Region 09 – Scope of Work for 3 Phase 1 ESA’s

Scope.

The Contractor shall furnish all labor, equipment, transportation, permits, testing and incidentals necessary for the performance of the work specified in this Statement of Work.

The work consists of the following tasks:

(1) Conduct three Phase 1 “initial” environmental site assessments in accordance with 40 CFR 312, 33 CFR 137 and ASTM Standard E1527-13 on parcels listed in the Background Section of this Statement of Work. The overall purpose of the Phase 1 environmental site assessment is that the Agency needs to know the full range of “environmental issues and liabilities” associated with the parcel(s) prior to out-leasing the property under authority granted in Section 111 of the National Historic Preservation Act.

The Agency requires identification of the environmental issues and liabilities with the parcel beyond those associated with Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) liabilities and petroleum products. These environmental issues and liabilities include, but are not limited to, those issues and liabilities under the Resource Conservation and Recovery Act (RCRA), the Safe Drinking Water Act (SDWA), the Clean Air Act (CAA), the Clean Water Act (CWA), the Toxic Substance Control Act (TSCA). These issues and liabilities include, but are not limited to, asbestos containing material, radon, lead-based paint, non-hazardous solid waste disposal areas, wastewater disposal systems, drinking water systems, drinking water and/or other wells.

In conducting the “initial” environmental site assessments in support of Section 111 historic property leases, the Contractor shall consider the proposed future land use of the parcel/s. Some issues/liabilities, which typically may be “de minimis” for the current land use, may not “de minimis” when the Agency’s planned future land use (for example, open forest preserve or wildlife refuge) is taken into account.

(2) Complete the attached Land Acquisition Screening Process Worksheets (1, 2, and 3). The completed worksheets shall be included in the final report as appendices.

(3) OPTIONS (1-3) As options on the contract, contractor shall provide all equipment, labor, materials, tools, and other incidentals and execute all work necessary to conduct Asbestos and Lead containing survey inspections, collect samples, perform lab analysis, and produce required deliverables to conduct a comprehensive survey at specific pre-1978 buildings for the presence of asbestos-containing materials (ACM) and a determination inspection for those surfaces coated with suspect lead-based paint (LBP) and lead base materials. List of applicable buildings and approximate SF will be provided in separate Excel Spreadsheet. (Provide separate bid for this option).
