About this file
This is a Performance Work Statement (PWS) for facility renovation work at Spangdahlem Air Base in Germany, effective 09 January 2026.
The PWS outlines three primary objectives for Building 99 (FAB - Fabrication facility): removal of an existing walk-in blasting booth (approximately 31'3" x 17'2" x 15'3"), upgrade of the current paint booth with specified components, and installation of a new air shower. The blasting booth removal includes disconnection of electrical and compressed air supplies, dismantling of ducting, restoration of the fire suppression system, and disposal of all related components. The paint booth upgrade requires installation of a new roll-up door controller, dual Zeus all-electric heating systems, replacement of a faulty Stat-X fire suppression control panel, upgraded control system with 10-inch touchscreen HMI, LED lighting meeting Class I Division II requirements at 1700+ lux, and a three-stage filtration/extraction system with 70,000 m³/hr total capacity, dual 7.5 kW fans, and two complete filter sets. The air shower must be minimum 230cm height x 230cm length x 100cm width, incorporate 20-22 meters per second airflow velocity, include pre-filters and HEPA filters, feature interlocking doors with magnetic sensors, utilize a PLC control system capable of 3-minute cycles, and provide at least 80-foot candles of Class I Division II lighting.
The contractor is responsible for providing all personnel, equipment, materials, tools, supervision, and services. Deliverables include a comprehensive user manual (electronic and three hard copies), on-site operator and maintenance training during operating hours (0700-1500 Monday-Friday), daily and final project cleanup, and a one-year warranty on all parts and equipment beginning upon government acceptance. Work must comply with specified Air Force safety standards, NFPA 33, OSHA 29 CFR 1910.1200, and other regulatory requirements. Quality acceptance inspection will be performed at 100% completion level for each contracted item.
