About this file

This document is a Sole Source (Including Brand Name) Justification for Simplified Procedures for Certain Commercial Items related to a WiFi system upgrade at the U.S. Air Force Academy (USAFA). The justification cites the need to use Cisco switches, modules, and SFPs, as well as Ekahau heat maps and Aruba 500 series and outdoor series access points, to seamlessly integrate with USAFA's existing Cisco-based infrastructure. The purpose of the overall requirement is to upgrade and expand the current WiFi system and improve existing capabilities throughout USAFA facilities. The scope includes providing WiFi throughout the facilities to allow students, faculty, and staff to access the MissionNet and internal resources. The justification outlines the six phases of the project, which include upgrades to specific buildings and outdoor areas. The contracting authority is 10 CONS/PKB at USAFA, and the procurement will be conducted using simplified acquisition procedures under 10 U.S.C. 3572.

I. Contracting Activity.

10 CONS/PKB, 8110 Industrial Dr., Suite 200, USAF Academy CO 80840

II. Nature and/or description of the action being processed.

Brand name justifications for;

- Cisco switches, modules and SFPs - ($

- Ekahau heat maps - ($

- Aruba 500 series and outdoor series access points - ($

III. Description of supplies/services required to meet agency needs.

The purpose of this requirement is to upgrade and expand the current WiFi system and improve existing capabilities throughout these facilities. The locations identified currently lack the network connectivity to conduct academic missions. The scope of the effort is to provide WiFi throughout the facilities, so students, faculty and administrative staff can access the MissionNet and connect to the internal resources, such as the Student Information System, O365, print services and the internet. Specific facilities and areas are listed in section the Statement Of Objectives and Appendixes. The current Access Points (APs) and controllers are Aruba and the switches are a mix of Aruba and Cisco switches. The contractor shall upgrade and expand the WiFi system (MISSIONNET/ /AFACADEMYGUEST) that distributes bandwidth provided by the MissionNet to the end users. The design shall incorporate the use of existing switches that have an EOS/EOL of 2027 or later and any access points that are Aruba 500 series or newer. They may be relocated and reconfigured as required for optimal design. Any existing APs not used shall be removed. All hardware, to include, but not limited to APs, cabling, switches, routers, etc., will be provided by and installed by the contractor and transferred to the government on completion of each phase.

The six phases (in priority order, based on their completion dates) are as follows:

- Phase 1 - Vandenberg Hall, Bldg 2360

- Phase 2 - Arnold Hall common spaces, Bldg. 2302

- Phase 3 - Arnold Hall Theater, Bldg 2302

- Phase 4 - Harmon Hall, Bldg. 2304

- Phase 5 - Community Center Auditorium, Bldg. 5136

- Phase 6 - Outdoor Cadet Tennis Courts, Bldg 10171, 10170, 10081

IV. Statutory authority permitting other than full and open competition.

DAFFARS 5313.501 - 10 U.S.C. 3572, Implementation of Simplified Acquisition Procedures (41 U.S.C. 1901)

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

CISCO: MissionNet access switches are needed to support upcoming/planned expansion of the MissionNet WIFI.

MissionNet currently utilizes Cisco equipment for the Core, Distribution and Access layers. While USAFA's current system within Vandenberg Hall includes a mix of both Cisco and Aruba switches, this has caused consistent issues and errors with the overall monitoring system due to the varying inputs into the monitoring systems. The few Aruba switches were installed through unapproved/uncoordinated processes and the switches have now exceeded their EOS/EOL. Based on this experience, no other products will work seamlessly with USAFA's currently installed Cisco infrastructure except the brand name items above. If an alternative vendor's equipment is procured in support of the USAFA MissionNet, it will not fully function with current infrastructure. Purchasing non-Cisco hardware which cannot be integrated (end-to-end) with USAFA's current system will incur in excess of $ in additional costs to replace the entire Cisco wireless infrastructure. Licensing costs will add an additional $ and labor costs will add an additional

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.

USAFA/A6 buys IT systems with the intent of using them up to their end of life cycle capability. Cisco's infrastructure have an expected life cycle of approximately 10 years. USAFA/A6 will check the life cycle and capabilities of the currently-installed infrastructure and will continue to compare with industry standards for DoD approved WIFI infrastructure for any future opportunities to overcome barriers to competition.
