About this file
This is a Salient Characteristics document specifying requirements for 80 cypher locks needed by the 341 TRS at JBSA Lackland for installation across 20 buildings to replace aging keyed locks. The document is associated with solicitation FA301625Q0035 from the Department of the Air Force Air Education and Training Command.
The required cypher locks must include keypad readers, manual programmability, multiple chassis options (cylindrical, mortise, exit trim), compatibility with major key systems/exit devices, hard-wired remote release capability, and LED status indicators. Technical specifications include ANSI/BHMA A156.25 Grade 1 certification, UL 294 and UL 10C listings, 2-year battery life with 4 AA batteries, operating temperature ranges of -31°F to 151°F (exterior) and 32°F to 120°F (interior), and 0-100% non-condensing humidity tolerance. The upgrade is needed to address security issues with current keyed locks and enable leadership access through master codes rather than physical keys.

The 341 TRS provides training courses for Active, Guard and Reserve personnel.
The training labs and unit buildings have old keyed-locks that require replacing with modern controlled cypher locks that can be assigned with codes instead of often-lost keys. Some buildings cannot be secured due to the age of the locks and have security issues. If this project cannot be funded, we will continue to use keys and have security issues at some training areas for years to come. Replacing door locks with cypher locks enhances the security of the doors and enables leadership to enter facilities with master codes that don’t require someone to have a key.
