12444323Q0057 Questions and Answers 08JUN2023

· Are shapefiles available for these sites?

The only shapefiles I would have are for the boundaries of the sites which are already included as maps in the solicitation.

· In the Solicitation, the Period of Performance is “17JUL2023 through 19JUL2024” but in the schedule of items, it appears that the reports are due on August 21st, 2023. Can you please clarify?

This was an error on our part. The reports should be due at least a month before to account for edits, etc. We are looking to have this delivered by 07JUN2023. Working on getting an updated Schedule of Items to reflect this.

· The SOW mentions that the Land Acquisition Screening Process Worksheets are to be completed, but I do not see them as an attachment. I want to be sure that we are accounting for everything.

The worksheets are attached and will be uploaded to SAM.gov.

· The scope of work (Attachment 2) for the subject solicitation references a spreadsheet entitled: List of Agency-Owned Buildings with Presumed ACM and LBP Painting Needs Included for (1) Camp Horseshoe and Horseshoe Recreation Area, (2) Twin Lakes Recreation Area, and (3) Lake Vesuvius Recreation Area. However, the solicitation package as provided on SAM.gov does not include the referenced spreadsheet. Can the government provide the spreadsheet?

Please see attached for the spreadsheet. This will also be uploaded to SAM.gov.

· What is meant by “initial”? Is this intended to be a different level of review from a standard Phase I ESA (ASTM Standard E1527-13)?

In accordance with the agency-directives, these lease Section 111 of NHPA lease actions will require an “initial” Phase 1 ESA before the lease is executed, as well as a “close-out” Phase 1 ESA at the end of the lease period. The ASTM Standard referenced is what we are looking for.

· Regarding the attached Excel spreadsheet detailing the presumed ACM and LBP testing needs identified by the Forest Service, can you please review and confirm whether the BLUE HIGHLGHTED structures require ACM and LBP testing.

The buildings highlighted in blue do not need sampling. They are either used infrequently or are structures that are open to the air.

· During the site reconnaissance, will we be escorted by a member(s) of the Forest Service?

Yes, a member of the Forest Service will be present during the site visit.

· During the site reconnaissance of the 1,200-acre Lake Vesuvius Recreation Area, will we be provided with and/or have access to any mode(s) of transportation [e.g., horse(s), all-terrain vehicle(s)] or will we be required to provide our own mode(s) of transportation?

No transportation will be supplied for the visit to Lake Vesuvius. Although the survey area is approx. 600 acres, most of the work can be accessed from the road or by a short walk. The vendor should predominantly be focused on the developed areas of the recreation area and where work/past construction is obvious.

· I have a question regarding this solicitation for 3 Phase 1's (Vesuvius, Horseshoe, Twin Lakes)- I guess just asking for clarification. It looks like the initial meeting with the FS would be during the last week of July, 26 2023, with the draft report due less than 2 weeks later on August 7. Is that correct?

An updated Schedule of Items was posted to SAM.gov which reflects the accurate dates for deliverables.

· Regarding the proposed asbestos sampling, please advise on the requisite frequency of sampling per type of ACM, per square foot of ACM, and per linear foot of ACM?

· Regarding the proposed asbestos sampling, since the USDA is requesting destructive sampling of ACM, what level of repair is required by the USDA?

· Regarding the proposed lead-based paint sampling, is the USDA requiring destructive sampling of the paint (i.e., actual lead chip samples), or is the USDA requiring XRF testing with a handheld XRF analyzer (i.e., non-destructive sampling).

· Regarding the proposed lead-based paint sampling, if the USDA is requiring destructive sampling of the paint, what level of repair is required by the USDA?

With regard to requisite frequency of sampling per type of ACM, square footage, etc. – I would defer to their professional experience with judging how many and what samples they need to take.

No level of repair is needed for any destructive sampling, although efforts should be made to be as least destructive as possible and take samples from already damaged finishes, corners, etc.

· I would like to inquire / confirm the approximate acreage of the 3 listed sites. Based on my estimates derived from the provided Site location maps and Google Earth, there seems to be large difference in area for the Lake Vesuvius and Twin Lakes locations. Camp Horseshoe looks fine. Please confirm that the areas (appx. acreage) and site boundaries provided are correct. Attached shows the appx 614 acres determined for Lake Vesuvius in GoogleEarth.

Site: Area (acres) in Solicitation: Estimated Area Google Earth

Camp Horseshoe 5550
Lake Vesuvius 1200615
Twin Lakes 26120

Total Estimate: 1281 785 The approximate acreage of the sites (based on ArcMap) are as follows:

· Camp Horseshoe – 55 Acres

· Lake Vesuvius -- 602 Acres (The 1200 acres originally shown is for the entire rec area)

· Twin Lakes – 120 Acres (The 26 acres originally shown is what the current permittee manages)
