Scope of Work General Construction – Plains Area- Southern Plains Agricultural Research Center, Somerville, and Coulter Airfield.

1.1 DESCRIPTION OF WORK: This project consists of furnishing all plant, labor, equipment, materials, and transportation and performing all work required for the accomplishment of General Contracting as required in this contract. Work will be issued per individual Task Order (TO) using a Statement of Work (SOW) or Performance Work Statement (PWS). This work may include, but is not limited to framing, sheetrocking, painting, flooring, excavating, site grading, window glazing, concrete work, metal building erection and repairs, routine electrical, plumbing, roofing, landscaping and HVAC work, common to building construction and operation of general research laboratories from 1900 to present.

1.1.1 Location: Location of the required work will be identified in the Request for Task Order Proposal

(RTOP).

1.1.2 Project Requirements: General construction and associated designs shall meet the requirements of ARS Policy and Procedure (P&P) ARS-242.1M and Unified Facility Guide Specifications (UFGS) and publications per sections 1.1.6.1 and 1.6.

1.1.4 Design Analysis: Provide a Design Analysis (DA) where required within the TO SOW OR PWS. Design Analysis Engineer shall be present at initial site visit unless otherwise exempted by CO.

1.1.4.1 General: Contractor must provide a Professional Engineer or Registered Architect, registered in the State where work is being performed and seal all required Design Analysis and Drawings.

1.1.4.2 Drainage Systems: Provide drainage analysis as may be required by TO SOW or PWS.

1.1.5 Quality Control:

1.1.5.1 Foreman/Superintendent: Contractor shall employ a job foreman/Superintendent for each active TO. The Foreman/Superintendent is required on-site at all times when site work is being accomplished. When work is being accomplished, the Foreman/Superintendent must be on site 100% of the time.

1.1.5.2 Safety: Perform all work activities in a safe manner in conformance with current OSHA, AFOSH and USACE requirements (EM 385, Latest edition). All workers shall wear fluorescent reflective vests or shirts with the general contractor’s or subcontractor’s name or name tag at all times.

1.1.6 Principal Features:

1.1.6.1 Publications – Codes: All work performed shall be IAW the National Fire Protection Association (NFPA) Standards - National Electric Code (NEC), the Underwriters Laboratories (UL) Standards, Ameri-can Society of Plumbing Engineers (ASPE), Sheet Metal and Air Conditioning Contractors National Association, Inc. (SMACNA) an American Society of Heating and Refrigeration Engineers (ASHRAE) and all other Standards as may be required by ARS Policy and Procedure (P&P) ARS-242.1M, ARS Facilities Design Standards or as may be further required on individual Statements of Work (SOW) or Performance Work Statements (PWS) provided for each project order. See also section 1.6.

1.1.5.3 Material and Material Quality:

1.1.5.3.1 All materials and equipment provided under this project shall be of commercial grade quality.

1.1.5.3.2 The material and equipment to be furnished under these contract documents shall be the http://www.wbdg.org/ccb/browse_cat.php?c=3 standard products of manufacturers regularly engaged in the production of such materials and equipment and shall be the manufacturer’s latest standard design, and the most current design which conforms to the requirements specified.

1.1.5.3.3 All materials and equipment to be incorporated in the work shall be handled and stored by the manufacturer, fabricator, supplies, and Contractor before during and after shipment in a manner to prevent any injury, theft, or damage of any kind to the materials and equipment.

1.1.5.3.4 All materials and equipment furnished by the Contractor shall be subject to inspection and approval by the CO/COR.

1.1.5.3.5 Government will not furnish any labor or equipment to unload or move materials or supplies.

1.1.6.3 List of Materials: The Contractor shall submit a certified list of materials or manufacturer's descriptive literature for all major materials proposed for use under this sec tion.

1.1.6.4 Installation, Operation, and Maintenance Instructions: The Contractor shall submit manufacturer's written installation, operation, and maintenance instructions.

1.1.6.5 Pre-construction Drawings. Pre-construction drawings will not be provided for every project.

Government-developed pre-construction drawings will be normally provided for those projects where drawings are necessary in order to clearly depict the scope of work. However, on a project-by-project basis, the contractor may be required per Request for Task Order Proposal to provide drawings/sketches to clearly present the contractor’s method of accomplishing the ordered SOW or PWS work to the Contracting Officer (CO) in enough detail that satisfies the requirements of the government. In such instances, approval of the contractor’s drawings/sketches shall be required in a submittal process prior to the contractor proceeding with the project. In addition, the contractor may be required to provide drawings sealed by a Professional Engineer registered in the State in which the work will occur on a project order basis. Cost of drawings, sketches and sealed drawings shall be included in the task order proposal, funded through each respective task order and therefore paid by the Government.

1.1.6.6 As-Built Drawings. Whenever government-developed pre-construction drawings are provided, the contractor shall mark up the drawings to clearly indicate all changes made to the project that differ from the original drawings and that indicate as-built conditions. The marked-up drawings shall be provided to the CO at the completion of the project. The drawings shall be reviewed and approved by the CO before final payment is made to the contractor

1.1.6.7 Clean up. Maintain work area(s) in neat, orderly, and safe condition during the work, and cleanup work area(s) at the end of each workday and upon completion of the work. Dispose of refuse, debris, salvable, non-salvable, recyclable, non-recyclable, hazardous materials, and hazardous wastes items as specified below. Final Cleanup is required.

1.1.6.8 Refuse: Place only ordinary refuse in dumpsters. No vegetative waste, construction and demolition waste, tires, recyclable materials, salvable items, or hazardous materials or waste will be placed in dumpsters. Large amounts of refuse shall be delivered to an off-post landfill and fees paid by the Contractor.

1.1.6.9 Cutting: Accomplish cutting using power tools and equipment which are best suited for the project order being accomplished and least likely to damage adjoining or adjacent surfaces.

1.1.6.10 Patching: Patch adjoining or adjacent surfaces using materials which match the existing mate-rials. Joints and seams shall be durable and as invisible as possible. Restore finishes of patched areas to match the existing finishes.

1.1.6.11 Modification of Existing Installation: Perform ancillary work of modifying existing installation or performing new construction as needed to facilitate and accommodate work.

1.1.6.12 Excavation: Prior to any excavation, contact locating services as necessary and discuss with COR. As required adhere to all trench safety requirements.

1.1.6.13 Installation: It shall be the responsibility of the Contractor to complete work in accordance with Federal, State, and Local Code Standards. Additional procedures and materials may be required than is indicated herein. If any item specified herein conflicts with the applicable codes and recommendations, the Contractor shall bring it to the attention of the Contracting Officer Representative for immediate resolution.

1.1.6.14 Site Grading: Coordinate all work defined in the SOW with the COR. All equipment operators will be properly trained to operate equipment. Operate equipment to prevent damage to adjacent areas.

1.2 DEMOLITION AND DISPOSAL:

1.2.1 Demolition: Demolish or remove from the work site all items designated to be demolished or removed as part of the replacement process, and any other items necessary to accomplish the required work. The Principal Features section in the SOW or PWS may not designate all demolition and removal items existing at the work site. Therefore, prior to beginning demolition or removal work, verify with the COR all items to be demolished or removed and all items to remain. The Contractor is responsible for loading, hauling, and unloading salvage items and debris. The Contractor is also responsible for preparing salvage items for turn in at a location designated in the SOW or PWS.

1.2.2 Utilities: Utilities work per TO. In general, the following is anticipated of each TO unless otherwise specified:

• Perform due diligence in determining location of all utilities by calling local dig hotline, requesting information from worksite, including use of ground radar or other means of utilities location if needed. It is incumbent on contractor to include these services in the proposal if needed.

• Disconnect or turn off circuit breakers for electrical service as necessary.

• Disconnect or shut isolation valve for natural service as necessary.

• Disconnect or shut isolation valve for potable water as necessary

• Fill and compact all disturbed areas to reduce future settling and grade for proper drainage.

Seeding, mulching, etc. will be per TO. If needed, provide topsoil equivalent to adjacent areas for final grading.

• Dispose of all material properly in an appropriate landfill or equivalent site.

1.3 DISPOSITION OF CONSTRUCTION AND DEMOLITION WASTE ITEMS:

1.3.1 Non-salvable and Non-recyclable Items: Construction materials and debris, which will have no salvage or recycling value because of the type of material, or the procedures required for dismantling or demolition, shall be disposed of at an off-post landfill or as directed by the SOW, PWS or CO. Unless otherwise indicated, non-salvable items include: refuse; vegetative waste; tires; miscellaneous concrete and masonry items; wood and wood products; nonmetallic roofing materials; wood doors, door frames, windows, trim, and glazing; gypsum wallboard, plaster, and acoustical ceiling board; floor and wall coverings; and nonmetallic plumbing, mechanical, and electrical components..

HVAC equipment and appurtenances; and electrical components, equipment, and fixtures. Cardboard shall be turned in to a local Recycle Center if one exists.

1.3.2 Hazardous Materials (HM) and Hazardous Wastes (HW):

1.3.2.1 Disposition of Contractor-Owned HM and HW: Contractor owned hazardous materials and hazardous waste are the property of the Contractor and must be handled, stored, and disposed of by the Contractor, in accordance with all federal and state regulations.

1.3.2.2 Disposition of HM and HW from Government Sources: Hazardous materials and the wastes generated from the use of those materials shall be handled, stored, and disposed of by the Contractor at locations in accordance with all federal and state regulations unless approval for on-location disposal is obtained from the CO.

1.3.2.3 Spills of Hazardous Material: Report all spill of hazardous materials to Location Point of Contact or Location Monitor identified in each SOW and PWS and to the CO.

1.4 LEAD-BASED PAINT (LBP): Lead-based paint may be encountered in the building. All painted surfaces will be treated as though they have been coated with lead-based paint and compliance with EPA, OSHA and location, Local and State regulations for handling is required unless otherwise tested or certified by contractor as known to not contain LBP. If cutting or any other operation is necessary which could cause particles to become airborne, paint shall be removed by acceptable methods prior to the operation. No sanding of existing painted surfaces will be allowed unless surface is tested to be non- LBP or certified by contractor as known to not contain LBP. Certified contractor personnel shall perform lead-based paint abatement if required. Contractor personnel involved in the abatement of lead-based paint shall be trained and certified in accordance with 40 CFR 745 and Local or State regulations where work is located. The following shall be submitted to the COR prior to commencing lead abatement: paint Supervisor’s certificate, worker’s proof of license and/or registration in the State work is per- formed to remove LBP. The person removing lead-based paint shall provide as a minimum, certification indicating the 8-hour lead-based paint awareness training. The person supervising lead-based paint removal shall provide certification from the 40-hour lead-based paint supervisor training. Contractor may employee a certified lead-based paint abatement subcontractor to perform lead-based paint abatement. Certification documentation of subcontractors is required and shall be the responsibility of the contractor to obtain and provided to and approved by the COR prior to the start of work regarding lead-based paint abatement.

1.5 ASBESTOS and ASBESTOS CONTAINING MATERIAL (ACM): Asbestos and ACM may be encountered in the building. All suspected asbestos containing materials will be treated as though they contain asbestos and compliance with OSHA regulations for handling is required. If cutting or any other operation is necessary which could cause particles to become airborne, asbestos shall be removed by acceptable methods prior to the operation. A certified contractor shall perform asbestos abatement. The following shall be submitted to the COR prior to commencing asbestos abatement: Asbestos Contractor Certificate, Asbestos Workers Certificates and State notification (if required). Manifests of ACM disposals shall be provided to the COR.

1.6 ADDITIONAL APPLICABLE PUBLICATIONS: ARS P&P 242.1M. Publication is referred to in the text by basic designation only. Publication shall be assumed to be the most current edition in effect at the time a contract is awarded.

1.7 SUBMITTALS:

1.7.1 Accident Prevention Plan and Site-Specific Safety Plan: Submit an Accident Prevention Plan initially for the IDIQ and minimum yearly thereafter. Submit a Site-Specific Safety Plan for each task or-der per Section 1.9.

1.7.2 Quality Control Plan: Submit a Quality Control Plan.

1.7.3 Other Submittals: See specific Scope of Work sections.

1.8 GENERAL REQUIREMENTS:

1.8.1 Verification of Conditions and Dimensions: Read and understand the Scope of Work and visit the work sites to become thoroughly familiar with details of the required work and site conditions, verify all dimensions prior to ordering materials and fabricating components or beginning work, and notify the Contracting Officer of any discrepancies between the Scope of Work and actual conditions. All discrepancies shall be resolved before the Contractor begins work. It is strongly suggested the Contractor verify conditions and dimensions prior to preparing and submitting the bid.

1.8.2 Delivery and Storage: Deliver materials to the work site in undamaged, unopened manufacturer's standard packaging or containers. Store materials to protect them from physical damage, theft, vandal-ism, and weather.

1.8.3 Marking and Labeling: Manufacturer's standard packaging and containers, or when appropriate, individual pieces of material shall be marked or labeled showing the name of the manufacturer; brand name; model number, stock number, or other designations; item description; and when applicable, the stamp of a nationally recognized, independent testing laboratory or agency, certifying materials conform to the requirements specified.

1.8.4 Proprietary Products: Unless otherwise specified, proprietary products indicated in the Project Scope of Work or noted on the plans are intended to establish capacities, color, design, features, pattern, quality, and style of materials desired, and are not intended to limit trade. Materials proposed for use which can be determined by the CO to conform to the requirements specified, may be substituted, and installed after his approval.

1.8.5 Coordination: Coordinate work performed by specific trades with work performed by other trades to the extent required. The contractor shall provide notification to and shall coordinate all utility outages with all affected activities a minimum of two working days in advance of the outage. Notification shall be by written and posted in a conspicuous location at the entrance to occupied facilities, if applicable, and by oral communication with key occupants in the facilities affected.

1.8.6 Identification Cards: Contractor and Subcontractor personnel may be required to obtain government identification badges.

1.8.7 Vehicle Identification: All Contractor and Subcontractor vehicles and equipment shall bear the Contractor or Subcontractor's name or logo while the vehicles and equipment are working at a location.

1.8.8 Location Access: Contractors will be given specific requirements for contractor access to each project order in the SOW, PWS or at the preconstruction meeting. At the present time and until further notice, all delivery trucks are to enter designated areas at each location which will be detailed for each project order. Locations do not provide overnight parking. All shipments must be accepted and off loaded the same day. Passengers may be required to present a valid state driver’s license/photo ID.

1.8.8.1 For security reasons, the bill of lading shall have the name and phone number of the location delivery point of contact. This includes the bill of lading presented by third party and subsequent shippers. The location retains the right to refuse entry to the location grounds. Refusal of entry shall not relieve the prime contracted vendor from their responsibility to deliver as agreed to, nor shall there be an additional cost to the Government resulting from refused entry.

1.9 SAFETY AND PROTECTION:

1.9.1 Safety Requirements: The contractor shall implement health and safety criteria and practices sufficient to protect on-site personnel, the public, and the environment. The contractor shall take safety pre- cautions to protect workmen, building occupants, and the public from construction equipment and materials being removed and/or installed at the work site. The contractor shall maintain free and safe passage into and out of adjoining or adjacent building and areas not part of this project. Minimum personnel safety gear requirements shall include hardhat, safety footwear, safety glasses and hearing protection when re- quired. A first-aid kit shall be on every job site. A fire extinguisher shall be on every job site where the possibility of fire exists.

1.9.2 Accident Prevention Plan - IDIQ: The contractor shall prepare an Accident Prevention Plan in accordance with the following sub-paragraphs and submit it to the CO for approval for the IDIQ. The contractor shall implement the approved Accident Prevention Plan not later than prior to the first project order being issued under this contract. The contractor should refer to EM 385-1-1, paragraph 01.A.07 for further guidance.

1.9.2.1 Basic Plan. The plan shall contain the name of the contractor’s organization, contract number and a brief description of the work to be performed. The plan shall include the name of the person(s) responsible for safety. The plan shall outline the responsibilities of each employee to comply with applicable safety and occupational health requirements, wearing prescribed safety and health equipment, report ing unsafe conditions/activities, preventing avoidable accidents, and working in a safe manner. The plan shall identify the policies and procedures regarding noncompliance with safety requirements to include disciplinary actions for violation of safety requirements. The plan must be approved by company officers authorized to obligate the company.

1.9.2.2 Physical Qualifications of Employees. The plan shall outline the physical, medical, and emotional qualifications required for performing the duties to which they may be assigned including strength, endurance, agility, coordination, and visual and hearing acuity. The plan shall indicate that while on duty, use of or under the influence of alcohol, narcotics, intoxicants, or similar mind-altering substances will not be allowed. The plan shall indicate the disposition of those employees found to be under the influence of or consuming such substances.

1.9.2.3 Personal Protective Equipment. The plan shall outline procedures to be followed to assure the proper use, fit, wear, selection, and maintenance of personal protective and life-saving equipment (e.g., protective footwear, protective gloves, hard hats, safety glasses, hearing protection, body harnesses and lanyards). The plan shall provide that the contractor ensures that employees are physically able and medically determined qualified to use the personal protective and safety equipment required in the job duties.

1.9.2.4 Hazardous Substances, Agents and Environments. The plan shall provide that employees are protected from exposure, through inhalation, ingestion, skin absorption, or physical contact, to any chemical, biological, or physical agent in excess of acceptable limits in the most recently published American Conference of Governmental Industrial Hygienist (ACGIH), “Threshold Limit Values and Biological Exposure Indices”. The most common hazardous substances the contractor should expect to be encountered will normally be lead-based-paint and asbestos. The plan shall address training and certification of employees as well as handling and disposal methods the contractor plans to use when hazardous sub- stances are encountered.

1.9.2.5 Accident Reporting. The plan shall include notification of the CO immediately with information regarding with whom, how, where, when, seriousness and medical treatment received of the injured personnel whenever accidents occur. The plan shall indicate that except for rescue and emergency measures, that accident scenes shall not be disturbed until released by investigating personnel.

1.9.2.6 Emergency Planning. The plan shall provide for employee safety in case of fire or another emergency. The plan shall provide for periodic training of employees of the emergency plans. The plan shall include emergency telephone numbers and reporting instructions for ambulance, physician, hospital, fire, and police and shall be easily available at each work site. The plan shall provide for employees working alone in remote locations or away from other workers to have an effective and readily available means of emergency communications by either cellular phone, two-way radio, hard-line telephone, or other acceptable means.

1.9.3 Protection of Property: Protect all property, both Government and personal, indoors and out-doors, including buildings, site improvements, utilities, vegetation, and vehicles at or adjacent to the work site, and which might be damaged during the course of the required work, for the duration of the work.

Do not operate heavy construction equipment on drives, sidewalks, or lawns without installing suitable protection on these surfaces.

1.9.4 Hot Permits: Hot Permits shall be required for each building/worksite when work requires an open flame. Hot Permits will be approved by the COR.

1.9.5 Barricades, Warning Signs, and Lights: Install and maintain all necessary barricades, warning signs, and lights to protect workmen, building occupants, the public, and adjacent property.

1.9.6 Site Specific Safety Plan (SSSP) - Project Order: The contractor shall prepare a Site-Specific Safety Plan submit it to the CO for approval. This is required for each project order under this IDIQ and should complement the Accident Prevention Plan.

1.9.7 Permits: Contractor may be responsible for obtaining permits from the Authority Having Jurisdiction (AHJ) as required by each project order.

1.9.8 Utilities: Contractor is responsible for verifying location of any underground utility and is responsible for any damaged caused to such utilities.

1.9.9 Temporary Facilities: Contractor is responsible for providing portable toilet facilities for contractors use. Location of facilities will be provided during pre-construction meeting.

1.9.10 Working Hours: Once begun, work shall continue uninterrupted during normal working hours until it is complete. Schedule working hours to coincide with working hours of the specific location needs.

Normal work hours are from 7:30 a.m. to 4:30 p.m., Monday thru Friday, Federal holidays excepted. Do not perform work on the location on other days or other hours without the written approval of the CO. The Federal holidays listed below are observed. When a holiday falls on a Sunday, the following Monday will be observed as the holiday. When the holiday falls on a Saturday, the preceding Friday will be observed as the holiday. Contractors are also requested to not schedule work on Christmas Eve and New Year's Eve.

1.10 Quality Control: The contractor shall develop, submit and implement a quality control plan. The plan shall identify personnel, lines of authority, procedures to be used. The plan shall be approved by the CO prior to the start of the first project order issued under this contract.

1.11 Warranty of Construction: Warrant construction in accordance with Contract Clause FAR 52.246- 0021 entitled: Warranty of Construction.

1.12 Additional Information: Publications referenced in the SOW or PWS are available upon request to the CO.

1.13 Operations, Storage Areas, and Facilities: Contractor operations, storage areas, lay down areas, and facilities shall be coordinated with and approved by the COR.

1.14 Excavation: Coordinate excavations with the location and the proper One-Call Center prior to excavation. The contractor shall not be allowed to perform any type of excavation without notifying the COR first.

1.15 Utilities: The Government will furnish the Contractor domestic water and electricity at the nearest exterior outlet free of charge for use in performance of the work indicated.
