About this file
This is a specifications attachment for a vending machine procurement solicitation issued by the California Department of Rehabilitation for Centinela State Prison (Location #07-0784), designated as a Small Business Option solicitation. The solicitation requests nine frozen food vending machines and one cold drink vending machine to be installed at the prison facility. The specification document provides detailed requirements for machine types, including the USI Alpine Combi 3000 for frozen food (with dimensions 29.5"W x 72"H x 38"D) and the Vendo 721 V21-Stack for cold beverages (39.5"W x 72"H x 35"D, with critical dimension restrictions due to limited site space). All equipment must be delivered, installed, and operational within 35 calendar days after receipt of order. The specification document indicates that brand names referenced are descriptive rather than restrictive, and bidders may propose equivalent items meeting specified quality standards with clear documentation of differences.
The solicitation requires vending machines to comply with multiple federal, state, and local regulations including the Americans with Disabilities Act, Underwriters Laboratories standards (UL 751 for non-refrigerated and UL 541 for refrigerated machines), California Appliance Efficiency Regulations, EPA/DOE Energy Star Version 3.0 standards, and ANSI/NSF Standard 25-2012. All machines must be NAMA-listed, operate on 110/120 VAC at 60Hz, feature front-access-only loading, removable currency boxes, and accept both coins and bills ($1 and $5 denominations). The successful supplier must provide 90 days of free labor and parts for setup, programming, training, and warranty repairs following original installation, maintain manufacturer warranties with on-site service if available, and coordinate the removal of five existing vending machines via trade-in or recycling. The supplier must identify all proposed subcontractors and retains full responsibility for all subcontractor work performed.
