U.S. AIR FORCE ACADEMY (USAFA) WIFI EXPANSION PHASE 3
DESCRIPTION OF REQUIREMENTS (DOR)
7 November 2023
I. Purpose: This action is a requirement to fill a capability gap for USAFA’s Cadet mission and support facilities. Its purpose is to upgrade and expand the current WiFi system and improve existing capabilities throughout these facilities. These building currently lack the network connectivity to conduct academic missions.
II. Scope or Mission: The scope of the effort is to provide WiFi throughout the facilities, so students, faculty and administrative staff can access the MissionNet and connect to the internal resources, such as the Student Information System, O365, print services and the internet.
Specific facilities and areas are listed in section VI of this DOR and Appendixes. The current Access Points and controllers are Aruba and the switches are a mix of Aruba and Cisco switches.
The contractor shall upgrade and expand the WiFi system (MISSIONNET/ /AFACADEMYGUEST) that distributes bandwidth provided by the MissionNet to the end users. The new design shall incorporate the use of existing switches that have an EOS/EOL of 2027 or later and any access points that are Aruba 500 series or newer. They may be relocated and reconfigured as required for optimal design. Any existing APs not used shall be removed.
III. Delivery Period and Location: The delivery period will be 1 year from the date of award (of each CLIN). The location is the U.S. Air Force Academy in Colorado Springs, Colorado.
IV. Background: The U.S Air Force Academy is committed to bringing its University IT capabilities up to modern industry standards. The Academy has rolled out a commercial IT Network, switched to SaaS offerings, such as O365 and has implemented cloud services. The goal is to provide a WiFi network that rivals a modern college campus.
V. Performance Objectives:
1. Design: Provide coverage and capacity for users to access the required services/applications. These requirements will vary for different portions of the facilities and are customer dependent. The design and amount of Wireless Access Points will be dependent on the information and is contained in Appendices 1 through 6.
a. Design and installation must comply with State Historic Preservation Office (SHPO) guidelines and restrictions. The Contractor will provide design documentation and revisions as necessary to meet SHPO requirements. For planning purposes, be advised that the SHPO process typically takes 60 calendar days for final approval.
b. Contractor shall perform at minimum a passive RF Site Survey to refine/validate final design requirements.
c. WiFi access points require FIPS.
d. All proposed products must be compliant with the Trade Agreements Act of 1979
(TAA). In accordance with DFARS 252.225-7021, the Trade Agreements Certificate at DFARS 252.225-7020 shall be provided as requested by the Ordering Contracting Officer for any end item offered in response to any RFQ issued under this contract.
Please note that Federal Acquisition Regulation (FAR) paragraph 25.103(e) includes an exemption from the Buy American Act (BAA) for acquisition of information technology that are commercial items.
e. The design must include primary and/or extra network switches (as required, based on spare capacity of existing switches) that follows the current base network architecture with a minimum of 10Gb uplinks. New switches must support power over Ethernet (PoE+) [or mid-span injectors] to power WiFi access points (802.3at for 802.11ac AP’s, 802.3bt for 802.11ax AP’s, etc.). Switch stacking kits for needed capacity is the responsibility of the contractor to include in their bid – based on what they propose to install (and where). New switches and utilized existing switches must have 25% spare port capacity after installation.
f. The design must include primary and/or extra Aruba mobility controllers if current mobility controllers cannot support the new WiFi access points (due to capacity limits).
g. The WiFi design & WiFi Access Point placement must comply with Aruba best practices when practical and the HPE Aruba networking Validated Solution Guides (VSG) (https://www.arubanetworks.com/techdocs/VSG/) e.g. 40-60 clients per AP radio, spaced 40-60 feet apart or closer in areas of higher client density, honeycomb pattern if possible, with a minimum -65dB RSSI throughout the coverage area).
Deviations from Aruba’s VSGs must be documented & justified as a part of the design.
h. The design should include considerations for emerging technology, network optimization and efficiencies utilizing existing and new equipment.
i. The design must include extra cabling & conduit to meet the requirement (to/from new switches, to/from new WiFi Access Points, etc.). The design must include new cabling between communications closets, if required based on the proposed design. Existing cable trays, conduits, and penetrations between walls may be used to the fullest extent.
j. Power and HVAC are the government’s responsibility. The vendor must notify the government if there is insufficient power or HVAC to support what they are proposing to install (which will vary by location). Additional PDU, UPS (rack mounted), rack space, switches with PoE+ and 10 Gb uplinks, switch stacking kits, capacity and additional fiber installations in areas that do not have single mode fiber capable of supporting 10 Gb is the responsibility of the contractor to include in their bid – based on what they propose to install and where.
k. Design must include Aruba AirWave perpetual licenses for the new access points, mobility controllers, air monitors, switches, and any other networking infrastructure installed as a part of this effort. Replace any non-Cisco existing switches.
(Vandenburg and Harmon).
l. Shall optimize the existing WiFi network and the new upgrade to provide the user a seamless experience. This shall include but not limited to optimizing the signal strength, noise to signal ration, channel width, client roaming and co-channel interference.
m. Perform bi-directional optical time-domain reflectometer (OTDR) testing of any fiber (all strands) installed both before and after install/connection.
2. Installation and Maintenance: All hardware, to include, but not limited to WAPs, cabling, switches, routers, etc., will be procured and installed by the contractor and transferred to the government on completion of each CLINS installation.
a. Aruba (Wireless Access Points/controllers/Air Monitors/etc.) and Cisco https://www.arubanetworks.com/techdocs/VSG/
(switches/networking) equipment must be used. Cisco switches (with capability) will have dual power supplies.
b. Cat 6a plenum cabling is required. Cat 6a Ultra Slim patch cables for all COMM rack cross connects.
c. Aruba WiFi Access Points, controllers and Air Monitors will be configured/named using government templates and/or naming conventions. Access Point naming conventions provided may contain room numbers. Contractor should be prepared to include the AP/AM room number in the configuration.
d. Cabling and network patch panels will be labeled with USAFA standard labeling.
e. Cisco networking equipment (switches, ports, etc.) shall be configured/named using provided government templates.
f. Hardware/devices procured/installed as a part of this effort shall not be on any manufacturer's projected end-of-life/end-of-support list.
g. All exposed cabling shall be in conduit, except when vendor is using existing cable ladders and all exposed conduits will be painted to match surrounding area/walls/ceilings.
h. Switches and routers shall be secured in accordance with BICSI standards.
i. Contractor shall configure/add licenses to the existing AirWave appliance in coordination with government POC.
j. Operations & maintenance after system acceptance will be the responsibility of the government.
