STATEMENT OF WORK (SOW)

Project Title: Installation of Fiber Optic Infrastructure

Location: Craters of the Moon National Monument and Preserve (CRMO), Arco, Idaho

1.0 PURPOSE

The purpose of this project is to install new fiber optic cable and associated conduit infrastructure to all designated park buildings at Craters of the Moon National Monument and

Preserve (CRMO). This upgrade will enhance telecommunications reliability, computer network performance, and operational safety for park staff and visitors.

2.0 BACKGROUND

CRMO currently experiences limitations in connectivity between critical operational buildings.

The installation of new fiber will provide a stable, high-bandwidth network backbone to support administration, visitor services, facility management, and emergency operations. Work will follow National Park Service (NPS) standards, methods, and environmental compliance requirements.

Attachment A shows the highway route. There will be 8 building tie-ins. A project map showing exact fiber routes, building tie-ins, and transition points between plowing and boring methods will be provided to the contractor prior to mobilization.

3.0 SCOPE OF WORK

The contractor shall provide all labor, equipment, supervision, materials, and incidentals necessary to complete the installation of fiber optic infrastructure in accordance with NPS standards.

Work includes, but is not limited to, the following:

3.1 Fiber Installation

• Install new fiber optic cable along the designated route connecting all identified park buildings.

• Fiber shall be installed inside conduit unless otherwise specified.

• Terminations, splicing, labeling, testing, and certification of all fiber strands are required.

3.2 Installation Methods

3.2.1 Plowing Method

• Plowing shall be used in areas following existing disturbed corridors, such as:

o Current analog line route, o road shoulders, o previously disturbed soils,

3.2.2 Boring Method

• Horizontal directional boring shall be used at:

o paved areas, o sidewalks, o road crossings, o sensitive resource zones where ground disturbance must be minimized.

• Boring depth must allow sufficient cover to protect conduit from future pavement maintenance.

3.3 Conduit Requirements

• Conduit - (typically HDPE for primary runs; smaller for building entry if required).

• All conduit installations must include pull tape and be free of obstructions.

• All vaults/handholes shall be NPS-approved, traffic-rated where appropriate, and located per provided design map.

3.4 Site Restoration

• All disturbed ground must be restored to pre-construction condition.

• Native materials (e.g., CRMO cinders) must be preserved and replaced where feasible.

• All waste materials shall be removed from the park.

3.5 Protection of Resources

The contractor shall:

• Avoid undisturbed native areas unless shown on the project map.

• Follow all CRMO environmental compliance requirements (NEPA, NHPA, ESA, etc.).

• Report any inadvertent discoveries (cultural or natural).

• Flag work limits prior to excavation or plowing.

3.6 Testing and Documentation

• Conduct end-to-end OTDR and light-loss testing on all installed fiber.

• Provide electronic test results to the NPS COR / IT representative.

• Provide a redlined as-built reflecting:

o route alignment, o handhole locations, o conduit sizes, o fiber strand counts, o building entry points.

3.7 Fiber Transport Route from Arco, Idaho

• The fiber backbone serving Craters of the Moon National Monument and Preserve shall originate from the designated service connection point in Arco, Idaho.

• The contractor shall install conduit and fiber along the highway corridor between Arco and the park boundary, following the alignment indicated on the project map that will be provided by NPS.

• Installation must remain within previously disturbed areas along the highway to the greatest extent feasible, minimizing new ground disturbance.

• All installation methods along the highway corridor shall follow NPS and Idaho

Transportation Department requirements, including:

• Plowing within approved disturbed shoulders or utility easements where allowed.

• Boring under paved surfaces, intersections, or protected areas as required.

• Contractor must coordinate any required permits, traffic control plans, or access approvals in collaboration with the NPS COR.

4.0 PROJECT DELIVERABLES

The contractor shall submit:

1. Work Schedule and Sequencing Plan

2. Fiber Test Certification Results

3. Redlined As-Built Drawings (PDF + GIS-compatible format)

5.0 PERIOD OF PERFORMANCE

The period of performance shall be 100 days (or as otherwise specified in contract documents).

Any changes must be approved in writing by the NPS Contracting Officer.

6.0 MATERIALS AND STANDARDS

Fiber shall be:

• 24-strand minimum, or as directed by NPS IT.

• Single-mode unless otherwise specified.

7.0 NPS RESPONSIBILITIES

NPS will provide:

• Route map and building list

• Access permissions

• Points of contact for safety, and IT coordination

• Utility locates (NPS-owned only; contractor must coordinate 811)

8.0 CONTRACTOR RESPONSIBILITIES

The contractor shall:

• Maintain safe work zones and comply with OSHA requirements.

• Coordinate with the NPS COR before starting new work segments.

• Secure equipment and materials each day.

• Ensure minimal disruption to visitors and park operations.

9.0 ACCEPTANCE CRITERIA

Work will be accepted upon:

• Completion of all fiber installation and restoration

• Submission and approval of all test results

• Approval of as-built documentation

• Final inspection by NPS COR and IT representative.
