Madison Junction Springs Scope of Work Statements, Edits to Contract Plans and Specifications, and Q&As Scope of Work:

· This contract will only include work on Line Items 1 and 2 as described in the project documents. Line Items 3 and 4 as described in project plans and specifications documents are not included in this contract.

· The definition and physical extent of Bid Item 2 shall be adjusted to include all work necessary for connecting the existing water line from the spring collection areas as well as all piping related to the new pumphouse (including its overflow line). Since Line Item 3 will not be completed through this contract, the pumphouse shall be connected to the existing rather than a new main.

Changes to Specifications

· Project Timing

· Specifications Section 01 11 00, Part 1.7B, states that “The new pump station must be completed, accepted, and in service by November 7, 2022. This includes the ‘Pump Station Building’ and ‘Pump Station Work and Yard Piping’ bid items.” This date shall be changed to July 14, 2023.

· Housing

· Specification Section 01 11 00, Part 1.3J says “The contractor shall be responsible for obtaining housing outside of the park.” However, housing will be available for the contractor at two locations within the park during the summer:

· Two (2) trailer sites will be available for the contractor to rent in the government housing area at Madison Junction during Summer 2022 and Summer 2023. Times these sites are available is subject to the spring start-up and fall shut-down schedule of the utilities. The rental rate for each of these sites for 2022 is $322.30 per month or $148.74 per two-week period. The contractor would also be responsible for paying for the electricity for these sites.

· Ten (10) sites will be available at the Norris Campground. These sites do not have water, sewer, or electric hookups but do have access to shared comfort stations with plumbing.

· Construction Season and Housing

· Specifications Section 01 11 00, Part 1.4. Add in Section F, as follows:

· F. Winter work may be allowed to expedite project completion. If the contractor completes work during the winter, they will be responsible for transportation into and out of the site. Note that travel to Madison via oversnow vehicles in the winter is governed by regulations that limit the number of groups in the park each day and what concessioners may operate. If the contractor chooses to work onsite in the winter, they will be responsible for obtaining transportation into and out of the site through park-authorized concessioners. If the contractor works during the winter, four housing units will be available at Madison. These housing units are located approximately one mile from the work site.

· Equipment Cleaning

· Specification Section 01 11 00, Part 1.3 K: Change the sentence “Steam-clean all construction vehicles and equipment, including the undercarriage, prior to entering the Park” to say “Pressure wash at high temperature (minimum 100F) all construction vehicles and equipment, including the undercarriage, prior to entering the park and following work in the area.”

· Tree Removal Planning

· Specification Section 01 11 00, Part 1.6: Add in a bullet point “E” that says: “If any tree removal is schedule to take place between March 1st and August 15th, please notify the Contracting Officer so that they can coordinate with the Bird Program Manager if any active nests are observed.”

· Ground Protection in Wetlands

· Specification Section 01 12 00, Part 3.5 H. Change to say: “Avoid heavy equipment use in wetlands if at all possible. Plywood or ground-protecting mats (providing protection equal to or better than that of plywood) shall be placed on the ground under any equipment driving into wetland areas. The number of trips driving through wetlands shall be minimized to the maximum extent possible. Minimize soil and plant root disturbance and preserve preconstruction ground and water surface elevations to the maximum extent possible during construction.”

· Specification Section 01 33 23, Part 1.3 E 1. Add “or ‘equal’ ” into Item 1 so that it says:

· “For each item proposed as an “approved equal” or “equal”, submit supporting data, including:”

· Phone Service

· Specification Section 01 73 40, Part 3.2 A. Add Item 3, as follows:

“3. Phone Service Contact: Contact local utility provider to coordinate phone service requirements.

a. Contractor is responsible for coordination with the local utility provider and paying all fees associated to connect to phone line.”

· Alarm Dialer

· Specification Section 40 63 43, Part 2.5 states that the alarm dialer should be a Verbatim Gateway or equal. This should be deleted, and Section 2.5 should be changed to the following:

2.5 Alarm Dialer and Accessories

A. Alarm Panel: Bosch B9512G. No substitutions allowed.

B. Keypad: Bosch B942. No substitutions allowed.

C. Analog Phone Module: Bosch B430. No substitutions allowed.

Edits to Plans

· Correction to Sheet C3.1: The section of pipe between manholes 3 and 4 should be HDPE rather than the PVCSDR35 shown.

Q&As Construction Logistics Q1. What are the superintendent/field support requirements for this project?

a. As noted on p.15 of the solicitation document, Federal Acquisition Regulation Contract Clause 52.236-6 (“Superintendence by the Contractor”) is incorporated into this contract. According to this clause, “At all times during performance of this contract and until the work is completed and accepted, the Contractor shall directly superintend the work or assign and have on the worksite a competent superintendent who is satisfactory to the Contracting Officer and has authority to act for the Contractor.” The superintendent shall be onsite during the performance of any work in this contract, even that completed by subcontractors.

Per project Specifications, Section 01 31 00, Part 1.4 A1, the contractor shall provide a letter designating the project superintendent.

The contractor shall be required to complete and submit Quality Control Daily Reports. An example template is available on the Denver Service Center “Workflows” website. The contractor may use their own daily report template instead of the template provided as long as the contractor’s template includes at least the same information shown in the template.

Q2. Is a connex applicable to store materials or does it have to be a shed?

a. A Conex would be acceptable for material storage.

Utilities Q3. NorthWestern Energy is needed on this project but they have not provided any pricing at this time. Is the park coordinating with Northwest Energy and covering this cost?

a. The contractor shall be responsible for coordinating with NWE to get power moved from the existing pumphouse to the new pumphouse (see Specification Section 01 73 40, Part 3.2 A1a) and paying NorthWestern Energy for their portion of the work. NorthWestern Energy (NWE) conducted a site visit for this project on August 11, 2021. However, since NWE is unable to provide a precise quote for this work between now and the solicitation due date, the contractor shall plan on paying up to $20,000 to NWE for their portion of the work to remove the electricity and electric service from the existing building and provide electric service to the new building. If NWE’s costs charged to the contractor exceeds $20,000, this shall be addressed through a modification to this contract.

Q4. Electrical. Will the Owner coordinate the design and installation of the new electrical transformer and buried secondary between the existing power pole and meter on the new pump house?

a. No, the contractor shall be responsible for coordinating with NorthWestern Energy to get power moved from the existing pumphouse to the new pumphouse (see Specification Section 01 73 40, Part 3.2 A1a). See the above answer for more details.

Q5. Who is responsible for coordinating with and paying the phone company to move the phone service to the new building?

a. As stated in Section 02 41 16, Part 1.8B, the contractor shall arrange with utility owners the locating, relocating, disconnection, and/or abandonment of utilities. Additionally, note that an additional statement has been added to the specifications to specifically note that the contractor shall coordinate with the phone company (see “Changes to Specifications/Plans” section above). The contractor shall arrange for the phone line to be connected to the new building and removed from the old building. This includes coordinating with and paying for CenturyLink to move the demarcation point if needed and connecting a phone line from the demarcation point to the connections inside the building as shown on the plans, Sheet E1.4. The phone line shall be direct buried at a depth of 24 inches unless otherwise specified by CenturyLink.

Q6. On the plans (Sheet C1.0, for example), several manholes along the access road to the larger fenced spring areas are labelled as “abandoned” (e.g., “Abandoned Spring D Collection Manhole”, “Abandoned Spring C Collection Manholes”). Are these no longer in use?

a. These manholes are no longer used as collection boxes since the springs feeding them have been disconnected. However, the manholes are still in service as part of the main conveying water from the larger fenced spring area to the pumphouse. Therefore these manholes must be protected and kept in service.

Resource Protection Q7. Does work for Bid Items 1 and 2 take place in wetlands?

a. Since work for Bid Items 1 and 2 is located at the pumphouse area, excavation or driving in wetlands is not anticipated.

Q8. Is there a breakdown document laying out the regulations around animal habitats?

a. There is no specific document for this project addressing animal habitats. All park regulations and laws regarding wildlife apply to this contract. The park website contains information on rules and regulations.

Additional information regarding wildlife-related requirements specific to this contract are contained within project specifications. Some of the notable requirements include (but are not limited to): ensuring proper food storage to prevent unnatural attractants to bears (see Specification Section 01 11 00, Part 1.3L); attending a bear orientation session presented by the National Park Service (Scn. 01 11 00, Part 1.3M); and notifying the Contracting Officer of planned tree removal activities (see “Changes to Specifications/Plans” section above).

Q9. Where can discharge water from dewatering operations be directed?

a. Discharge water from dewatering operations may be discharged into the wetlands downhill from the large, fenced spring area (shown on plan Sheet C1.0) but must be filtered prior to being discharged, as noted in Specifications Section 31 23 19, Part 3.6 D. This water cannot be discharged into any other natural bodies of water including the Firehole River unless otherwise approved by the CO.

Q10. Are ground protection mats required within this scope?

a. Per specification Section 01 12 00, Part 3.3A, ground-protecting mats shall be used if required by the Contracting Officer. During the project, the contractor will be required to use plywood or ground-protecting mats providing equal or better protection to that from plywood whenever they are driving through designated wetlands.

Q11. For work in wetlands, what is required to preserve stockpiled wetland topsoil?

a. See Specifications Section 01 12 00 for details on requirements for wetland topsoil preservation. Note that wetland topsoil stockpiled for over 24 hours must be placed in a way to ensure survivability (Scn. 01 12 00, Part 3.5 B). If wetland soils are to be stockpiled for more than 14 calendar days they shall be covered with impermeable material or otherwise protected from desiccation in a manner approved by the Contracting Officer (Scn. 01 12 00, Part 3.5C). This could include watering the stored soil if needed.

Structure Q12. Would it be possible to substitute solid concrete instead of CMU wall for pump station building?

a. Solid concrete would be an acceptable substitute for CMU for the pump station building, but for this to be acceptable, the concrete building would be required to be designed and stamped by a Professional Engineer licensed in Wyoming. The building design would be required to meet all of the same standards as the planned CMU building.

Q13. Division 3 Concrete. Is there an option to pour full height 8” concrete walls in lieu of CMU structure?

a. See Answer 12, above. Full height 8” concrete walls would be an acceptable substitute for CMU for the pump station building, but for this to be acceptable, the concrete building would be required to be designed and stamped by a Professional Engineer licensed in Wyoming. The building design would be required to meet all of the same standards as the planned CMU building.

Q14. Division 3 Concrete. The structural drawings do not show a separate pad for the generator. Will an isolated generator pad be required in this structure?

a. An isolated generator pad will be required in this structure. Per Specifications Section 26 32 13.16, Part 3.1 C, coordinate the size and location of the concrete base for the packaged engine generator.

Q15. Will the park accept a concrete mix design without silica fume?

a. A concrete mix design without silica fume could be accepted. The specifics of an alternate mix design would need to be reviewed by the CO during submittal review to ensure it will perform equivalently.

Miscellaneous Q16. What SCADA system is used at the Yellowstone Mammoth Communication Center (YMCC) that the new SCADA system needs to be tied into?

a. Per project Specifications Section 25 51 00, Part 1.2 A2, the new SCADA system for the MJWPS shall be integrated with the existing alarm communication system located at the Yellowstone Mammoth Communication Center (YMCC). The YMCC does not have a SCADA system. Alarms are currently and shall continue to be communicated to the YMCC through existing telephone lines (per Scn. 25 51 00, Part 3.2B) and an existing analog alarm receiver at the YMCC. A new alarm dialer shall be installed at the Madison Junction Water Pump Station, and alarm notifications shall be sent out in sequential order to the YMCC for alarm acknowledgement (Scn. 25 51 00, Part 3.2D).

Q17. Division 8 Openings. The specifications call for both ¼” clear tempered safety glass and ¼” 45 min rated glass in the exterior door lites. Please verify if 45 minute rating is required.

a. Yes, a 45-minute rating is required for the ¼” exterior door lites.

Q18. Division 9 Finishes. Is it acceptable to paint all interior walls with Pro Industrial Sherwin Williams pre-catalyzed water-based epoxy paint in lieu of Armorseal 1000 HS?

a. Specification Section 09 91 23, Part 3.6 A1 calls for Sherwin Williams Armorseal 1000 HS “or approved equal as approved by the Contracting Officer”. During contract performance, the contractor shall provide information in submittals to demonstrate that a proposed “equal” or “approved equal” product is equal to the specified product, as noted in Specifications Section 01 33 23, Part 1.3 E. Detailed review will occur as submittals are sent in to the Contracting Officer. Based on a review of these two products it appears that Pro Industrial pre-catalyzed water-based epoxy paint would be an acceptable product to use on the walls if it is installed in accordance with manufacturer application instructions, likely including use of a primer prior to application to a concrete surface.

Q19. Utilities. Are there any leak testing requirements for the wet well?

a. No specific leak testing is required for the pre-cast wet well. As noted in Specifications Section 33 05 17, Part 1.4 A1, the wet well shall be watertight. Per Specifications Section 33 05 17, Part 2.1A, the wet well shall be constructed of a single monolithic structure. No joints will be allowed except where the walls meet the slab above, and those joints shall be constructed in accordance with details shown on the plan set (including but not limited to the “Typical Waterstop Joining Details” on Sheet S1.0). Per Specifications Section 33 05 17, Part 1.7 B-D, the wet well shall be protected from damage during transport, handling, and storage. Any damage occurring during these activities must be repaired to the satisfaction of the manufacturer or the wet well will not be accepted by the Contracting Officer.

Q20. Utilities. The specifications state that the wet well is to be coated with a cementitious water-proof coating. Is this intended to be applied to the exterior wall surfaces only?

a. Yes. The cementitious water-proof coating on the wet well shall be applied to the wet well’s exterior surfaces only.
