pines Road. Follow Eleven Pines Road until it terminates (approximately 20.8 miles). Turn right onto Hell Hole Road and follow it another 2.3 miles. Turn right at campground sign. The vault is in the first campsite. The legal description is SW¼ of the NE¼ of Section 24 Township 14 North, Range 13 East M.D.M.

Y. Northwind Campground is located approximately 5 miles southeast of Crystal Ranger Station along Wrights Lake Tie Road. The legal location is Section 6, Township 11 N., Range 15 E., M.D.M.

Z. Robb’s Hut is located off Highway 50 east 21 miles from Placerville (8.5 miles east of Pollock Pines). Left on Ice House Road north 23 miles. Turn left on Robbs Peak Road (13N31). Go 2 miles on dirt road and turn right at the fork. Travel 2/3 of a mile to the locked gate (combination provided by Forest Service) and continue 1/3 mile to hut. The legal location is Section 4, Township 12 N., Range 14 E., M.D.M.

AA. South Fork Campground is located approximately 13 miles north of Crystal Ranger Station along South Fork Loop Road. The legal description of this location is Section 27, Township 13 N., Range 14 E., M.D.M.

AB. Strawberry Point Campground is located approximately 5 miles southeast of Crystal Ranger Station along Wrights Lake Tie Road. The legal location is Section 6, Township 11 N., Range 15 E., M.D.M.

AC. Tells Creek Campground is located approximately 14 miles northeast of Crystal Ranger Station along Cheese Camp Road. The legal location is Section 32, Township 13 N., Range 15 E., M.D.M.

AD. Upper Silver Creek is located Forest Road 11N52 approximately 3 miles from the intersection with Forest Road 11N37. The legal location is Section 8, Township 11 N., Range 15 E. M.D.M.

AE. Van Vleck Bunkhouse is located approximately 14 miles northeast of Crystal Ranger Station along Cheese Camp Road. The legal location is Section 32, Township 13 N., Range 15 E., M.D.M AF. West Point Boat Ramp is located approximately 15 miles northwest of Crystal Ranger Station along Union Valley Road. The legal location is Section 19, Township 12 N., Range 14 E., M.D.M.

AG. West Slab Creek Reservoir is located approximately 1.4 miles from North Canyon Road on Chute Camp Road (ELD-8014) near Camino. The legal location is Section 36, Township 11 N., Range 11 E. M.D.M.

1. Cole Creek Campground – Beginning at Amador Ranger Station follow Highway 88 18 miles taking a right on Ellis Road, follow Ellis Road approximately 9 miles, turn left on Salt Springs Road, then left on 8N16 for approximately 5 miles. Cole Creek may also be accessed via Bear River Reservoir to 8N16. Site consists of one concrete vault toilet.

2. Lumberyard Rest Area – Beginning at Amador Ranger Station follow Highway 88 approximately 18 miles to Ellis Road. Site consists of one concrete building containing two toilets and two vaults.

3. Shot Rock Vista – Beginning at Amador Ranger Station follow Highway 88 29 miles to Shot Rock Vista. Site consists of one concrete building containing two toilets and two vaults.

4. Woods Creek Fishing Access – Beginning at Amador Ranger Station follow Highway 88 44 miles on the south side of the road. Site consists of one concrete vault with one toilet.

5. Meiss Trailhead – Beginning at Amador Ranger Station follow Highway 88 47 miles to Carson Pass. The site consists of two concrete vault toilets.

6. Carson Pass Trailhead – Beginning at Amador Ranger Station follow Highway 88 47 miles to Carson Pass. Site consists of one concrete building containing two toilets and two vaults.

7. Iron Mountain Day Use – Beginning at Amador Ranger Station travel east on Highway 88 for approximately 28 miles, take a left onto Iron Mountain Road and travel0.1 miles. Site consists of one CXT concrete building with a single toilet.

8. Gold Note OHV – Beginning at Amador Ranger Station follow Highway 88 9 miles to Omo Ranch Road for 6 miles to 8N55 (Sopiago Road) turn right. Follow Sopiago Road approximately 4 miles to where the pavement ends. Site consists of one toilet.

9. Shealor Lake Trailhead – Anticipated construction in 2025 and will be in service in 2026. Beginning at Amador Ranger Station travel east on Highway 88 for approximately 32 miles to Shealor Lake Trailhead. Trailhead is on the Northside of Highway 88 (turn left). Site will consist of one CXT concrete building with one toilet.

10. Thunder Mountain Trailhead - Anticipated construction in 2025 and will be in service in 2026. Beginning at Amador Ranger Station travel east on Highway 88 for approximately 36 miles to Thunder Mountain Trailhead. Trailhead is on the Southside of Highway 88 (turn right). Site will consist of one CXT concrete building with one toilet.

11. Lake Margaret Trailhead - Anticipated construction in 2025 and will be in service in 2026. Beginning at Amador Ranger Station travel east on Highway 88 for approximately 38 miles to Lake Margaret Trailhead. Trailhead is on the Northside of Highway 88 (turn left) just past Kirkwood Cross Country Center. Site will consist of one CXT concrete building with one toilet.

Accessibility: All facilities are expected to be accessible by two-wheel drive vehicles upon suggested contract start date.

Definitions Contracting Officer’s Representative (COR): individual designated by the Contracting Officer and authorized to call the contractor to order services as specified in the contract. COR is not authorized to make any changes to price or other terms and conditions, or to order services beyond the quantities specified in the contract.

1 Gal: shall serve as basis of quote. Encompasses all expenses incurred including but not limited to: trip to and from designated sites, pumping fees, disposal fees, and collection, removal and proper disposal of one (1) full 35-gallon trash bag.

Release: any spilling, leaking, pumping, pouring, emitting, emptying, discharging, injecting, escaping, leaching, dumping, or disposing into the environment, unless permitted or authorized by a regulatory agency.

Standards Also see USDA “Cleaning Recreation Sites” manual #2300 – Recreation, December 1995, 9523 1206-SDTDC.

A. Toilet Pumping Duties (Shall be performed as part of each service trip)

1. Waste removal shall only be done between 7:00 a.m. and 6:00 p.m.; no service is allowed on weekends or federal holidays.

2. All materials shall be removed from toilet vaults. This includes all human waste and up to one full 35-gallon bag of trash. If a vault obviously contains trash beyond this amount, the contractor shall notify the COR before proceeding. Authorization from the Contracting Officer will be required before incurring above-normal costs.

3. All trash removed from vaults must be disposed of at appropriate facilities off-site. Trash from vaults shall never be placed in on-site Forest Service trash bins.

4. Toilet building floors shall be cleaned of all spilled material using a ten percent disinfectant approved by the Government. Floors and surrounding areas shall be free of standing water.

5. Toilet risers, seats, and lids shall be cleaned of spilled materials using disinfecting solution approved by the government. All surfaces shall be free of deposits.

6. Walls shall be cleaned as needed to remove deposits.

7. Trucks and/or pumping supplies shall not be rinsed or cleaned on National Forest land.

8. Should any release of septic material occur, the contractor must immediately notify the COR and the Contracting Officer.

a. If a release is 5 gallons or more, the contractor must immediately contact the appropriate Hazardous Materials officials and Camino Dispatch (530 642-5170) for remediation and any additional required actions. The contractor will be responsible for the cost of completion of all required remediation measures.

B. Personnel and Equipment Qualifications

1. Main pumper trucks shall have a capacity of at least 2000 gallons for waste and be supplied with at least 200 gallons of fresh water for use in cleaning, and for wetting vault contents when necessary to facilitate pumping.

a. Some sites may require a smaller truck to access due to narrow, steep, and/or rough forest roads. It is the contractor's responsibility to investigate roads and sites before quoting the contract and identify their proposed equipment for consideration with their quote.

2. All trucks and pumps must be California compliant and registered with the California Air Resources Board.

3. The Contractor shall provide personnel who are qualified to use the contractor’s equipment and whose appearance are clean and orderly.

4. Contractors are expected to consistently be courteous to members of the public they encounter when working at Forest Service sites.

5. Personnel not acceptable to the Government shall, upon written notice by the Contracting Officer, be replaced with satisfactory personnel within 48 hours after such written notice.

C. Service Orders

1. The Forest Service is not requesting the contractor to monitor the sites for potential/needed pumping services. The contract will operate on a “call-when-needed” basis. The authorized ordering official (see list with contract award) will call the Contractor and request pumping for specific recreation sites. The contractor shall not perform services directed by any party other than the listed representatives, and the contractor shall not self-dispatch without an order.

2. The Contractor shall typically complete the services within 7 days.

3. Orders will be issued by call, text or email to the contractor’s office or cell phone. Specific method will be established between the contractor and COR after award of contract.

4. In some cases, orders will be placed before vaults are full and will include services for multiple vaults/sites in one trip.

5. If an order includes multiple sites, the vendor shall pump the vaults in order of priority given by the ordering party until the truck is full. If the truck is full before servicing all ordered sites, the vendor shall report this to the COR before re-dispatching to service the remainder.

6. The contractor must call or email the COR to confirm when work has been done, and which sites were completed, so the Forest Service can verify work is done.

D. Billing

1. After confirming services completed with the COR, the vendor must upload their invoice to the IPP online invoicing platform. The IPP entry shall be accompanied by a copy of the vendor’s itemized invoice.

2. Vendor’s itemized invoice shall include number of gallons pumped from each site on the order.

Public Safety All Contractor supplied equipment will be safe for use in public areas and will not leak any oil or other vehicle fluids or any effluent from hoses, fittings, or tank. The Contractor will place hazard cones when working in the toilets and impeding vehicular traffic.
