STATEMENT OF WORK
St. Stephens Indian School (SSIS)
Installation of Wireless GPS Clock System 3/16/2023
A. INTRODUCTION:
St. Stephens Indian School (SSIS) is the Home of the Eagles, and we believe that every student should Walk with Dignity, Knowledge, and Wisdom.
Located at 128 Mission Rd. Saint Stephens, WY 82524, SSIC consists of two buildings. Students in kindergarten through 8th grade attend school at the elementary and Middle School building, and High School students have their own designated building.
SSIS strives to help students learn the skills necessary for living in modern society while maintaining the values of the American Indian culture and heritage. SSIS is dedicated to preparing children for higher education, the workforce, and beyond.
The mission of BIE (Bureau of Indian Education) is to provide students at BIE-funded schools with a culturally relevant, high-quality education that prepares students with the knowledge, skills, and behaviors needed to flourish in the opportunities of tomorrow, become healthy and successful individuals, and lead their communities and sovereign nations to a thriving future that preserves their unique cultural identities.
B. GENERAL:
The Contractor shall furnish all supervision, materials, equipment, and personnel necessary to manage and accomplish the work. The Contractor shall provide sufficient technical support and project management to assure quality. Additionally, the Government will rely on the Contractor's expertise in recognizing and addressing problematic issues and successful execution. It is the Government's expectation that work executed against this order shall exhibit superior quality, responsiveness, and customer service.
The contractor's responsibility shall include all planning, administration, labor, material, coordination and management necessary to provide all work as specified. The work shall be conducted by the Contractor in strict accordance with the contract, SOW and all applicable Tribal, Federal, State, Environmental and local laws, regulations, codes or directives as applicable.
The following general work requirements shall also apply:
• Field verifies all existing conditions, quantities, utilities, dimensions and clearances applicable to the work.
• Notify the Facility Manager and COR of any deficiencies or other conditions encountered.

C. SCOPE:
LOCATIONS:
I. HIGH SCHOOL BUILDING:
• Approximately Ninety (90) analog, wireless, battery powered clocks (including batteries) to be installed throughout the building to replace the existing clocks. Contractor to field verify the exact quantity of clocks required in the building. The number given here in is only an approximate quantity, and it shall be contractor’s responsibility to ensure the correct number of clocks are installed in the school as part of their lump sum bid.
• Provide an attic stock of five (5) spare clocks inclusive of all hardware, accessories and batteries to school.
• Installation of Headend equipment with rack located in school approved room. Room 169 is potentially available for this, but the contractor must have school approval to use this room and verify its suitability.
II. ELEMENTARY AND MIDDLE SCHOOL BUILDING:
• Approximately Fifty-one (51) analog, wireless, battery powered clocks (including batteries) to be installed throughout the building to replace the existing clocks. Contractor to field verify the exact quantity of clocks required in the building. The number given here in is only an approximate quantity, and it shall be contractor’s responsibility to ensure the correct number of clocks are installed in the school as part of their lump sum bid.
• Provide an attic stock of five (5) spare clocks inclusive of all hardware, accessories and batteries to school.
• Installation of Headend equipment with rack located in school approved room. IDF Closet behind the Teacher’s Lounge is potentially available for this, but the contractor must have school approval to use this room and verify its suitability.
COMMON SCOPE IN BOTH BUILDINGS:
• Purchase of a FCC License for the GPS clock system. The license is to be used for the entire school district.
• Provide and install all devices, and headend devices for the wireless GPS clock system.
• The system shall synchronize all clocks to each other. The system shall utilize GPS technology to provide atomic time. Clocks shall automatically adjust for Daylight Savings Time (DST).
• The system shall include an internal clock reference so that failure of the GPS signal shall not cause the clocks to fail in indicating time.
• The system shall incorporate a “fail-safe” design so that failure of any component shall not cause failure of the system. Upon restoration of power or repair of failed component, the system shall resume normal operation without the need to reset the system or any component thereof.

• All clocks to be within viable range from the transmitter.
• Removal of existing clocks and associated system in its entirety. This shall include wires, conduits, molding, and any other parts of the existing (obsolete) system. Contractor to verify that demolition of the existing system will not interfere with any other school systems.
• Line voltage power, and control voltage power as required for the system.
• Provide all devices, conduits, cable trays, wiring, cables (power supply, twisted pair), ethernet cables (CAT5 or others as required), terminations, grounding (grounding bus bars), sleeves, boxes, j-hooks, ladder racks, wire molding, wire guards, mounting hardware and any other items required for the system.
• Firestopping through any fire rated partitions.
• Penetrations as required for the job.
• Daily cleanup.
• All waste and demolished materials shall be removed and disposed of in a manner specified by local, State, Tribal, Environmental and Federal regulations.
• Work permits if required.
• Cutting, patching, painting or finishing of architectural surfaces disturbed during construction, including areas where old clocks or associated hardware are removed.
• Work shall include all electrical, networking, architectural and general contracting work required for this scope. This includes (but is not limited to) carpentry, drywall, masonry, tiling, finishing and any other work required to accomplish this scope in its entirety.
• It shall be the contractor’s sole responsibility to fully complete the entire work without any assistance from the school. Therefore, the contractor is responsible for fully executing the work pertinent to all applicable trades required to accomplish this scope of work, including procurement of materials, and equipment required.
• Engineered drawings of system identifying all locations pertinent to the project.
• Contractor shall provide three (3) sets of hard copy drawings, an electronic copy of drawings, and native CAD files in AutoCAD compatible format.
• Labeling of all devices and wires.
• Comply with school’s security procedures and protocol.
• Comply with COVID-19 protocols as enforced by school.
• Complete programing and integration of the system.
• Test and commission the new system and provide reports thereof for review.
• Demonstrate that the new system is fully functional.
• Partake in inspection and punch list walk throughs with school (or appointee of school) and rectify identified deficiencies promptly.
• Submit all deliverables to the Contracting Officer Representative (COR) or appointee in charge.
• Any rework due to contractor fault should be promptly rectified by contractor at no additional cost to school.
• 12-month warranty from project completion and acceptance by school. Warranty to be inclusive of all parts, labor, travel expenses and any auxiliary costs.
• Ensure all workers have passed criminal background checks to be able to work on this project.
• Complete the work in a safe manner with OSHA rules and regulations. Including the use of proper PPE (personal protective equipment). And provide school with SDS (Safety Data Sheet) sheets as required.

D. INSTRUCTION OF SCHOOL PERSONNEL:
The Contractor shall arrange training and instruct the school, its custodian and building manager in the proper operation and care of the new Clock System.
Provide Operation and Maintenance Manuals.
Deliver to the school three (3) operating instructions (and programming) manuals for the clock system.
E. MANUFACTURERS:
Acceptable manufacturers of self-corrective clock systems and equipment are:
1) Primex Wireless,
2) Visiplex Technologies,
3) Sapling and Telecor.
4) Or approved equal
All equipment shall be the products of the same manufacturer and shall fully meet all the requirements of these Specifications.
The equipment used by the contractor must be submitted for review prior to procurement. It is the school’s right to choose a system to their liking.
F. EQUIPMENT:
• The wireless clock system shall include a transmitter, a roof-mounted GPS receiver, indicating clocks, and all accessories for complete operation.
• GPS Receiver: shall be a complete GPS receiver including antenna in a waterproof case.
• Provide mounting brackets for attachment to roof structure and required attached cable(s).
• Primary Transmitter: shall be a wireless transmitter with GPS receiver, a surge suppressor/battery backup, and a mounting shelf. Unit shall obtain current atomic time from satellite. The clock system shall transmit time continuously to all clocks in the system.
• Antenna shall be commercial type with appropriate length.
• Analog clocks shall be wall mounted where shown on approved drawings and dual-side wall mounted in the corridors.
• Analog clocks shall be battery-operated and shall have 5-year battery life.
• Time shall be automatically updated from the transmitter throughout the day.

• If transmitter stops transmitting valid time signals due to power failure, the clocks shall continue to function as accurate quartz clocks until a valid time signal is decoded.
G. REGULATORY REQUIREMENTS:
• All equipment with digital Apparatus (microprocessors) that generate and utilizes timing signals at a rate in excess of 10,000 pulses per second to compute and operate, must be Federal Communications Commission (FCC) and “DOC” CSA Standards C108.8 (Electromagnetic Emissions) approved.
• Any equipment supplied or installed without the above approvals will not be accepted.
• Compliance with Government Regulations and Guidelines:
o FCC Class A: Compliant with FCC Part 15 Class A certification for minimal radiation in a classroom environment.
• Transmitter and receiver shall comply with Part 90 of FCC rules as follows:
o This device may not cause harmful interference.
o This device must accept interference received, including interference that may cause undesired operation.
o Transmitter frequency shall be governed by FCC Part 90.35.
o Transmitter output power shall be governed by FCC Part 90 257 (b).
In accordance with FCC regulations, an application for license must be filed prior to use of the equipment.
The contractor shall submit a copy of the operating license to the COR prior to installing the equipment.
The original license shall be delivered to the school.

H. CODES AND STANDARDS:
The Contractor shall provide a multi-disciplined team to furnish the services required to complete the work in its entirety. Each responsible team member must be knowledgeable of and provide work in compliance with the most current editions of all applicable codes, standards, and guidelines as adopted by BIA/ BIE.
Following is a list of a few codes and standards, however this is not a comprehensive list of all applicable codes and standards. It is expected for the contractor to be knowledgeable of and in compliance with all pertinent codes and standards.

SCHEDULE:
• Work hours and locations must be agreed upon by the school.
• Submit a comprehensive construction schedule for the school’s review and approval. Schedule must include at minimum engineering, submittals, procurement, installation, integration, testing, commissioning, training, and closeout.
• Submit Two-Week look ahead schedules identifying all areas of work and provide Bi-Weekly progress reports (including photographs of work completed).
• Attending project kickoff meeting and bi-weekly project progress meetings.
