Q&A for Toilet Pumping – Eldorado National Forest, Solicitation 127EAS25Q0045
Q1: Who is the incumbent and what is the annual cost to the government at this present time.
A1: This is a new contract requirement.
Q2: How do I know if my products are acceptable as bio-based?
A2: You can view the Department of Agriculture (USDA) Designated Bio based Products List (DBPL) here: https://www.biopreferred.gov/BioPreferred/faces/Welcome.xhtml You can also read labelling on products you already use to determine if their bio-based content meets the standards posted on the biopreferred.gov website.
Q3: Is there a site visit, site walk, bid walk?
A3: There is no government-led site visit scheduled. Interested vendors are welcome to independently inspect the service sites.
Q4: Can we work nights and weekends?
A4: No. All work must be scheduled during the hours indicated in the Statement of Work document.
Q5: Will the award be made based on lowest price and based on the vendor demonstrating he/she is the most responsible bidder?
A5: No, this is not a low price/technically acceptable (LPTA) procurement. Please see 52.212-1 Instructions to Offerors and 52.212-2 Evaluation in the solicitation.
Q6: Will water be provided by the government?
A6: No. The contractor must provide water and all other equipment and supplies needed to accomplish the work. Additional information is in the Statement of Work document, specifically under the Standards section B. Personnel and Equipment Qualifications.
Q7: Is there a designated or proposed disposal facility?
A7: No. The contractor is responsible for identifying the appropriate disposal sites in accordance with all applicable federal, state, and local regulations regarding disposal of human waste.
