About this file

This Statement of Requirements details the procurement of three Utility Terrain Vehicles (UTVs) for the 42d Security Forces Squadron at Maxwell Air Force Base. The UTVs are needed to enhance law enforcement, perimeter security, base defense, and rapid response capabilities across challenging terrain including flood-prone areas, wooded terrain, and areas near the Alabama River. The vehicles must meet specific technical requirements, including operating in temperatures from -10°F to 120°F, accommodating four personnel with full tactical gear, reaching speeds of at least 40 miles per hour, and featuring a police package with LED lights, infrared-compatible lighting, emergency light kit, siren, and customizable graphics.

Key technical specifications include a minimum 1000cc engine, 10-gallon fuel tank, 8-ply all-terrain tires, hydraulic disc brakes, 10-inch ground clearance, role cage, four-point harness seatbelts, and the ability to tow 1,500 pounds and carry 1,000 pounds of cargo. The vehicles must support 5,000+ operational hours before major overhauls, have a modular design for easy repairs, and come with an Original Equipment Manufacturer 3-year standard commercial warranty. Delivery is specified to the 42d Security Forces Squadron at Maxwell AFB in Alabama, with a requirement that all vehicles be brand new and not refurbished.

Statement of Requirements 42 SFS Utility Terrain Vehicle (UTV)

1.0 PURPOSE. 42d Security Forces Squadron (42 SFS) at Maxwell Air Force Base (AFB) requires the procurement of durable and highly maneuverable Utility Terrain Vehicles (UTVs) to enhance law enforcement, perimeter security, base defense, rapid response, and tactical operations. These vehicles will significantly improve force protection, mobility, and mission effectiveness in both routine and emergency situations. Maxwell AFB presents unique mobility challenges due to its expansive perimeter, dense vegetation, flood-prone areas, wooded terrain, and proximity to the Alabama River, making rapid response difficult with standard patrol vehicles. Additionally, limited road infrastructure and insufficient patrol vehicle support necessitate specialized UTVs capable of traversing rough terrain, accessing remote base sections, and supporting emergency operations in adverse conditions.

42 SFS currently operates with only five (5) patrol vehicles to cover both Maxwell AFB and Gunter Annex, geographically separated location. This severely limits patrol capabilities, emergency response, and force protection efforts, particularly during increased Force Protection Condition (FPCON) measures, which require additional mobile patrols and security postings. The installation’s U-Drive-It vehicles are not a sustainable solution for 42 SFS, as they must support the entire installation’s transportation needs, leaving law enforcement and base defense operations undeserved and vulnerable. The requested UTVs will enable 42 SFS to enhance rapid response capabilities to security breaches, unauthorized access attempts, and emergency incidents. They will also improve mobility across rugged and inaccessible terrain, support base defense operations and force protection in accordance with security directives, and increase operational effectiveness during heightened security conditions and contingency operations. This request aligns with the following Department of the Air Force (DAF) policies and directives. DAFMAN 31-118, Security Forces Standards and Procedures, mandates that Security Forces maintain rapid response capabilities and effective mobility solutions for base defense operations. DAFI 10-245, Anti-terrorism, requires proactive security measures to deter and mitigate threats, which UTVs will directly support by enabling increased patrols and response capabilities. Additionally, DAFI 31-101, Base Defense, supports the enhancement of installation security and defense posture through effective force protection resources.
