About this file
This document provides guidance on salient characteristics for federal contract requests. It explains that contract descriptions should include physical, functional, or performance characteristics of desired items. Contractors may submit brand name items with manufacturer and model/part numbers; however, "equal" items must be considered acceptable for award if they meet the specified salient characteristics, unless the contracting officer has approved a brand name or sole-source justification. The guidance notes that using a "brand name or equal" description is advantageous when salient characteristics are firm requirements.
The document also lists salient characteristics for an upgrade extraction system project, which includes a three-stage filtration system (50mm EU2 220g/m² paint stop filter with 90/95% arrestance; synthetic media EU3 G3 FL200 with 89% middle arrestance; and absolute VEXL HEPA filters with EN1822 E12 rating at ≥95% efficiency), an upgraded air handling set with new high-performance fans (35,000 m³/hr capacity with dual 7.5 kW high-performance direct drive forward curved centrifugal input and extract fans), upgraded LED lighting (1700+ Lux at 5700K and 95CRI), a Zeus all-electric heating system, and a control system upgrade featuring a push button PLC control panel with 10" full color TFT touchscreen HMI interface. Additional requirements include replacing the faulty control panel for the Stat-X compressed aerosol fire suppression system, replacing the faulty door controller, and installing an air shower.
