About this file

This is a Roadside Equipment Inspection Form (REI) attachment for a Pennsylvania Department of Transportation (PennDOT) maintenance contract solicitation in Philadelphia County. The form serves as a critical submission requirement for contractors bidding on mowing, string trimming, and trash pickup and removal services. Contractors must complete and return the REI form to the PennDOT Purchasing Agent within three days of receiving notice of apparent low bidder status. The form requires contractors to list all vehicles and equipment that will be utilized for contract operations, including work zone traffic control vehicles, along with identifying information, vehicle/equipment type, and capacity or size specifications. All listed vehicles and equipment must be available and inspected during an initial demonstration, with contractors required to maintain and update this equipment inventory throughout the contract term.

The REI form accommodates both rented and purchased equipment, though contractors must provide complete equipment information with their original bid submission and attach supporting rental or purchase agreements highlighting the specific items designated for contract use. Equipment identification numbers or license numbers may be provided at the time of the initial demonstration if equipment has not yet been acquired. All vehicles and equipment must comply with Pennsylvania state laws and regulations, as well as specific contract requirements outlined in the bid solicitation. PennDOT will conduct inspections and provide pass or fail determinations during the demonstration process, with space provided for demonstration notes and comments. This bid solicitation has been reserved for Small Business Contracting.
