About this file
This is a technical specification document detailing requirements for a fence construction project in Sublette County, Wyoming. The project involves removing approximately 3.63 miles of existing barbed wire fence and constructing 3.63 miles of new 4-wire fence with a barbless bottom wire.
The specifications outline detailed requirements for materials and installation, including: wood posts (minimum 5-inch diameter for line posts, 6-inch for brace posts, all 6.5 feet long), barbed wire (12.5-gauge galvanized with 4-inch spaced barbs), stress panels required every 1,320 feet, and specific post spacing of 16 feet 6 inches. The fence design incorporates wildlife-friendly features including an X-Gate for antelope crossing with a 3-foot gap and smooth wire construction. The bottom wire must be barbless and installed 18 inches from ground level, with subsequent barbed wires at 23, 28, and 40 inches, and post tops at 48 inches. The contractor must provide all materials and labor, cannot construct new access roads without approval, and must dispose of all removed fence materials. Payment terms are specified by linear foot for fence removal and new construction, with separate payments for components like stress panels, corner posts, and gates.

3.2 INSTALLATION
A. General:
1. Steel posts shall not be used for end-panel, corner-panel, gate-panel, or stress-panel posts. Steel posts will not be used in this fence except for minor drainage crossings.
2. When treated posts must be bored or cut during construction, thoroughly swab untreated surfaces with copper naphthenate.
B. Driving Posts:
1. Wood Posts: Driving wood posts shall be allowed for Stress Panels, Three Post Corners, and End Panels. Driving wood posts will be allowed if they drive without damaging the post and drive plumb and are sufficiently tight.
2. Steel Posts: Drive into the ground to the depth shown on the drawings or until the anchor plate is slightly below the ground surface. Posts shall be driven plumb. When rock formations prevent driving, remove anchor plate, and excavate or drill holes a minimum of 18-inches deep and slightly larger than the diameter of the post.
Place posts in the holes and grout the post solidly in position. Steel posts will not be used as line posts in this fence.
C. Setting Posts:
Dig holes for setting wood posts to the depth as shown on the Work Data Sheet for Corners, End and Stress Panels. Set posts plumb and to the spacing and grades as shown on the drawings, unless staked otherwise.
Space posts within six (6) inches of the dimension shown on the drawings or specified on the Work Data Sheet. Holes shall provide adequate open space around the post so backfill can be tamped the full depth around the post. Backfill with soil gradually and uniformly around each post. Holes
02824 - 3 shall be backfilled firmly, from the bottom of the hole to the top of ground surface.
D. Corner Post, Gate Post, Corner Panel, Brace, End Panel, and Stress Panel, X-Gate Wildlife Gate Assemblies:
Construct as shown on the drawings or as staked in the field. Construct stress panels on crests of hills, and a maximum of 1,320-feet center-to-center for barbed wire sections. In addition, stress panels are required at points between which wire is to be stretched. Construct end panels at the end of fence runs unless shown otherwise on the drawings.
E. Wire:
Stretch tightly and staple to wood posts or securely attach to steel posts with standard wire clips. Wire is properly stretched when it is springy to the touch. Drive staples crosswise with the grain of the wood. The wire shall be free to move through the staples as it expands and contracts.
Terminate wire at each end post, gate post, corner post, or stress panel.
Wrap wire around the post two (2) times and tie off by wrapping around the incoming wire a minimum of four (4) times.
F. Brace Wire:
Twist tight with a lever. Leave one end of the lever long enough to fasten behind the horizontal brace to prevent wire from unwinding.
1. The lever shall be a straight ridged rod, consisting of dimension wood ripped and cut to length, or, at minimum, #4 rebar cut to length.
G. Spiking:
For spikes, predrilled lead holes shall be used. The hole diameter shall be 3/4 the diameter of the spike and drilled to a depth no greater than 1/2 the length of the spike.
Muddy Creek Individual Fence WIRE FENCES AND GATES
02824 - 4
H. Minor Drainage Crossings:
Steel posts shall be set at the top and bottom of breaks or the centerline of the drainage depending on the size and shape of the drainages.
Additional wire shall start and end from the main fence and shall be in locations staked in the field or as directed by the Contracting Officer.
I. Wire Gates:
Construct wire gates with two (2) wooden fence stays spaced evenly across opening. Each gate will have a fence closer. Gate closures will not be measured separately, but costs for gate closers should be considered as part of the quote.
PART 4: MEASUREMENT AND PAYMENT
4.1 METHOD OF MEASUREMENT
A. Units: The work described in this section will be measured and paid for by linear foot of 4-wire fence and each section type (e.g., stress panel, 3-post corner) of fence constructed.
B. No direct payment will be made for drainage crossings, deadmen, figure fours, or rock jacks. The Contractor shall include consideration for these items in their quote price for other items of the contract.
4.2 BASIS OF PAYMENT
A. Payment: Prices and payment will be full compensation for the work described in this section. Payment will be made under:
